To promptly address the shortcomings and deficiencies of some hydropower projects, Prime Minister Nguyen Tan Dung requested relevant ministries, agencies, and localities to urgently review the entire hydropower planning nationwide.

The Prime Minister requested a review of all existing hydropower projects, focusing on assessing the safety of dams and reservoirs. Any deficiencies or defects must be repaired and reinforced immediately; if they are deemed unsafe, they must not be put into operation.

At the same time, we must review the resettlement process, assess the actual living conditions of the people, and if it does not meet the requirements set by the Party and the State, we must propose mechanisms and policies, including specific policies, to ensure our people have better living conditions.

At the same time, it is necessary to review the requirements for investors to replant forests as stipulated and committed, including collecting money to replant lost forest areas elsewhere. The reservoir operation procedures of hydropower plants must also be reviewed.

The Prime Minister noted that if there are multiple hydroelectric dams on a river, there must be a coordinated reservoir operation process that ensures the set criteria are met, especially the requirements for contributing to flood control, salinity control, and water regulation for production and people's lives... Any reservoir operation process that is not working well must be supplemented and adjusted to be more suitable and effective.

The Prime Minister also requested strict management of new hydropower projects. Hydropower projects already included in the planning must undergo rigorous evaluation before any investment decision is made.

The Dong Nai 6 and 6A hydropower projects must undergo rigorous evaluation.

The Dong Nai 6 and 6A hydropower projects have a fairly large power generation capacity and have been included in the planning, but they must undergo a rigorous assessment in accordance with legal regulations. The competent authority that decides to permit investment and construction must ensure compliance with legal regulations and government requirements, and must be responsible for its permitting decisions.

Recently, according to a report from the Ministry of Industry and Trade, 107 hydropower projects were removed from the plan after two reviews. However, the Prime Minister has requested relevant ministries and localities to continue reviewing, adjusting, and supplementing the national hydropower plan in 2013.
