Quynh Tam strives to achieve advanced new rural standards by 2030.
Entering a new term, Quynh Tam commune is determined to strengthen the building of a clean and strong Party and political system; promote the strength of unity, aspiration, mobilize all resources, and make good use of potential advantages to build the commune into an advanced new rural area by 2030.
New name, but with a historical legacy.
Quynh Tam commune was established by merging three communes: Quynh Tam, Quynh Chau, and Tan Son. According to historical records, in 1266, the Tran dynasty issued a decree appointing Prince Chieu Minh, General Tran Quang Khai, as the governor of Nghe An province. A man of intellect, virtue, and all-around talent, Tran Quang Khai recruited intelligent and capable individuals to establish estates, including the scholar Bach Lieu, to build the Tam Sach estate (formed from the first three hamlets: Bau Nu, Ke Suoi, and Ke Song). Around 1887, this area was called Tam Le. After the August Revolution, Tam Le commune merged with two more villages: Dat Thit village (later belonging to Quynh Thang commune) and Xuan Tho village (later belonging to Quynh Tam commune), and was renamed Tam Xuan commune.

During the period of 1953-1954, following the directives of higher authorities, Tam Xuan commune was divided into three communes: Quynh Chau, Quynh Thang, and Quynh Tam. The new commune, Quynh Tam, was named with the word "Tam" to commemorate its origins in Quynh Luu. "Tam" refers to the former Tam Sach - Tam Le - Tam Xuan area, the origin of the three communes today. Quynh Tam commune is a newly established administrative unit formed by merging the three communes of Quynh Tam, Quynh Chau, and Tan Son. After its establishment, Quynh Tam commune has a natural area of 103.40 km².2The commune has a population of 35,568 people. The commune's Party Committee has 55 grassroots Party organizations, with 3,328 Party members.
Leveraging the strengths of agricultural, forestry, and fisheries production.
During the 2020-2025 term, the total value of production reached VND 1,984.14 billion, an increase of 43.3%; the average economic growth rate over the five years was 11.1%; the economic structure shifted in the right direction, with agriculture, forestry, and fisheries estimated at 25.69% (a decrease of 11.87%); industry, handicrafts, and construction estimated at 22.29% (an increase of 4.2%); and services estimated at 52.02% (an increase of 8.9%) compared to 2020. Average per capita income is estimated at VND 71.75 million, an increase of VND 22.16 million compared to 2020.

The agriculture, forestry, and fisheries sectors have experienced relatively stable growth, focusing on building safe production models and improving productivity and quality. High-yielding, high-quality crop varieties and scientific and technological advancements have been widely applied; mechanization has been promoted in all stages of production. Livestock farming has shifted strongly towards concentrated farms, forming large-scale models and developing the total livestock and poultry population in a biosecure manner.
Small-scale industrial production increased by 39.5% compared to 2020, focusing on garment manufacturing and building materials production. Many establishments expanded their scale, increased production, created jobs, and raised incomes for workers.Planning and planning management have seen positive changes; socio-technical infrastructure has received investment and is gradually meeting development requirements. Many key projects such as headquarters, schools, health stations, cultural centers, etc., have been invested in and upgraded. The construction progress of large projects, especially transportation routes and schools, has been accelerated. Total capital investment in basic construction in 2025 is estimated at VND 472.5 billion, an increase of 105.8% compared to 2020; the average increase over 5 years is 17.28%.

During the 2020-2025 term, education and training in the commune continued to receive attention and comprehensive development, achieving many outstanding results: The school network was maintained stably and gradually streamlined, aiming for efficiency and effectiveness.The movement to promote excellent teaching and learning continues to develop, with many students winning high prizes in district, provincial, and national-level student competitions. The quality of advanced education is maintained and gradually improved, with 7 out of 10 schools achieving national standard level 1.

The "National Unity for Building a Culturally Rich Life" movement has achieved many positive results. On average, 90% of households achieve the title of "Culturally Rich Family" annually; 30 out of 36 villages are recognized as "Culturally Rich Villages" (at the former district level), with 9 villages achieving this title for 5 consecutive years.
Building new rural areas
The New Rural Development program continues to be implemented extensively, synchronously, and effectively throughout the commune. Thanks to the decisive leadership of the Party committee and government, the involvement of the entire political system, and the consensus and positive response of officials, Party members, and the people, many resources have been mobilized for implementation. In the past five years, 88 projects have been attracted with a total investment of 841.6 billion VND.It attracted widespread participation from officials, Party members, and the people. The technical infrastructure serving production, daily life, education, healthcare, transportation, irrigation, and disaster prevention received significant investment; the economic structure continued to develop in the right direction; the face of rural areas was increasingly transformed; and the people's living standards improved noticeably.

Economic growth has not been commensurate with its potential and advantages. Industrial and handicraft production remains small-scale and fragmented; some production and livestock farming models are not highly efficient; and the application of high technology in agriculture is limited. Some programs and projects have not met expectations. The management of basic construction investment and investment attraction is still inadequate. The management and exploitation of land, forests, and minerals are still limited; land encroachment and illegal construction still occur. The progress of issuing new and renewed land use right certificates is slow and does not meet the actual needs of the people.

During the 2025-2030 term, Quynh Tam commune has set the goal of continuing to improve the leadership capacity and fighting strength of the Party organization; the effectiveness and efficiency of the government's management and administration; promoting the role of the Fatherland Front and other political and social organizations; accelerating administrative reform and building an administration that serves the people; consolidating the great national unity, strongly arousing the spirit of self-reliance and self-improvement, the aspiration for development, and promoting revolutionary traditions and the combined strength of the political system and the people.
Striving for rapid and sustainable development in all sectors; with industry and services as the foundation, and trade as the spearhead; promoting digital transformation and the application of modern science and technology; focusing on effectively exploiting potential and advantages to attract investment and improve the quality of human resources. Improving the material and spiritual lives of the people; maintaining national defense and security; promoting traditional cultural values; and improving the quality of education and training. Aiming for Quynh Tam commune to achieve advanced New Rural Area standards by 2030, creating a solid foundation for the country to enter a new era of development.

Economic indicators:
+ Average per capita income/year will reach 100 million VND or more by 2030.
+ State budget revenue in the area will reach 4 billion VND or more by 2030.(excluding revenue from land use rights auctions).
+ The percentage of commune-level roads that have been paved has reached 100%.
+ Economic structure: Agriculture, Forestry, and Fisheries: 17-18%; Industry, Handicrafts, and Construction: 23-24%; Services: 58-59%.
+ The percentage of villages meeting the New Rural Area standards will reach 80% or higher, and communes will meet the advanced New Rural Area standards by 2030.
+ Product value per hectare of cultivated land reaches 102 million VND or more.
+ Total grain production reaches 15,500 tons or more.
+ The number of products recognized as meeting OCOP 3-star standards or higher has increased by 8 or more products.

Breakthroughs
To achieve the above targets, the commune has identified the need to effectively implement administrative reforms and digital transformation; and to build a team of officials and civil servants with good moral character, high sense of responsibility, and strong professional skills.
Focus on improving indicators such as governance efficiency, administrative reform, and commune-level competitiveness, especially those with low component indicators like access to land, informal costs, and government dynamism. Strive to bring Quynh Tam commune into the "good" group of the province in the ranking of these indicators.
Prioritize administrative procedure reform, improve the quality of implementing the "one-stop shop" and "integrated one-stop shop" mechanisms in a modern direction; promote the reception and processing of feedback and suggestions from organizations and individuals; expand the provision of online public services. Strengthen the application of information technology and monitor the performance of public officials and civil servants.

Promoting digital transformation in Party and government agencies, the Fatherland Front, and socio-political organizations. Striving to achieve by 2030: 100% of online public services provided across multiple platforms; 85% of dossiers processed at levels 3 and 4; 95% of commune-level work dossiers and 85% of interconnected dossiers processed online.(excluding confidential files).
Strengthening investment attraction; continuing to develop infrastructure systems, especially transportation infrastructure, industrial cluster infrastructure, and urban development. Focus on mobilizing resources, integrating various targeted programs, implementing preferential policies and mechanisms, and calling on economic sectors, organizations, and individuals to participate in investing in the construction of infrastructure systems. The focus will be on transportation infrastructure, building schools, medical facilities, markets, and the Ngoc Chau industrial cluster... Review the list of ongoing investment projects to adjust and phase the investment of some projects in the 2025-2030 period to suit actual development conditions, concentrating capital on projects with breakthrough impacts to promote socio-economic development.
Strict management is essential from the stages of formulating and appraising investment policies to feasibility studies, ensuring that investments are truly effective. Focus is placed on directing land clearance efforts to create favorable conditions for investment and construction, accelerating progress, especially for projects attracting investment to the area to boost socio-economic development. A comprehensive set of solutions is being implemented to improve the investment and business environment.
Accelerate the pace of urbanization and build civilized cities to promote rapid and sustainable economic restructuring. Focus on planning and prioritize resources to implement the criteria for building a "Weekly" urban area.
Leveraging the internal strengths of the people; the will and aspirations of the cadre of civil servants, the entire political system, and the people to create a strong impetus for socio-economic development to achieve advanced new rural development by 2030.
By promoting the dynamic, creative, diligent, hardworking, and proactive spirit of the people of Quynh Tam, along with the resources within the community (capital, land, etc.), and leveraging the advantages of its geographical location and existing potential, the commune aims to develop its economy more rapidly, strongly, and sustainably in the future.
Strengthen propaganda, encouragement, and support to promote the spirit of creative entrepreneurship, innovation, and strong development among the people, especially the younger generation. Implement comprehensive solutions to mobilize and attract resources from people of Quynh Tam, and businesses run by Quynh Tam residents living away from home, to contribute to the socio-economic development of the commune.
Maximize the mobilization of resources to focus investment on building modern and civilized commercial infrastructure. Attract investment and socialize the transformation of market management and business models, upgrading traditional markets towards a modern and civilized direction.

Rapidly develop and diversify service types and improve service quality to meet the production and consumption needs of the people; promote the development of service types with high potential and advantages such as: trade, restaurants and other service products with high added value. Proactively promote the development of service industries supporting the Ngoc Chau industrial cluster. Develop a modern commercial infrastructure system such as: convenience store chains, specialized stores, and general stores. Strengthen inspections of service businesses, combat smuggling, counterfeit goods, and substandard products; ensure economic security, and create favorable conditions for the development of trade and services. Strive to achieve a service sector share of 58-59% by 2030; and an average annual increase of 12-13% in total retail sales of goods and consumer service revenue.
Support the collective economic sector, organize production and business cooperative models towards professionalism and modernization; focus on attracting businesses to invest in agriculture and rural areas; introduce high-tech scientific and technological advancements into processing and preservation to improve product quality and value; promote the development of OCOP products, strengthen brands, and improve quality and design. Review and research the transformation of crop and livestock structures to create linkages from production, processing, and consumption of products.

Plan for concentrated livestock farming areas. Promote the development of pig farming according to VietGAP standards, deer, elk, goats, and poultry; pay attention to developing concentrated farm economies of appropriate scale and located away from residential areas. Promote the application of high technology and biotechnology in enclosed livestock farming; effectively implement disease prevention and control measures.
Leveraging internal strengths and mobilizing social resources in building new rural areas. Attracting and exploiting various investment resources, integrating programs, projects, and investment support policies from higher levels of government. Improving the quality of new rural area criteria according to the new set of criteria.
The goal is to have over 80% of villages meet the new rural standards by the end of 2030, and for the commune to be recognized as an advanced new rural area.
