Implementing Plan No. 3699-KH/TĐTN-TCKT dated September 10, 2021 of the Provincial Youth Union Standing Committee on "organizing Youth Union Congresses at all levels, towards the 18th Congress of Ho Chi Minh Communist Youth Union of Nghe An province, term 2022 - 2027"; Plan No. 3910-TĐTN-TCKT dated November 2, 2021 of the Provincial Youth Union Standing Committee on "model congresses and directing the direct election of Secretaries at the Ho Chi Minh Communist Youth Union Congresses at the grassroots and district levels, term 2022 - 2027", the district, city, town Youth Unions and affiliated Youth Unions have issued plans to direct Youth Union Congresses and select units to direct model congresses at the grassroots level.

In the Provincial Agencies Block, the Youth Union of the Department of Culture - Sports and the Youth Union of the Market Management Department were selected to organize the model congress. “Evaluating the organization of the model congress at the units, we acknowledged the thorough preparation work, the implementation of personnel introduction steps to ensure compliance with the Congress organization guidelines; the process of organizing the Presidium and the supporting committees closely followed the operating scenario, the Congress took place and was completed on time. 100% of units directly elected the Secretary at the Congress with 100% agreement”, said comrade Nguyen Ho Manh - Deputy Secretary of the Youth Union of the Block.

As for the mountainous district of Ky Son, according to the Secretary of the District Youth Union, Vi Thai Thuan, the Standing Committee of the District Youth Union has also promptly issued and advised on the issuance of relevant notices, plans, instructions, announcements, etc. The District Youth Union has also worked with the grassroots Party Committee, agreeing to select a model congress at the Ho Chi Minh Communist Youth Union of Na Loi and Nam Can communes and the Youth Union of the Government agency.

All three units have successfully organized their congresses, ensuring the prescribed time schedule. In particular, at the congresses of the Na Loi Commune Youth Union and the Government Agency Youth Union, the Secretary was directly elected at the Congress, with 100% of the votes of confidence.

“We directed the election work to be carried out in accordance with the regulations of the Youth Union Charter and the instructions of the Youth Union Congresses at all levels. The results were guaranteed to be in line with the orientation, achieving a high percentage of votes when electing positions. For example, the Youth Union Congress of Nam Can commune unanimously elected the Executive Committee with a balance of 15%, meaning 13 comrades were introduced to elect 11 comrades, of which 1 female comrade, accounting for 9%; 10 ethnic minorities, accounting for 90.9%; 7 re-elected comrades, accounting for 63.6%; the oldest was 30, the youngest was 21, the average age was 27.27... The actual election results at the units were in line with the orientation agreed upon by the Congress in the personnel plan", Mr. Vi Thai Thuan affirmed.

According to information from the Provincial Youth Union, out of 1,087 grassroots youth union units, 87 units have been selected to lead the pilot congress. By March 9, 2022, 73/87 (83.9%) of grassroots youth union units had organized congresses, of which 7/9 (77.7%) units had organized pilot congresses directed by the provincial level, and 66/78 (84.6%) units had organized congresses directed by the district level.

On March 14, the Provincial Youth Union Standing Committee also held a conference to summarize the work of the grassroots congresses with 34 district-level bridges, to evaluate the preparation and organization of the congresses, analyze the advantages, limitations, causes of limitations, and draw specific lessons to better implement the preparation and organization of mass congresses in localities and units.

Similar to many other places, in Thai Hoa town, after organizing a model congress at two "chosen" units, including Quang Phong Ward Youth Union representing the commune and ward block and the Town Police Union representing the block of affiliated units, the Town Youth Union Standing Committee promptly drew lessons and sent them to the units preparing to organize the congress.

“We have asked units preparing for the congress to continue to carefully study the guidelines on organizing congresses at all levels, the regulations, charters of the union, the outline of the political report, and especially closely follow the direction of the Standing Committee of the City Youth Union. As for personnel work, it is emphasized that it is necessary to be carefully prepared, pay attention to improving the quality of the executive committee, rejuvenating personnel, focusing on finding and mobilizing outstanding factors to join the executive committee. In addition, the congress propaganda work needs to be more focused, linking the preparation for the congress with emulation movements to create a vibrant atmosphere and momentum before the congress…”, said Secretary of the Thai Hoa City Youth Union Ho Phuc Hai.

It can be seen that, through monitoring and guiding the model congresses, the superior delegation can quickly detect and promptly remove obstacles for the grassroots, whether in the process of preparing documents, or personnel projects, documents serving the Congress... and then draw valuable lessons for the next units.

Direct recognition of shortcomings and shortcomings such as political reports in some units have not been properly invested, the quality of political reports is not high; not closely following the direction of the Standing Committee of the superior union, not closely following the Resolution of the Party Congress of the unit; or the congress management of the presidium in some units is still confused, not closely following the script, the program is stopped; not flexible in handling situations when they arise... are constructive efforts. Because from there, the following units will avoid "mistakes", not let similar "mistakes" repeat, helping the congresses organized later to be more complete, methodical and of better quality.

Along with that, the assessment across the province has promptly recorded positive aspects, that is, the direction and organization of the model Congresses in localities and units have been directed and oriented promptly by the Party Committees, leaders of agencies, units and the Standing Committee of the Youth Union at higher levels. The election work is ensured in accordance with regulations, especially the direct election of the Secretary at the Congress, the election of the delegation to attend the Congress of the Youth Union at higher levels is organized and implemented in accordance with principles. Propaganda activities took place enthusiastically and richly before, during and after the Congress; youth works and tasks to welcome the Congress are suitable to the conditions of the locality and unit. The work serving the Congress such as decoration, reception, logistics, medical preparation of related contents is carefully prepared...

All of these create an exciting and competitive atmosphere, moving towards successfully organizing the 18th Congress of Ho Chi Minh Communist Youth Union of Nghe An province in the coming time.
