Withdraw the decision to appoint a deputy manager due to lack of standards
Mr. Sam Do Dung (32 years old) - has just had his appointment decision revoked as Deputy Head of the Financial Planning Department - Department of Natural Resources and Environment of Ba Ria - Vung Tau. The reason is that when he was appointed, he lacked the conditions and standards.
On March 5, the Department of Natural Resources and Environment of Ba Ria - Vung Tau announced that Mr. Le Ngoc Linh - Director of the Department has decided to revoke and terminate the appointment decision of Mr. Sam Do Dung (born in 1986) as Deputy Head of the Department of Financial Planning of this department.
The reason for revoking the decision is that at the time of his appointment, Mr. Dung did not meet the requirements and standards for political theory and planning qualifications as prescribed.
Specifically, he does not have an intermediate level of political theory or higher and has not been planned by the competent authority for a leadership position of head, deputy head of department or equivalent.
The decision to appoint Mr. Sam Do Dung was signed by the previous director, Mr. Le Ngoc Linh. Mr. Dung is the son of Mr. Sam Van Mao - Deputy Director of the Department of Home Affairs of Ba Ria - Vung Tau, who retired in January 2018.
Previously, there was a petition reflecting that Mr. Dung was appointed to the above position less than six months after passing the civil service exam, which was too fast and against regulations.
Specifically, in June 2015, Mr. Dung passed the exam and in August 2015 was recruited as an environmental specialist at the department office.
By the end of October 2015, Mr. Dung was transferred to the Planning and Finance Department and appointed Deputy Head of the Department in charge of this department.
Public opinion also questioned whether Mr. Dung's father was the Deputy Director of the Department of Internal Affairs, which is why he was promoted so quickly.
Verifying the above petition, the Department of Home Affairs of Ba Ria - Vung Tau said that Mr. Dung's position in charge of the above department "is suitable for his expertise" because he has a bachelor's degree in economics in addition to a bachelor's degree in biotechnology and a master's degree in microbiology. At the same time, his appointment as deputy head of the department is also "not against regulations".
However, the Standing Committee of the Ba Ria-Vung Tau Provincial Party Committee commented that the appointment of Mr. Sam Do Dung was "problematic" and should be assigned to the Organizing Committee to re-examine and verify, and if there were any violations, to review the individuals and organizations involved and revoke the appointment decision.
The re-examination results of the Ba Ria - Vung Tau Provincial Party Committee showed that the appointment of Mr. Sam Do Dung was wrong, so the provincial Department of Natural Resources and Environment revoked the above decision.
