Ready to protect construction, soon clear the N5 route

(Baonghean.vn) - On the morning of November 21, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien led a delegation of the Provincial People's Committee to inspect the progress of the road project connecting N5 (Southeast Economic Zone to Hoa Son, Do Luong). Accompanying were representatives of relevant departments: Transport, Finance, Natural Resources & Environment, Provincial People's Committee Office, representatives of Nghi Loc and Do Luong districts.

The route connecting N5 Road of Southeast Economic Zone to Hoa Son, Do Luong has a length of 29.1 km, the scale of a level 3 plain road, invested by the Department of Transport. The project is divided into 2 phases, with the goal of connecting the Western economic zone of Nghe An (Song Lam Cement Factory...) with the Southeast Economic Zone (Loc An Specialized Port, Nghi Thiet Cement Grinding Station...).

Up to now, the project has cleared 29km of land, the remaining 0.1km is still stuck. Of which, the 11.8km section through Nghi Loc has now handed over 11.75km of land, the 17.3km section through Do Luong district has now handed over 17.25km of land.

To speed up the construction progress, the Department of Transport is deploying 11 construction teams. Up to now, the road foundation has been basically completed; 253/254 drainage culverts have been installed; 9/9 bridges have been constructed, 5/9 bridges have been completed...

The delegation inspected some bottlenecks on the route.

Mr. Dong's household in Nghi My, Nghi Loc has not signed the documents because they think the compensation price is low. However, the compensation level has been applied at the highest level according to the province's regulations.

After conducting a field survey and checking the construction progress of the traffic project connecting road N5, the working delegation listened to explanations and recommendations from leaders of departments, branches, and leaders of Nghi Loc and Do Luong districts.

To speed up the project implementation progress, complete the exploitation and use of the project according to the direction of the Provincial People's Committee, the Department of Transport proposed the Provincial People's Committee to arrange the remaining capital (more than 800 billion VND); request Nghi Loc district to propose a solution for cases of households that are difficult to relocate; urgently deploy the relocation of public works; expected to complete site clearance before November 25, 2016.

During the inspection, Mr. Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee, highly appreciated the drastic direction of the Department of Transport, the industry and localities, and the contractor who urgently implemented the construction and achieved good results in the construction and site clearance work.

This is an important route, creating momentum to promote the socio-economic development of the province; especially, the route serving the Song Lam Cement Factory project, connecting the Southeast Economic Zone with localities. Therefore, to ensure the transportation of vehicles serving the project, the Vice Chairman of the Provincial People's Committee requested relevant sectors, localities and contractors to continue to focus on directing the resolution of problems to open the route from Hoa Son to N5 before November 30, 2016. Nghi Loc district is requested to complete land clearance in November 2016; a few remaining points in Do Luong, if after the propaganda and mobilization, people continue to delay, measures will be taken to protect and enforce construction.

Machinery and equipment are concentrated to speed up construction progress.

The Department of Transport has directed the implementation of the route to strive to open the route, complete the foundation in November, spread the reinforced cement base and finish the asphalt concrete before December 31, 2016; at the same time, review the entire route in the work of preventing flooding, to have drainage solutions. Direct the compensation councils of the districts to develop a plan for compensation and site clearance to connect the cross-roads, collector roads, and the upstream and downstream of the culverts to hand over the site before November 25, 2016.

The Vice Chairman of the Provincial People's Committee also emphasized that the construction must ensure progress but also meet quality and safety standards on the route, especially at some intersections between manholes and service roads as well as slopes connecting to residential roads...
