Rush to do the procedures to change the owner's name
These days, at the Vehicle Registration and Management Team, under the Provincial Traffic Police Department, the number of people coming to do the procedures for changing ownership has increased compared to before. According to the team's statistics, from June 15 to July 15 alone, there were more than 500 cases coming to do the procedures, compared to less than 200 cases the previous month.

According to Mr. Nguyen Lam Hong, residing in Nghi Xuan commune, Nghi Loc district: Although there have been regulations for a long time that when buying and selling a vehicle, the vehicle owner must carry out the transfer of ownership procedures within 30 days, but because I thought that selling the vehicle to a relative in Vinh city would only require hand-to-hand purchase and sale, saving on taxes, I have not carried out the transfer of ownership procedures. However, with Circular 24/2023/TT-BCA, management will be stricter, as each license plate is associated with the personal identification number of the vehicle owner, and vehicles that are not registered will cause many problems, especially for the vehicle owner, the person whose name is on the registration. Therefore, I went with my nephew to Nghi Loc District Police to carry out the registration revocation procedure and today went to the Provincial Police Traffic Police Department to carry out the transfer of ownership procedures.
Similarly, Mr. Duong Thanh Linh, residing in Le Loi Ward, Vinh City, said that he was recently quite surprised when he received a notice that the car in his name was fined on June 5 on National Highway 1A through Hoang Mai Town, while he had sold the car to someone else 3 months ago. Later, he learned that the reason was because when he sold the car, he had not completed the transfer procedures, so even though the car belonged to the new owner, the papers were still in Mr. Linh's name. The reason was that the buyer had not paid the full amount, so the two parties agreed that when they paid the full amount, they would sign the papers to transfer the ownership.
At the time of receiving the notice, Mr. Linh realized the problems that would arise if the sold car was still under his name, so even though he had not yet collected enough money, he asked the buyer to write a debt deferral note to complete the procedures to change the owner's name.

Also at the Vehicle Registration and Management Team, some motorbike owners also came to ask for the name change procedure, but were instructed by the officers to bring their motorbikes to the police station of the commune or district where they usually reside to do it. Ms. Tran Thi Lan, residing in Nghi Kim commune, Vinh city, said: Although I know the regulation that motorbikes sold to others must be transferred to change the owner's name, but because I think the value of the motorbike is not high, selling or lending it will not affect me, I leave it to the buyer. But now, through the media, I know that in the future, it will be managed according to the identification code of the owner, so I urged the buyer to go with me to do the name change procedure.

Talking to us, Lieutenant Colonel Pham Van Luc - Head of the Vehicle Registration and Management Team, under the Traffic Police Department of the Provincial Police, said: Although there are regulations on the transfer of ownership of vehicles after they are sold, given away, or gifted, it is still common to use vehicles that are not registered to the owner. When Circular 24/2023/TT-BCA of the Ministry of Public Security comes into effect, it will clarify the responsibilities of vehicle owners. If at present, the buyer can do the transfer of ownership by themselves, but when Circular 24 comes into effect, the vehicle owner must do the transfer of ownership. Not to mention, if the transfer of ownership is not done in time and an accident occurs or traffic safety regulations are violated, no one else but the vehicle owner must be responsible before the law for the operation of the vehicle...
Also according to Lieutenant Colonel Pham Van Luc, because this was the time before Circular 24/2023/TT-BCA of the Ministry of Public Security took effect, which included regulations on identification plates, the number of citizens coming to do the procedures to change ownership increased compared to before, but with the initiative in equipment and human resources, everything went smoothly, there was no case of people coming to do the procedures and having to make an appointment for another day.

Lieutenant Colonel Pham Van Luc added: Managing vehicle registration by identification code will help the State's management work more effectively, especially in handling administrative violations. For example, if currently, the police force sends a notice of violation but in many cases the vehicle owner has sold the vehicle along with the license plate to someone else, it is very difficult to verify the real owner of the vehicle. Managing license plates by identification code will avoid this situation, and at the same time raise the sense of responsibility of vehicle owners when participating in traffic or when transferring vehicle ownership to the owner's name, because from now on the license plate will be attached to them.
The identification number plate is not a plate with a series of numbers like the vehicle owner's personal identification number, but is only issued and managed according to the vehicle owner's identification code. The change here is in the management method, while the number plate itself remains the same as current. Regarding the transitional provisions, Circular 24/2023/TT-BCA clearly states that for vehicles that have registered a 5-digit license plate before August 15, 2023 but have not completed the revocation procedure, that license plate number is determined to be the vehicle owner's identification number. For vehicles that have registered a 5-digit license plate, if the vehicle owner has completed the revocation procedure before August 15, 2023, that license plate number will be transferred to the license plate warehouse to issue a license plate according to regulations. According to regulations, the identification number plate is retained for the vehicle owner for a period of 5 years from the date of revocation. After the above deadline, if the vehicle owner has not registered, that identification number plate number will be transferred to the license plate warehouse to register another vehicle.
Vehicles that have been registered with 3 or 4-digit license plates are allowed to continue participating in traffic, except in cases where the vehicle owner needs to change to a new identification license plate or when the vehicle owner carries out procedures to issue a new vehicle registration certificate, change the license plate, reissue the vehicle registration certificate, reissue the license plate or register a name change or move the vehicle according to the provisions of this Circular, then the 3 or 4-digit license plate will be revoked and changed to a new identification license plate according to the regulations.

The authorities do not limit the number of identification plates of each person. A person can own many car and motorbike plates at the same time. Each plate will be attached to one vehicle. If a person has many vehicles and plates, all of them will be attached to the identification code of that vehicle owner. For example, when issuing and managing vehicle license plates according to the personal identification code for person A., when selling the vehicle, this person must keep the license plate and register the vehicle and submit it to the police. When this person buys a new vehicle, the police will only make new vehicle registration papers with the chassis number and engine number of this vehicle and will reissue the old license plate that this person previously submitted.
In case, more than 5 years after selling the car, if person A. does not buy a new car to attach the registered license plate according to the personal identification code, the competent authority will revoke this license plate. According to regulations, in case the car owner changes his/her headquarters or residence from one province or centrally run city to another, he/she can keep that identification license plate (no need to change the license plate)...
