The image of Quynh Doi homeland today shows remarkable changes in the appearance of the new rural area, with a rising momentum in all areas of labor and life... This is thanks to the impetus of nearly a term from 2010 to 2015, during which the Party Committee, government, and people strived and made efforts, along with the effective attention and support from all levels, sectors, and the people of the homeland.

Mobilizing meaningful collective efforts and unity to build the homeland is largely thanks to the leadership role of the local Party Committee. Implementing the Resolution of the 28th Party Congress of Quynh Doi Commune (2010-2015 term) amidst general difficulties: the impact of economic downturn, unemployment, difficulties in selling agricultural products; frequent natural disasters and epidemics... but the commune's Party Committee promptly seized opportunities, overcame difficulties, and led the people to uphold the tradition of learning, working, and innovating in the new mechanism... successfully carrying out socio-economic development tasks. Regarding economic development, the average growth rate over 5 years reached 16.4% (according to the old calculation method), an increase of 2.4% compared to the congress target; the total value of production by 2015 was estimated at 120.776 billion VND, an increase of 35.6% compared to the target. Average per capita income reached 28.126 million VND/year, an increase of 17.2% compared to the target; successful implementation of land conversion and field restructuring...

In terms of socio-cultural aspects, especially in education, the locality has maintained strong movements, creating a comprehensive education quality that ranks among the top in the district; indicators regarding information and grassroots culture show positive changes, successfully restoring the Ky Phuc Ceremony, and welcoming two more historical and cultural relics; environmental sanitation has improved, and cultural and sports activities are regularly maintained...; national defense and security, and social order and safety are upheld. In implementing the new rural development program, the locality has effectively utilized its internal resources, completed social welfare projects, upgraded historical and cultural relics, and strongly developed the transportation and irrigation infrastructure... with a total rural development budget of 207.7 billion VND...

Throughout the local development process, the Party Committee has promptly developed a comprehensive program for the entire term, established key programs, implemented resolutions from higher levels, and issued specialized resolutions; assigned each member of the Party Committee to be in charge of the Party Committee's programs and plans, with specific timelines and schedules, and conducted preliminary and final reviews upon completion; built and supplemented the Party Committee's operational regulations, effectively implemented the principle of democratic centralism in Party activities, enhanced the responsibility of leaders, strengthened inspection and supervision, and promptly addressed the opinions of Party members and the people... And most importantly, it has effectively promoted democracy, creating high consensus in the activities of the government and mass organizations; affirming the role, effectiveness, and prestige of the Party organization's activities by achieving the status of a model Party Committee for three consecutive years. The majority of party members in the party committee have demonstrated pioneering and exemplary qualities, strictly adhering to the Party Charter, propagating and mobilizing the people to participate in various movements. Many party members have been exemplary leaders in the fields of economic development, maintaining security and order, protecting the environment, and effectively implementing local regulations.

From implementing resolutions at all levels, using practical effectiveness as a measure, the Party Committee of Quynh Doi commune has also drawn lessons learned in leadership and guidance during the past term: Firstly, improving leadership capacity, innovating methods of guidance, inspection, and supervision of Party committees and branches; improving the efficiency of management and administration of the government; effectively implementing the principles and regulations of the Party and State, and promoting the responsibility of the head of the organization. Secondly, strengthening unity, promoting the cultural traditions, self-reliance, and self-strength of the locality; improving the effectiveness of the great national unity bloc, and focusing on building the Fatherland Front and people's organizations. Thirdly, practicing broad democracy, openness, and transparency in the activities of Party committees and the government; effectively managing and utilizing support funds to attract investment in economic and cultural development, and building rural infrastructure...

The achievements made during the 2011-2015 period are identified as resources for the Party Committee and people of Quynh Doi commune to continue overcoming difficulties and resolutely implement the targets and tasks for the 2016-2020 period. The opportunity, and also the fundamental challenge, is more clearly defined as Quynh Doi is one of two communes in the entire province (along with Kim Lien commune – Nam Dan district) selected as a pilot site for building a model new rural commune in the 2015-2020 period. To achieve this goal in the next term, the commune's Party Committee has set forth the following directions: Strengthening unity, leveraging internal resources, and taking advantage of external resources; promoting economic, cultural, and social development, improving the lives of the people; strengthening national defense and security; building a strong political system; and maintaining political security and social order. Regarding basic targets, the goal is to achieve an average economic growth rate of 11-12% (according to the new calculation method) during the 2015-2020 term; a total production value of 185-186 billion VND; a poverty rate below 0.7%; and to maintain the title of Cultural Commune...

The Party Committee also set specific goals and tasks for building a model new rural commune. These include continuing to effectively utilize internal resources; consolidating and completing drainage ditches in residential areas; straightening village roads; building new offices for the commune police and militia duty rooms; implementing the planning of the central area, upgrading the swimming pool and stadium, building a multi-purpose gymnasium and a canteen for boarding students at Ho Tung Mau School; constructing a perimeter wall for the primary school; continuing to attract investment to implement the Cu Chinh Lan drainage canal project, canals and ditches in the fields, concreting main roads leading to the fields, and hardening the embankments of the main roads in the fields. At the same time, planning and attracting investment to build a village temple (formerly the Saint's House); building a new Dong Tuong pagoda; building a sports park for the Duong family; building a waste collection site; planning and upgrading the public cemetery; and planting trees along roads, in the central area, and in family gardens. Maintaining the public lighting system... The estimated construction cost during the term is 70 to 80 billion VND, of which 20-30% will be mobilized from domestic sources...

Achieving the appearance and stature of a model new rural area requires a high level of mobilization of all resources. Besides reaching the target by 2020, it's crucial to ensure the sustainability of this model. Therefore, the Party Committee and people of Quynh Doi commune must demonstrate a high level of concentration, willpower, and internal strength; continue to promote patriotic emulation movements; overcome difficulties and challenges; and resolutely achieve the targets and tasks set forth by the commune's Party Congress for the 2015-2020 term.
