(Baonghean.vn) - During the discussion, many delegates of the Provincial People's Council proposed to evaluate, review, adjust and promulgate more effective policies for agricultural development and new rural construction.

On the morning of December 6, continuing the 17th Session of the 18th Provincial People's Council, elected Provincial People's Council delegates from the following units: Nam Dan, Nghi Loc, Dien Chau, Quynh Luu conducted a discussion group. Delegate Nguyen Hong Son - Chairman of Nam Dan District People's Committee acted as the Head of the discussion group.

REVIEW AND ADJUST AGRICULTURAL DEVELOPMENT POLICIES

At the group discussion session, the provincial People's Council delegates basically agreed with the reports on the socio-economic situation in 2023, the socio-economic development plan for 2024 and other reports in various fields.

Delegates unanimously appreciated the direction and administration of the Provincial People's Committee in implementing socio-economic development, national defense and security tasks in 2023, in the context of many difficulties.

The issue that the provincial People's Council delegates focused on discussing at Group 2 was the agricultural development policy. Delegate Duong Dinh Chinh - Secretary of Nghi Loc District Party Committee said that in recent times, the agricultural sector has achieved many important results. However, agricultural production still faces many difficulties, such as the vitality of models is still weak, production is still fragmented, output for agricultural products is not stable, agricultural production area is increasingly narrowing, land allocation procedures are still stuck...

On that basis, delegate Chinh proposed to review and adjust agricultural development policies because many policies are still fragmented and ineffective; proposed the Provincial People's Committee to consider decentralizing the allocation and leasing of agricultural land to the district level; adjust production planning on both sides of the Cam River; pay attention to investing in irrigation systems around industrial parks...

Sharing the same view, delegate Hoang Lan - Deputy of the Culture - Social Committee of the Provincial People's Council said that in the past, policies to support agricultural production development were being leveled and widespread, and there were policies that could not be implemented.

Therefore, delegate Hoang Lan suggested that the Provincial People's Committee review the policies and in the coming time, it is necessary to implement the policies in two directions: High-tech agricultural production associated with deep processing and overcoming agricultural production affected by natural disasters. On the other hand, the province has planned raw material areas but also needs to pay attention to small areas to meet market demand.

Assessing that agricultural production associated with product consumption in the province still faces many difficulties, delegate Chu Duc Thai - Head of the Culture - Social Committee of the Provincial People's Council proposed creating legal conditions and land funds for businesses in the field of agricultural production to operate and improve the efficiency of product consumption activities.

Delegate Tran Thi My Hanh - Director of the Department of Culture and Sports suggested that it is necessary to pay attention to developing new rural culture by investing in cultural institutions; building, preserving and developing cultural values ​​at the grassroots level, to meet the harmonious development between economy and culture.

Delegate Le Duc Cuong - Head of the Provincial Party Committee's Organizing Committee said that the agricultural sector has grown steadily and strongly in recent times. However, the crop structure "is having problems" because in many localities, people basically do not produce the Summer-Autumn and Winter-Spring crops. Therefore, it is possible to consider changing the crop structure, possibly extending the Winter-Spring crop to prevent natural disasters.

In addition, at the group discussion session, delegates focused on discussing many other contents. Delegate Duong Dinh Chinh also had opinions on policies to support vocational training for workers because currently supply and demand are not "matched", people are still unemployed but businesses are still short of workers. Therefore, it is necessary to socialize vocational training for workers to meet the needs of relevant parties.

Delegates proposed solutions to address environmental pollution; solutions to promote and mobilize the thinking of officials and civil servants in administrative units to work with peace of mind; speed up the issuance of land use right certificates; invest in drainage ditches on National Highway 48A, through Quynh Tam commune (Quynh Luu)...

Delegate Chu Duc Thai - Head of the Culture - Social Affairs Committee of the Provincial People's Council said that through the survey of socialization work in the field of Education, there are still many shortcomings, the approval of socialization plans is "still widespread" in many localities, creating a burden for parents. Therefore, it is recommended that the Provincial People's Committee needs to inspect, evaluate, and rectify this situation and review investment policy decisions to adjust and provide appropriate counterpart funds, and strengthen the management of socialized assets.

CHOOSE PRIORITY AREAS FOR EFFECTIVE SUPPORT

At the group discussion session, leaders of departments, agencies and sectors discussed and explained issues of concern to the provincial People's Council delegates. Director of the Department of Agriculture and Rural Development Phung Thanh Vinh said that there was a situation of farmers abandoning their fields but it only happened in the Autumn-Winter crop due to harsh weather, labor migration, low prices, etc.

The Director of the Department of Agriculture and Rural Development requested localities to closely follow the Early Season Production Project for effective implementation; strengthen inspection and recovery of land abandoned for more than 6 months... Re-plan the area of ​​agricultural production land to ensure food security, strengthen linkages between households and enterprises, apply mechanization and technology to production, thereby solving the problem of fragmented production.

Regarding the program of building advanced new rural areas, Director of the Department of Agriculture and Rural Development Phung Thanh Vinh said that due to limited resources, financial support for localities to build advanced new rural areas is still limited.

In the context of a difficult budget, over the past 3 years, the province has allocated nearly 1,000 billion VND to implement policies to support agricultural development, of which nearly 500 billion VND is for new rural construction. However, to meet the needs of localities and people, it is necessary to increase socialization, especially in the construction of cultural institutions.

Speaking at the group discussion session, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung discussed the socio-economic development results in 2023 and said that 2023 is an extremely difficult year, more so than previous years. In such conditions, the province's development results are extremely positive.

The province's economic growth rate reached 7.14%, ranking 26th out of 63 provinces and cities nationwide, and 3rd in the North Central region. Of which, the agricultural and basic service sectors achieved the growth scenario. In particular, the industrial and construction sectors did not achieve the scenario and set targets, due to the impact of the decline in industrial production and construction.

The province's GRDP scale ranks 10th in the country; GRDP per capita meets the target assigned by the Provincial People's Council but is still at the bottom of the country. The reason is due to the large population, large area, the life of the people in the mountainous areas is still difficult and requires much effort.

The Chairman of the Provincial People's Committee also emphasized the outstanding results of 2023, including investment attraction, especially FDI attraction, which continued to be a bright spot when it surpassed the 1 billion USD mark for the first time, approximately reaching the threshold of 1.5 billion USD.

In addition, the province has completed key and important tasks, the Politburo issued Resolution No. 39, the Prime Minister approved the Provincial Planning. This is an important political and legal basis for the province's development in the coming time.

On the other hand, the province has paid attention to and focused on directing social security work, especially the Program to mobilize and support the construction of houses for poor households and households with housing difficulties with 5,332 houses in 2023. Administrative reform work has many changes at all levels and sectors.

In addition to the achieved results, the Chairman of the Provincial People's Committee also pointed out shortcomings and limitations such as: Although budget revenue reached and exceeded the estimate assigned by the Provincial People's Council, it was lower than in 2022, affecting the target in the Resolution of the 19th Provincial Party Congress; Disbursement of public investment and 3 National Target Programs have not achieved the set target; 2 strategic traffic infrastructure projects have not been completed...

Emphasizing that the development goals set for the province in 2024 are relatively high, Chairman of the Provincial People's Committee Nguyen Duc Trung said that if there is no effort and no striving, it will be difficult to complete the goals set by the Resolution of the 19th Provincial Party Congress and Resolution No. 39 of the Politburo.

To achieve the above goals, the Provincial People's Committee focuses on effectively implementing Resolution No. 39 of the Politburo, especially proposing specific mechanisms and policies for the province; Implementing the Provincial Planning for the period 2021-2030, with a vision to 2050; focusing on removing obstacles and difficulties in project implementation, especially difficulties in site clearance.

Focus on implementing the Projects to expand the Southeast Economic Zone, the Project to expand the administrative boundaries and urban space of Vinh City, the Project to rearrange administrative units at district and commune levels for the period 2023-2025; focus on administrative reform, improve the investment and business environment.

Regarding the issue that the provincial People's Council delegates focused on discussing, Chairman of the provincial People's Committee Nguyen Duc Trung said that despite the difficult budget conditions, the province has paid attention to agricultural development policies. In the coming time, the provincial People's Committee will direct the agricultural sector to review policies in a focused and key direction and select effective areas.

The head of the provincial People's Committee also said that the conversion of agricultural production to agricultural economy is a difficult issue, requiring a whole process, synthesizing all factors, and mobilizing the participation of all components. The provincial People's Committee will absorb opinions and have more effective solutions in the coming time.

Regarding the construction of advanced new rural areas, the province currently has 319 communes meeting new rural standards, 88 communes meeting advanced new rural standards, and 12 model new rural communes. "The easy part is done, the difficult part remains. For communes that have met new rural standards, the province will continue to have policies to support the construction of advanced new rural areas. The Department of Agriculture is interested in advising the Provincial People's Committee and the Provincial Party Committee to adjust the support methods more appropriately," said the Chairman of the Provincial People's Committee.

In addition, in the coming time, the Provincial People's Committee will pay attention to solving issues of adjusting the planning of production areas; investing in irrigation systems; investing in cultural institutions in new rural communes; ensuring food hygiene and safety; linking production with consumption in the agricultural sector; directing the enhancement of labor training to meet the needs of enterprises, occupational safety and hygiene, and socialization in the field of education.

On behalf of the leaders of the Provincial People's Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung acknowledged and fully accepted the contents discussed by the Provincial People's Council delegates and continued to direct the sectors to propose solutions to resolve the issues raised by the Provincial People's Council delegates.
