The Deputy Prime Minister requested that the authorities inspect and review the learning and testing process to issue a driver's license to Mr. Chanh, the person who caused the series of accidents in Saigon.

On the afternoon of July 23, Deputy Prime Minister Truong Hoa Binh, Chairman of the National Traffic Safety Committee, gave instructions regarding the serious accident that occurred on Ha Huy Giap Street (HCMC).

According to a quick report from the Ho Chi Minh City Traffic Safety Committee, at around 7:40 p.m. on July 22, a particularly serious accident occurred in front of house number 5/75, Ha Huy Giap Street, near the intersection of Ha Huy Giap and To Ngoc Van, Quarter 1, Thanh Loc Ward, District 12.

At that time, the car with license plate 61A-388.07 driven by Tran Van Trung Chanh (48 years old, resident of Tan Phuoc Khanh ward, Tan Uyen town, Binh Duong province) crossed into the opposite lane and collided head-on with 3 motorbikes going in the same direction.

Then, the car continued to go in the opposite direction and collided with vehicles traveling in the opposite direction and many vehicles waiting at red lights.

The accident left two people dead and many injured. Initial reports indicate that driver Tran Van Trung Chanh was driving in the wrong lane, not controlling the speed and steering, causing a particularly serious accident.

Immediately after the accident, Deputy Prime Minister Truong Hoa Binh sent condolences to the families of the deceased victims and encouraged and visited the injured victims.

The Deputy Prime Minister requested the Chairman of the People's Committee and Head of the Traffic Safety Committee of Ho Chi Minh City to urgently direct the city's health sector to concentrate medical staff, doctors, medicine, and medical equipment to serve the rescue work of the accident victims to minimize human losses.

Authorities urgently investigate to clarify the cause of the accident and strictly handle according to the law the individual who caused this particularly serious traffic accident.

The city's Department of Transport must coordinate with the Department of Transport of Binh Duong province and the General Department of Roads to check the driving record of the driver who caused the accident, review the learning and testing process to issue a driver's license to Mr. Chanh, and strictly handle any violations found.
