Mobilizing construction materials for the 12 key projects in Nghe An province is a difficult issue that the province is focusing on resolving decisively. In particular, there is a huge demand for fill soil, sand, gravel, and stone. Currently, departments, agencies, and localities are focusing on identifying quarry sites to supply these projects. The immediate priority is the Vinh - Thanh Thuy expressway project, scheduled to commence on April 30th.

Located 7.5 km from the Thanh Thuy border gate, the Khe Gat - Len Doi quarry in Kim Bang commune has been licensed to Thanh Thanh Dat Co., Ltd. Mining operations have been temporarily suspended for the past few years. This location was selected during the survey of material quarries for the key Vinh - Thanh Thuy expressway project.

Mr. Dang Van Tuan, Vice Chairman of the People's Committee of Kim Bang commune, said:"This quarry covers an area of ​​6.3 hectares, with significant reserves because it hasn't been exploited for market purposes for a long time, and its location right next to the route makes coordination convenient. Regarding fill soil materials, the Department of Agriculture and Environment and the Department of Construction are working with the commune to survey additional locations. We have instructed our specialists to review the area and report to the province."

To ensure the supply of materials for the Vinh - Thanh Thuy Expressway project, on January 10th, the Department of Agriculture and Environment, in coordination with the Department of Construction and other departments, agencies, and localities along the route, and the Nghe An Provincial Project Management Board for Transportation Works, inspected and reviewed the material sources for the project. Initially, 13 quarries were proposed, including 11 soil quarries, 1 sand quarry, and 1 stone quarry. In addition, the communes are continuing to review and propose more sources.

Mr. Hoang Duc Trung, Vice Chairman of the People's Committee of Xuan Lam commune, said: Regarding sand, the commune proposed an additional mine in the former Thanh Duong commune area, covering approximately 9 hectares. The commune also proposed several additional locations for earth fill mines, for example, at Ru Den, Xuan Tuong hamlet, with an area of ​​about 10 hectares.

According to preliminary calculations, the Vinh - Thanh Thuy expressway project requires nearly 9.9 million cubic meters of water.3Land for leveling, 995,000 m²3Construction stone, nearly 1.8 million m³3Crushed stone aggregate, 850,000 m³3sand for leveling and 760,000 m³3Concrete sand. Among these, crushed stone aggregate is the material that needs the most focus.

Mr. Nguyen Cong Luc, Head of the Mineral Resources Department of the Nghe An Department of Agriculture and Environment, stated:Regarding stone, there are two sources: one at Len Doi and another near the Ho Chi Minh Highway. These are for concrete stone and paving stone. In addition, we will increase the capacity of all quarries along the route in the surrounding areas such as Do Luong to meet the raw material needs for this project.

According to representatives from the Department of Agriculture and Environment, with Resolution 664/2025/NQ-CP, the Government has legalized a special mechanism to remove difficulties in the implementation of the 2024 Law on Geology and Minerals, while also creating a more flexible legal framework for the construction materials market.

For construction projects requiring large quantities of materials, Nghe An province is considering granting exploration and exploitation licenses directly to the project owner, investor, or construction contractor, thereby cutting out intermediaries, reducing costs, and shortening implementation time.

For common construction materials (stone, sand, gravel, fill soil), there are currently 194 valid mining licenses in the province. Of these: Construction stone has 85 licenses with a total reserve of 205 million cubic meters.3and an extraction capacity of approximately 8.5 million cubic meters.3/year. 62 permits for construction sand and gravel with a total licensed reserve of 30.21 million m³.3, extraction capacity is approximately 2 million m³3/year. Land leveling permits issued: 47 permits with a total licensed volume of 76.3 million m³.3The annual extraction capacity is 21.23 million m³.3.
