Quynh Tam strives to achieve advanced new rural standards by 2030

New name with old story
Quynh Tam commune was established on the basis of merging three communes: Quynh Tam, Quynh Chau and Tan Son. According to historical books, in 1266, the Tran Dynasty issued an edict to King Chieu Minh, General Tran Quang Khai to govern Nghe An. Being an intelligent, benevolent, and well-rounded man, Tran Quang Khai recruited talented people to establish estates, including the first-ranking scholar Bach Lieu to build the TAM SACH estate (formed from the first 3 (Tam) hamlets of Bau Nu, Ke Suoi, and Ke Song). Around 1887, this land was called TAM LE. After the August Revolution, Tam Le commune merged with 2 more villages: Dat Thit village (later belonging to Quynh Thang commune) and Xuan Tho village (later belonging to Quynh Tam commune) and was renamed TAM XUAN commune.

In the period of 1953-1954, implementing the policy of the superiors, Tam Xuan commune was divided into 3 communes: Quynh Chau commune, Quynh Thang commune and Quynh Tam commune. The new commune name QUYNH TAM was named with the word with the meaning of remembering the origin of Quynh Luu. "TAM" is the name of the land of Tam Sach - Tam Le - Tam Xuan in the past, the origin of the 3 communes today. Quynh Tam commune is a new administrative unit established on the basis of merging 3 communes: Quynh Tam, Quynh Chau and Tan Son. After establishment, Quynh Tam commune has a natural area of 103.40 km2, the population is 35,568 people. The commune party committee has 55 grassroots party organizations, with 3,328 party members.
Promoting strengths in agricultural, forestry and fishery production
During the 2020-2025 term, the total production value reached 1,984.14 billion VND, an increase of 43.3%; the average economic growth over the past 5 years was 11.1%; The economic structure shifted in the right direction, in which agriculture, forestry and fishery was estimated at 25.69% (down 11.87%); Industry - Handicraft - Construction (Industry - Handicraft and Construction) was estimated at 22.29% (up 4.2%); Services were estimated at 52.02% (up 8.9%) compared to 2020. Average income per capita was estimated at 71.75 million VND, an increase of 22.16 million VND compared to 2020.

The agriculture, forestry and fishery sector has grown quite steadily, focusing on building safe production models, improving productivity and quality. High-yield, high-quality crop varieties and scientific and technological advances have been widely applied; mechanization has been promoted in all stages of production. Livestock farming has shifted strongly towards concentrated farms, forming large-scale models, developing the total herd of livestock and poultry in the direction of biosafety.
Small-scale handicraft production increased by 39.5% compared to 2020, focusing on the garment and construction materials industries... Many establishments expanded their scale, increased output, created jobs and increased income for workers.. Planning and planning management have had positive changes; technical and social infrastructure has received investment attention, gradually meeting development requirements. Many key projects such as headquarters, schools, medical stations, cultural houses, etc. have been invested and upgraded. Accelerating the construction progress of large projects, especially traffic routes and schools. Total investment capital for basic construction in 2025 is estimated at 472.5 billion VND, an increase of 105.8% compared to 2020; an average increase of 17.28% per year over 5 years.

During the 2020-2025 term, education and training work in the commune continued to receive attention and comprehensive development, achieving many outstanding results: The school network was maintained stably and gradually streamlined, towards streamlining and efficiency.The emulation movement of good teaching and good learning continues to develop, many students achieve high scores in excellent student competitions at district, provincial and national levels. The quality of key education is maintained and gradually improved, with 7/10 schools reaching national standards at level 1.

The movement “All people unite to build a cultural life” has achieved many positive results. Every year, on average, 90% of households are awarded the title “Cultural Family”; 30/36 villages are recognized as “Cultural Village” (old district level), of which 9 villages have achieved the title for 5 consecutive years.
New rural construction
The work of building new rural areas continues to be implemented extensively, synchronously and effectively throughout the commune. Thanks to the strong leadership of the Party Committee, the government and the participation of the entire political system, with the consensus and positive response of cadres, party members and people, many resources have been mobilized for implementation, in 5 years, 88 projects with a total amount of 841.6 billion VND have been attracted.. The technical infrastructure system serving production, people's lives, education, health, transportation, irrigation, natural disaster prevention, etc. has received investment attention; the economic structure continues to develop in the right direction; the face of the countryside is increasingly renewed; people's lives are significantly improved.

Economic growth rate is not commensurate with potential and advantages. Industrial and handicraft production is still small and fragmented; some production and livestock models are not highly effective; the application of high technology in agriculture is still limited. Some programs and projects have not met requirements. Management of basic construction investment and investment attraction is still inadequate. Management and exploitation of land, forests and minerals are still limited; land encroachment and illegal construction still occur. The progress of issuing new and exchanging land use right certificates is still slow, not meeting the actual needs of the people.

+ State budget revenue in the area by 2030 reaches 4 billion VND or more(not including money collected from land use rights auction).
+ The rate of hardened commune-level roads reached 100%.
+ Economic structure: Agriculture - Forestry - Fishery: 17 - 18%; Industry - Handicraft and Construction: 23 - 24%; Services: 58 - 59%.
+ The rate of villages meeting new rural standards will reach 80% or more and communes will meet advanced new rural standards by 2030.
+ Product value/ha of cultivated land reaches 102 million VND or more.
+ Total grain output reaches 15,500 tons or more.
+ The number of products recognized as meeting OCOP 3-star standards or higher increased by 08 products or more.

Breakthroughs
To achieve the above targets, the commune determined to carry out administrative reform and digital transformation well; build a team of civil servants with good moral qualities, high attitude and responsibility, and steadfastness in professional skills.
Focus on improving the following indicators: governance efficiency, administrative reform, commune-level competitiveness, especially low component indicators such as: land access, informal costs, government dynamism. Strive to put Quynh Tam commune in the good group of the province in the assessment and classification of these indicators.
Pay attention to reforming administrative procedures, improving the quality of implementing the "one-stop" and "one-stop" mechanisms in a modern direction; promote the reception and handling of feedback and recommendations from organizations and individuals; expand the provision of online public services. Strengthen the application of information technology, monitor the performance of public duties by officials and civil servants.

Promote digital transformation in Party, government, Fatherland Front and socio-political organizations. Strive for 2030: 100% of online public services are provided on multiple platforms, 85% of files are processed at levels 3 and 4; 95% of commune-level work files and 85% of interconnected files are processed online.(except confidential documents).
Strengthen investment attraction; continue to develop infrastructure systems, especially transport infrastructure, industrial cluster infrastructure and urban construction. Focus on mobilizing resources, integrating many target programs, implementing preferential policies, calling on economic sectors, organizations and individuals to participate in investing in building infrastructure systems. The focus is on traffic infrastructure, building schools, medical facilities, markets, Ngoc Chau industrial cluster... Reviewing the list of projects being invested in to adjust and diversify investment in some projects in the period 2025 - 2030 to suit actual development conditions, focusing capital on projects with breakthrough impacts to promote socio-economic development.
Strictly manage from the step of establishing, appraising investment policies, and feasibility study reports to make the investment truly effective. Focus on directing site clearance to facilitate the investment and construction process, speed up progress, especially projects attracting investment into the area to promote socio-economic development. Synchronously implement solutions to improve the investment and business environment.
Accelerate urbanization and build civilized urban areas to promote rapid and sustainable economic restructuring. Focus on planning and prioritize resources to implement the construction of urban criteria.
Promoting the internal strength of the people; the will and aspiration to rise up of the team of civil servants, the entire political system and the people to create a strong driving force for socio-economic development to achieve advanced New Rural Areas by 2030.
Promote the spirit of dynamism, creativity, diligence, hard work, daring to think, daring to do of Quynh Tam people and the resources of the people (capital, land...) associated with the advantages of geographical location and available potential of the commune to develop the economy faster, stronger and more sustainably in the coming time.

Rapidly develop, diversify types and improve service quality, meet the production and consumption needs of the people; promote the development of service types with great potential and advantages such as: Trade, restaurants and other service products with high added value. Actively promote the development of service industries supporting Ngoc Chau industrial cluster. Develop a modern commercial infrastructure system such as: chain of convenience stores, specialized stores, general stores. Strengthen inspection of service business establishments, combat the trade of smuggled, counterfeit and poor quality goods; ensure economic security, create favorable conditions for trade and service development. Strive to have the proportion of the service industry at 58-59% by 2030; total retail sales of goods and average consumer service revenue increase by 12-13%/year.
Support the collective economic sector, organize cooperative models for production and business in a professional and modern direction; focus on attracting enterprises to invest in agriculture and rural areas; apply high-tech advances in processing and preservation to improve product quality and value; promote the development of OCOP products, strengthen brands, improve quality and design. Review and research appropriate conversion of crop and livestock structures, create chains linking production, processing and consumption of products.

Planning for concentrated livestock areas. Promote the development of VietGAP-oriented pig, deer, goat and poultry farming; focus on developing concentrated farm economies, appropriate scale and far from residential areas. Promote the application of high technology, closed-cage biotechnology in livestock farming; effectively implement disease prevention.
Promote internal resources, mobilize social resources in new rural construction. Attract and exploit many investment resources, integrate project programs and investment support policies from support sources from higher levels.
