Adhering closely to the goals, tasks, and roadmap defined in the Project "Building the central urban area of ​​Do Luong district to meet the criteria of a type IV urban area, as a prerequisite for Do Luong district to become a town before 2030," the district has implemented a comprehensive set of solutions, from extensive propaganda among officials, Party members, and the people about the significance and importance of building Do Luong district into a town; clearly defining the mindset and responsibility of the people in agreeing with and supporting the Party committee and government in land clearance; promoting social mobilization and resource allocation to achieve the project's goals; fostering self-reliance and self-improvement; to urban planning and construction in Do Luong; and attracting investment in the construction of synchronous infrastructure. Through this, the district has directed organizations and all levels of government to develop specific action plans and programs.

In recent times, Do Luong district has focused on implementing the overall and detailed planning of regions, sectors, and fields as a basis for attracting and allocating resources towards the goal of accelerating urbanization and building Do Luong town in accordance with the spirit of the Provincial and District Party Committee Resolutions. Currently, the district is simultaneously implementing and carrying out the following plans: Effectively implementing the Project "Building the central urban area of ​​Do Luong district to meet the criteria of a type IV urban area, as a prerequisite for Do Luong district to become a town before 2030";

Continue to finalize the Planning Project for the construction of the Do Luong district, Nghe An province for the period 2021-2030, with a vision to 2050; the General Planning Project for the construction of Do Luong urban area (covering an area of ​​7,930 hectares, including: the existing Do Luong town, the entire area of ​​11 communes: Boi Son, Trang Son, Dang Son, Dong Son, Nam Son, Bac Son, Yen Son, Van Son, Da Son, Lac Son, Luu Son and a part of Thinh Son and Hoa Son communes); Continue to finalize the detailed construction planning at a scale of 1/500 for the new urban center of Do Luong district with a planned area of ​​270 hectares, as a basis for attracting investment to build functional areas: administration, culture and education, sports, services, commerce and residential areas, contributing to promoting socio-economic development of Do Luong district; Complete the construction of the Southern Do Luong Town Urban Area Project…

In addition, the district has developed a program for the urban development of Do Luong until 2030 and a plan to recognize Do Luong as meeting the criteria of a type IV urban area and becoming a town developing in the direction of commerce and services.

Effectively and efficiently implement the Land Use Planning until 2030 and the first year's land use plan of Do Luong district, which was approved by the Provincial People's Committee in Decision No. 275/QD-UBND dated August 18, 2022.

A bright spot attracting investment.

In recent years, Do Luong district has achieved very positive results in attracting investment, with many large corporations and enterprises investing in key projects in the fields of cement production, construction materials, garment manufacturing, and real estate. However, to meet the requirements of becoming a town before 2030, the district continues to innovate its activities in this field. In addition to effectively implementing existing specific mechanisms and policies, it will continue to focus on attracting foreign investment and projects, and leverage its internal resources to implement projects effectively. It will closely adhere to the planning to attract synchronized projects, thereby attracting suitable industrial clusters in the area, creating jobs for workers, and promoting local economic development.

Continue planning the expansion of the Lac Son and Thuong Son industrial clusters to create land reserves to attract large investors and develop the district's economy. Actively attract investment projects in various sectors, areas, and small industrial clusters; focus on developing synchronous infrastructure; develop the service, trade, and tourism sectors stably and sustainably, forming a chain of spiritual tourism linked with ecotourism; accelerate the urbanization rate and develop Do Luong town to meet the criteria of a type IV urban area.

In particular, the district continues to promote administrative procedure reform, investing in areas according to the plan approved by the Provincial People's Committee, taking administrative reform as a breakthrough in attracting investment, and making positive changes in improving the investment environment; publicly disclosing administrative procedures based on simplification, supporting and accompanying investment enterprises, especially fundamentally changing the approach to create the most favorable environment possible, in order to build solid trust with investment partners. To effectively attract investment in the future, it is not enough to stop at the basic solutions mentioned above, but must be implemented synchronously with socio-economic development solutions, especially creating a strong transformation in administrative procedure reform, creating a transparent business environment, and increasing attractiveness to investors.

During the implementation of the project "Building the central urban area of ​​Do Luong district to meet the criteria of a type IV urban area, as a prerequisite for Do Luong district to become a town before 2030," and based on specific regional, sectoral, and field-specific plans, the district focused on investing in the construction of socio-economic infrastructure to ensure the plan and roadmap. Key and essential projects that create momentum for development were clearly identified, such as: the ring road connecting National Highway 7C to National Highway 7; the construction of a road along the Lam River in Do Luong district; the relocation and upgrading of the 110 kV power line and the undergrounding of the 35 kV line; the construction of a bridge across the Lam River; the construction of the Do Luong District Cultural and Sports Center; the District Central Square; the District Conference Center; the expansion and upgrading of the Lac Son and Thuong Son industrial clusters; and the urban beautification of Do Luong...
