Launch of the National Wages Council

According to the Prime Minister's Decision, the National Wage Council, consisting of 15 members, is chaired by Mr. Pham Minh Huan, Deputy Minister of Labor, War Invalids and Social Affairs.

Members of the Council include representatives of the Ministry of Labor, War Invalids and Social Affairs, the Vietnam General Confederation of Labor, the Vietnam Association of Small and Medium Enterprises, and Central-level professional associations that employ a large number of workers.

The National Wage Council performs the function of advising the Government on adjusting and promulgating regional minimum wages and wage levels in the labor market.

Thus, the establishment of the Wage Council will replace the previous indirect consultation mechanism between the parties and the Government with direct consultation through the Council to share information and increase consensus in developing plans to adjust regional minimum wages, apply them in enterprises appropriately and submit them to the Government.

Mr. Gyorgy Sziraczki, Director of the International Labor Organization (ILO) in Vietnam, welcomed Vietnam's creation of a new mechanism to establish regional minimum wages, applied in the business sector, contributing to building cooperative and harmonious labor relations.

The launch of the National Wage Council contributes to the implementation of regulations related to this agency in the Labor Code (amended), effective from May 1, 2013.

At the launching ceremony, Deputy Prime Minister Vu Van Ninh said that this is a new model, and members perform concurrent duties, so it is necessary to promote responsibility, democracy, and close coordination with each other and relevant agencies to well perform the tasks assigned by the Government and the Prime Minister.

Deputy Prime Minister Vu Van Ninh emphasized that the activities of the National Wage Council are important in building regional minimum wages in particular and wage policies in general, contributing to attracting investment and ensuring social security for workers.

Taking on the new task, Chairman of the National Wage Council Pham Minh Huan affirmed that he will make efforts to direct professional departments to provide accurate arguments to the parties, organize information exchanges between the parties to enhance understanding, and create the highest consensus in determining the regional minimum wage.

From now until the end of 2013, the Research Council will propose that the Government issue a regional minimum wage applicable for 2014.
