Deputy Prime Minister Tran Luu Quang has just signed Decision 611/QD-TTg approving the Vietnamese ginseng development program to 2030, with a vision to 2045.
Striving to reach the area of ginseng cultivation in Vietnam of about 21,000 hectares by 2030
Specific goals for the period up to 2030: Conserving Vietnamese ginseng genetic resources in the wild in association with protecting and developing forests, and conserving biodiversity in forest ecosystems;
Strive to have about 21,000 hectares of Vietnamese ginseng growing area by 2030, 100% of Vietnamese ginseng growing area is granted growing area codes and geographical indications.

The output of Vietnamese ginseng exploitation from 2030 will reach about 300 tons/year (exploitation area about 1,000 hectares/year), ensuring origin, meeting GACP - WHO standards (good farming and harvesting practices) or equivalent.
Invest in and build facilities for preliminary processing and deep processing of Vietnamese ginseng products associated with raw material areas and chain production, of which about 50% of facilities produce products that meet GMP-WHO quality standards (good manufacturing practices).
By 2045, the orientation is to develop Vietnamese ginseng into an internationally branded product with high export value, creating an important source of income for localities, striving to make Vietnam a major ginseng producer in the world.
The scope of the Program is localities with potential and strengths in natural conditions suitable for cultivating and developing Vietnamese ginseng, including the provinces of Quang Nam, Kon Tum, Gia Lai, Lam Dong, Thua Thien Hue, Nghe An, Lao Cai, Lai Chau, Dien Bien. In particular, developing Vietnamese ginseng material areas on a commercial scale in the provinces of Quang Nam, Kon Tum and Lai Chau.

Vietnamese ginseng species preserved, cultivated and developed include:
- Objects of conservation, development, processing and commercialization on a commodity scale: Ngoc Linh ginseng (Panax vietnamensis Ha et Grushv), Lai Chau ginseng (Panax vietnamensis var. fiscidiscus K.Komatsu, S.Zhu & SQCai).
- Subjects of conservation, cultivation and experimental scale development: Lang Biang ginseng (Panax vietnamensis var. langbianensis NVDuy, VTTran & L.N.Trieu) and Puxailaileng ginseng (Panax sp) in areas with suitable natural conditions.
The planned land fund for growing and developing Vietnamese ginseng to serve production and business purposes in this program includes: growing and developing under the canopy of protective forests and production forests according to the combined forestry and agricultural production method according to the provisions of the law on forestry and agricultural land.
Focus on selecting and creating Ngoc Linh ginseng and Lai Chau ginseng varieties with high productivity and quality.
The main task of the program is to preserve and develop Vietnamese ginseng. Specifically, the Ministry of Agriculture and Rural Development presides over and coordinates with the Ministry of Natural Resources and Environment, the Ministry of Health, the Ministry of Science and Technology and the People's Committees of the provinces within the scope of the program to implement the assessment of Vietnamese ginseng species distributed in natural forests in the provinces of Quang Nam, Kon Tum, Gia Lai, Lam Dong, Thua Thien Hue, Nghe An, Lao Cai, Lai Chau, Dien Bien in terms of: distribution, species (gene analysis), area, reserves and propose suitable planting areas.
Building in situ conservation areas and ex situ collection gardens for Vietnamese ginseng genetic resources in some typical ecological regions with natural distribution, with priority given to the provinces of Quang Nam, Kon Tum, Lam Dong, Nghe An, and Lai Chau; building a database system on conservation and development of Vietnamese ginseng genetic resources and identifying suitable growing areas.
In addition, the task is to research, select and breed Vietnamese ginseng, focusing on selecting and breeding Ngoc Linh ginseng and Lai Chau ginseng with high productivity, quality, and resistance to pests and diseases.
Establish modern seed production facilities in localities based on specific determination of appropriate scale of Vietnamese ginseng growing areas, ensuring efficiency, with priority given to Quang Nam, Kon Tum, and Lai Chau provinces, meeting the requirements of commodity production with the ability to supply seedlings for the development of raw material areas of about 2,000 hectares/year on average.
Perfecting the seed production processes and cultivation processes of Vietnamese ginseng to serve the planting and development of raw material areas for production.
Building a quality management system, controlling the origin of Vietnamese ginseng varieties to ensure legality according to current regulations.
Cultivate and develop the Vietnamese ginseng material area with an area of about 21,000 hectares, in the provinces of Quang Nam, Kon Tum, Gia Lai, Lam Dong, Thua Thien Hue, Nghe An, Lao Cai, Lai Chau, Dien Bien with climate and soil conditions suitable for the ecological requirements of Vietnamese ginseng, the specific scale and location are determined on the basis of a thorough assessment of potential, investment capacity, land fund, economic, social, environmental efficiency and market demand.
Support in building, registering trademarks and developing Vietnamese ginseng products
The People's Committees of the provinces shall preside over and coordinate with the Ministry of Industry and Trade, the Ministry of Health, the Ministry of Agriculture and Rural Development, the Ministry of Culture, Sports and Tourism, and the Ethnic Committee to implement support for building, registering brands, and developing Vietnamese ginseng products domestically and internationally.
Organizing exhibitions to introduce Vietnamese ginseng products associated with developing community tourism villages through organizing annual ginseng cultural festivals to promote the cultural characteristics of ethnic minorities in mountainous areas in 3 provinces: Quang Nam, Kon Tum, Lai Chau.
Strengthening the organization of trade promotion activities, promoting Vietnamese ginseng products domestically and internationally; organizing community tourism activities combined with introducing the culture, cultivation traditions and use of Vietnamese ginseng in 3 provinces: Quang Nam, Kon Tum, Lai Chau.
