Deputy Prime Minister Tran Luu Quang has just signed Decision 611/QD-TTg approving the Program for the Development of Vietnamese Ginseng until 2030, with a vision to 2045.

The goal is to increase the area of ​​ginseng cultivation in Vietnam to approximately 21,000 hectares by 2030.

The specific goal for the period up to 2030 is to conserve the genetic resources of Vietnamese ginseng in the wild, in conjunction with forest protection and development, and biodiversity conservation within forest ecosystems;

Vietnam's ginseng production is expected to reach approximately 300 tons per year by 2030 (with an area of ​​about 1,000 hectares per year), ensuring traceability and meeting GACP - WHO (Good Agricultural and Collection Practices) standards or equivalent.

Invest in and build facilities for preliminary processing and deep processing of Vietnamese ginseng products, linked to raw material areas and produced in a chain, with approximately 50% of production facilities meeting GMP-WHO (Good Manufacturing Practice) quality standards.

The goal is to develop Vietnamese ginseng into an internationally recognized brand with high export value by 2045, creating a significant source of revenue for localities, and striving to make Vietnam a major ginseng producer in the world.

The scope of the Program covers localities with potential and strengths in natural conditions suitable for cultivating and developing Vietnamese ginseng, including the provinces of Quang Nam, Kon Tum, Gia Lai, Lam Dong, Thua Thien Hue, Nghe An, Lao Cai, Lai Chau, and Dien Bien. Specifically, the program focuses on developing commercial-scale Vietnamese ginseng growing areas in the provinces of Quang Nam, Kon Tum, and Lai Chau.

The species of ginseng that are preserved, cultivated, and developed in Vietnam include:

- Targets for conservation, development, processing, and commercialization on a commercial scale: Ngoc Linh ginseng (Panax vietnamensis Ha et Grushv), Lai Chau ginseng (Panax vietnamensis var. fiscidiscus K.Komatsu, S.Zhu & SQCai).

- Targets for conservation, cultivation, and experimental development: Lang Biang ginseng (Panax vietnamensis var. langbianensis NVDuy, VTTran & L.N.Trieu) and Puxailaileng ginseng (Panax sp) in areas with suitable natural conditions.

The land allocated for cultivating and developing Vietnamese ginseng for production and business purposes under this program includes: cultivation and development under the canopy of protection forests and production forests using integrated forestry and agriculture methods as stipulated by forestry laws, and agricultural land.

Focus on selecting and breeding high-yielding, high-quality varieties of Ngoc Linh ginseng and Lai Chau ginseng.

The main objective of the program is to conserve and develop Vietnamese ginseng. Specifically, the Ministry of Agriculture and Rural Development, in coordination with the Ministry of Natural Resources and Environment, the Ministry of Health, the Ministry of Science and Technology, and the People's Committees of the provinces within the program's scope, will conduct an assessment of Vietnamese ginseng species distributed in natural forests in the provinces of Quang Nam, Kon Tum, Gia Lai, Lam Dong, Thua Thien Hue, Nghe An, Lao Cai, Lai Chau, and Dien Bien regarding: distribution, species (genetic analysis), area, reserves, and propose suitable cultivation areas.

Establish in-situ conservation areas and ex-situ collection gardens for Vietnamese ginseng genetic resources in several typical ecological zones with natural distribution, prioritizing the provinces of Quang Nam, Kon Tum, Lam Dong, Nghe An, and Lai Chau; build a database system on the conservation and development of genetic resources of Vietnamese ginseng species and identify suitable cultivation areas.

In addition, the task involves researching, selecting, and breeding Vietnamese ginseng varieties, focusing on selecting and breeding high-yielding, high-quality Ngoc Linh ginseng and Lai Chau ginseng that are resistant to pests and diseases.

Establish modern seed production facilities in localities based on specific determinations of the appropriate scale of ginseng growing areas in Vietnam, ensuring efficiency, with priority given to Quang Nam, Kon Tum, and Lai Chau provinces, meeting the requirements of commercial production with the capacity to supply seedlings for the development of raw material areas averaging approximately 2,000 hectares/year.

Improve the seed production and cultivation processes of Vietnamese ginseng to support the cultivation and development of raw material areas for production.

Establish a quality management system and control the origin of Vietnamese ginseng seeds to ensure legality in accordance with current regulations.

The plan involves cultivating and developing a ginseng growing area of ​​approximately 21,000 hectares in the provinces of Quang Nam, Kon Tum, Gia Lai, Lam Dong, Thua Thien Hue, Nghe An, Lao Cai, Lai Chau, and Dien Bien, which have suitable climatic and soil conditions for the ecological requirements of Vietnamese ginseng. The specific scale and location will be determined based on a thorough assessment of potential, investment capacity, land availability, economic, social, and environmental effectiveness, and market demand.

Support in building, registering trademarks, and developing Vietnamese ginseng products.

The People's Committees of the provinces shall preside over and coordinate with the Ministry of Industry and Trade, the Ministry of Health, the Ministry of Agriculture and Rural Development, the Ministry of Culture, Sports and Tourism, and the Committee for Ethnic Minorities to implement support for the development, trademark registration, and promotion of Vietnamese ginseng products domestically and internationally.

The exhibition showcases Vietnamese ginseng products in conjunction with the development of community-based tourism villages through annual ginseng cultural festivals, promoting the unique cultural characteristics of ethnic minority communities in the mountainous regions of three provinces: Quang Nam, Kon Tum, and Lai Chau.

Strengthen the organization of trade promotion activities and the promotion of Vietnamese ginseng products domestically and internationally; organize community tourism activities combined with introducing the culture, cultivation traditions, and use of Vietnamese ginseng in the three provinces of Quang Nam, Kon Tum, and Lai Chau.
