(Baonghean.vn) - The requirement for "self-reflection and self-correction" in accordance with the spirit of Resolution No. 4 of the Central Committee (13th term) has been identified by the Thai Hoa Town Party Committee as an opportunity for each cadre and Party member to self-criticize and overcome shortcomings and deficiencies. This will lead to better performance of assigned tasks and contribute to the successful completion of duties.
It is a regular task.
"Self-reflection and self-correction" is the long-standing practice of self-criticism and criticism, requiring each Party organization, cadre, and Party member to self-reflect, rigorously and honestly acknowledge shortcomings, and find ways to overcome them. In practice, this work is regularly emphasized in Thai Hoa town.

According to Comrade Tran Khanh Son, Permanent Deputy Secretary of the Thai Hoa Town Party Committee, this term, the town has set high development goals and requires faster acceleration. In leading and directing departments, agencies, units, and individuals, depending on the nature and requirements of the work, the Standing Committee and the Town Party Committee's Executive Board regularly monitor progress on a weekly, monthly, and quarterly basis, clearly identifying tasks, responsibilities, and determining the causes, solutions, and timelines for improvement. In Party committee meetings, issues that are lagging or limited are continuously discussed and analyzed.

Similarly, in lower-level Party committee meetings and branch meetings, the spirit of criticism and self-criticism is conducted regularly, "as daily as washing one's face," in order to overcome shortcomings and promote strengths in the leadership, guidance, and management of Party committees, government, the Fatherland Front, and mass organizations within the political system.
Monthly and quarterly self-criticism and criticism sessions within Party committees and Party branches in Thai Hoa are organized systematically, rigorously, and seriously, linked to the year-end evaluation and review of Party organizations and members.

In addition to regular self-criticism and criticism through weekly, monthly, and quarterly evaluations of leadership, direction, and work management, including ad hoc evaluations as required, this activity in Thai Hoa is also organized systematically, rigorously, and seriously during the year-end evaluation and review of Party organizations and members, linked to the review of overcoming shortcomings in accordance with the spirit of Central Resolution 4 (12th Congress) and studying and following the thoughts, ethics, and style of Ho Chi Minh.
For tasks and work that still have many shortcomings or are slow to progress, a review should be conducted for the relevant organizations and individuals to analyze and clearly identify limitations, weaknesses, causes, and propose solutions for improvement. The principle is that the shortcomings, limitations, and problems of the collective are "shared" among individuals in the Party committee, Party members in the branch, and each organization and individual must have a plan for rectification and correction. The review in the following year will continue to examine the shortcomings identified in the previous year to assess the extent to which improvements have been made...
Along with promoting the spirit of self-criticism and criticism within each Party organization and among Party members, Party committees at all levels in Thai Hoa town also strengthen the inspection and supervision role of Party committees, the Inspection Committee, the People's Council, the Fatherland Front Committee, and mass organizations from the town level to the grassroots level in order to effectively identify and address shortcomings, deficiencies, and weaknesses.
With a spirit of "looking straight and speaking truthfully," and importantly, a sense of self-awareness and responsibility in overcoming shortcomings and limitations of each organization and individual, Thai Hoa town has created many positive movements in various fields. Particularly noteworthy is the work of attracting investment. The town's Party Committee identified administrative reform and the application of digital technology as areas needing focused attention, resulting in an improvement in the town's administrative reform index by 8 ranks, from 17th out of 21 (in 2019). For two consecutive years (2020 and 2021), the town maintained its ranking at 9th out of 21 districts, cities, and towns. A clear highlight is the improvement in administrative procedures, public service ethics, and the sense of responsibility of officials and civil servants.
In just the first five months of 2022, the town attracted 7 projects; the cumulative total from 2020 to date is 18 projects.The town's administrative reform ranking improved by 8 positions, from 17th out of 21 (in 2019) to 9th out of 21 districts, cities, and towns (in 2020 and 2021).

Create a widespread political campaign.
In the spirit of "self-reflection and self-correction" as outlined in Resolution No. 4 of the 13th Central Committee, on May 19, 2022, the Executive Committee of the Thai Hoa Town Party Committee held a thematic meeting on "self-reflection and self-correction." At this meeting, in a spirit of serious self-reflection, many shortcomings and limitations related to planning, investment attraction, land clearance; state management of land, construction, traffic safety corridors, urban order, etc., were pointed out by the Executive Committee of the Town Party Committee, and specific responsibilities and duties were assigned to each member of the Executive Committee.
In addition, ideological work in some areas, fields, and at certain times has not been timely; the supervisory role of Party committees, inspection committees, People's Councils, Fatherland Front Committees, and mass organizations has not been truly clear and effective, and this has not been highly successful.
To address the shortcomings and limitations pointed out at the conference, Comrade Nguyen Manh Hung, Secretary of the Hoa Hieu Ward Party Committee, suggested that each Party organization and cadre and Party member should fully implement the tasks and solutions outlined in Central Resolution 4 (11th, 12th, and 13th Congresses), in conjunction with effectively studying and following the ideology, ethics, and style of Ho Chi Minh. Each cadre and Party member, especially leading and managing cadres at all levels, should be proactive and creative in implementing policies and guidelines with the spirit of "daring to think, daring to act, and daring to take responsibility," avoiding rigid adherence to formulas and mechanical approaches. Cadres and Party members should also raise their awareness of critically evaluating the opinions of superiors if they are incorrect or inappropriate, creating consensus and democratic centralism for the common goal.

Comrade Pham Anh Duc, Head of the Town Party Committee's Mass Mobilization Department and Chairman of the Town's Fatherland Front Committee, proposed solutions for effectively implementing Regulation 124-QĐ/TW of the Party Central Committee on the supervision by the Fatherland Front and mass organizations of the moral cultivation and lifestyle of leaders, key officials, and Party members in the town. This solution aims to both raise awareness of moral cultivation and lifestyle among officials and Party members, and overcome the tendency to be lenient, avoid confrontation, shy away from conflict, and prioritize harmony over substance; avoiding the "if others don't bother me, I won't bother them" approach in criticism and self-criticism.
Affirming the practical values of the thematic conference on "self-reflection and self-correction" of the Party Committee of Thai Hoa town, Comrade Pham Tuan Vinh - Member of the Provincial Party Committee, Secretary of the Thai Hoa Town Party Committee - emphasized the need to continue directing Party committees at all levels to implement this thematic conference in conjunction with the implementation of Conclusion No. 01-KL/TW, Conclusion No. 21-KL/TW and Regulation No. 37-QĐ/TW of the Central Party Committee on what Party members are not allowed to do; creating a widespread political activity throughout the entire Party committee with the requirement to seriously and effectively promote the spirit of "self-reflection and self-correction" to clarify shortcomings, existing problems, and limitations, and propose specific solutions and measures.

Following the thematic discussion on "self-reflection and self-correction," each Party committee and individual must develop an effective plan and roadmap for overcoming shortcomings, especially for each Party committee member – the highest-ranking leaders in the locality, agency, and unit; contributing to the fulfillment of the political tasks set for 2022 and the entire term at each level, agency, and unit; and contributing to promoting the achievement of the town's overall goal of becoming a type III urban area and the central urban area of the Northwest Nghe An region by 2025.
