(Baonghean.vn) -On the morning of July 21st, the 26th Congress of the Con Cuong District Party Committee officially opened. 247 official delegates, representing over 3,600 Party members from 48 subordinate Party committees and branches; representatives of various working classes and ethnic minorities living in the mountainous district of Con Cuong; Vietnamese Heroic Mothers, families with revolutionary merit; and representatives of district leaders from previous periods… attended the congress.

Attending and directing the congress were members of the Provincial Party Standing Committee: Ho Phuc Hop, Head of the Provincial Party Committee's Mass Mobilization Department; Nguyen Van Thong, Head of the Provincial Party Committee's Internal Affairs Department; and representatives of the leadership of the Provincial Party Committee's departments and offices, and provincial-level departments and agencies.

During the past term, the Party Committee, Government, and people of Con Cuong district have strived to leverage internal strengths and external resources to achieve and surpass many important results in socio-economic development, ensuring national defense and security, and building the Party and political system. Specifically, the average economic growth rate during the 2010-2015 period reached 6.02%; average per capita income reached 217.32 million VND/person/year. Budget revenue during the 2010-2014 period totaled 56 billion VND, exceeding the annual plan assigned by the province by over 30%. The new rural development program received significant attention and showed many positive changes, with one commune achieving 15 criteria, one commune achieving 12 criteria, and two communes achieving 10 criteria… Culture and social affairs have made significant progress; emphasis has been placed on applying science and technology; and environmental protection has been actively pursued.

Comrade Hoang Dinh Tuan, Deputy Secretary of the District Party Committee Executive Board for the 2010-2015 term and Chairman of the District People's Committee, presented the political report at the Congress.

The poverty rate decreased from 48.9% in 2010 to 32.1% at the end of the term. Alongside achievements, there were also some limitations and shortcomings such as: low economic growth, lack of breakthroughs, slow economic restructuring, and failure to meet the targets set by the 25th Party Congress for many important economic indicators; the exploitation of land, industrial, and tourism potential and advantages remained low. Crime prevention, the handling of complaints and denunciations, and drug-related crimes still present many complexities; and the functioning of the political system still has some inadequacies.
