Lessons learned to better guide mass congresses at the grassroots level.

(Baonghean.vn) - On the afternoon of March 26, the regular meeting of the Provincial Party Standing Committee continued its work to hear about the results of the pilot congresses at the grassroots level; and to give opinions on a number of policies to encourage and support the construction of new rural areas, giai đoạn 2015 - 2020.

Comrade Ho Duc Phoc - Secretary of the Provincial Party Committee - chaired the meeting. Comrades Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Comrades Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Le Quang Huy, along with other members of the Provincial Party Standing Committee and leaders of several provincial departments and agencies, also attended.

Comrade Ho Duc Phuoc presided over the meeting.

According to a report from the Provincial Party Committee's Organizing Department, as of March 25th, 52 out of 96 grassroots Party organizations selected as pilot congresses in the province had completed their congresses. Generally, the pilot Party organizations ensured that all four contents of Directive 36/CT-TW of the Politburo were met.

Comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, delivered a speech at the meeting.

However, in some places, the political report only focused on evaluating the past term and did not invest much in identifying directions, goals, targets, tasks, and solutions to ensure higher development in the new term. In some places, the ideological situation was not fully grasped before the congress, leading to difficulties in guiding the congress.

Comrade Nguyen Xuan Son - Member of the Standing Committee of the Provincial Party Committee - Vice Chairman of the Provincial People's Council, delivered a speech at the session.

Deputy Head of the Provincial Party Committee's Organization Department, Le Quoc Khanh, reported on the results of the pilot grassroots congresses.

The preparation of successor personnel lacked attention, resulting in a shortage of intermediate-level political and professional qualifications when presented to the congress. Discussions and feedback on higher-level documents were conducted through voting in some places, but not in others. Post-congress tasks such as archiving and filing records; approving the Executive Committee and Inspection Committee; and other related tasks lacked guidance for the grassroots level.

Comrade Ho Duc Phoc - Secretary of the Provincial Party Committee - instructed that lessons should be learned from the pilot congress to better guide the mass congress.

Concluding this discussion, Comrade Ho Duc Phoc requested that district, city, and town Party committees draw profound lessons from the shortcomings and limitations of the pilot congresses to guide the mass congresses seriously, especially to rectify all deficiencies. Emphasis should be placed on developing high-quality congress documents; the district-level personnel review for the commune level must be in line with the established guidelines and ensure quality. District, city, and town Party committees should assign Standing Committees and Executive Committees to directly supervise grassroots Party committees and branches during the congresses; and pay attention to developing a congress management plan for the grassroots level. Emphasis should be placed on vibrant propaganda for the congresses, creating enthusiasm among cadres, Party members, and the people, contributing to the success of Party congresses at all levels.

Chairman of the Provincial People's Committee Nguyen Xuan Duong received the comments from the members of the Provincial Party Standing Committee on policies to support the construction of new rural areas.

Also this afternoon, the Standing Committee of the Provincial Party Committee unanimously approved the policy of supporting cement for rural road construction; and rewarding communes and districts that achieved New Rural Area standards from 2015 to 2020.

Vice Chairman of the Provincial People's Committee Dinh Viet Hong presented the proposal on policies to support the construction of new rural areas.

Accordingly, during this period, the province will continue to prioritize cement support for communes registered to achieve the New Rural Area (NRA) status. Communes in the plains will receive support for a maximum of 6 km of rural roads, while communes in mountainous areas will receive support for a maximum of 8 km. Communes achieving NRA status will be rewarded with one project worth 500 million VND; districts achieving NRA status will be rewarded with one project worth 2 billion VND. Vinh City and other towns will receive a reward of 1.5 billion VND.
