Phan Ngoc Anh was born in 1996 in Van Thanh commune, Yen Thanh district, Nghe An, and is currently a student of the Vocal Music Department - Vietnam National Academy of Music. In the final night of Sao Mai, Phan Ngoc Anh shone on stage, coming in second in the folk music category with the song "Legendary Tay Thien".

Born into a farming family, Ngoc Anh developed a passion for singing, especially folk songs from Nghe An. When she was old enough to go to school, Ngoc Anh was always an outstanding performer at school.

In 2013, Ngoc Anh began to orient herself towards the path of art. And from then on, Ngoc Anh diligently studied singing, dancing, technique, and performing arts. In 2015, Anh registered and passed the entrance exam to the Central University of Art Education with the song "Buong ao em ra" (Let go of your shirt) by musician Hoang Thanh, with the guidance of musician Phan Dang Hai (who is also Ngoc Anh's uncle).

However, Ngoc Anh was not satisfied with that initial success and determined to continue to take the entrance exam to the Vocal Music Department of the Vietnam Academy of Music and achieved excellent results. While a student, Ngoc Anh actively participated in music and art programs about Vi Giam in the capital. Ngoc Anh is also a typical member of the UNESCO Club of Nghe An Folk Heritage in Hanoi.

Participating in Sao Mai 2017, Ngoc Anh was considered a girl with a soulful, powerful voice and excelled in the rounds. The petite girl from Nghe An confidently entered the top 4 of the final night to continue her success with the second prize of Sao Mai - a prestigious music award.

Talking about his late niece, who was "playful, lovely but also stubborn", musician Phan Dang Hai (currently living in Yen Thanh) said: As a musician, I have taught many students and many people who have achieved success such as music master Dinh Thi Phu, singer Tran Dinh Hoi, Tran Thuy Dung, but with this niece, I am truly surprised by the progress of her singing voice. In terms of expertise, Ngoc Anh has a strange but elegant voice, warm but fierce. It is different from Anh's small appearance.

The musician also shared interesting stories about his niece’s passion for singing since her childhood. One time, the family did not allow Ngoc Anh to go to the evening performance practice in the village because at that time, she was preparing for her high school graduation exam. (At that time, the villages in the commune established a performance team for the Village Lotus Singing Contest).

Knowing that her parents did not agree, Anh was very sad. She tried to finish all the housework early, finished dinner, went into her room and closed the door to study. When her homework was done, Anh climbed over the iron gate without her parents knowing. Because she was in a hurry and scared, when she jumped down, her pants got stuck on a nail and tore.

The girl refused to "back down", went to her neighbor's house to borrow pants and ran to the village cultural house. That day, Anh was both an actress and a program director. That year, in the contest, Anh's Yen Thinh village won first prize in the whole commune. Everyone still talks about the story of the director and actress whose pants tore while practicing.

Another story is about Ngoc Anh being beaten when she grew up. To celebrate the day the Phan Duc family church received the provincial certificate of recognition as a "Historical and Cultural Relic", all the inter-family groups in the village practiced performing arts. At that time, Anh was studying at the Central University of Art Education in Hanoi, but for months she was busy, asking the school every Friday afternoon to come and organize singing and dancing for the inter-family groups, and on Sunday evening she took the bus to Hanoi to be on time for classes at the beginning of the week.

Later, when he learned that his daughter was wasting her energy like that, Anh's father, partly because he loved her and partly because he was afraid that his beautiful grown daughter would be alone on express trains all the time, got even more angry and hit Anh's buttocks with several bamboo sticks.

The girl Ngoc Anh is full of personality, enthusiasm and passion, always winning the love of friends and colleagues. That personality is also clearly shown on stage, making Ngoc Anh conquer the judges and audience of Sao Mai.

Musician Huynh Tu commented on Anh when listening to her sing, "I feel the mindset and rich folk quality in her voice at such a young age, because she has inherited the entire treasure of folk music from the Central region."

According to him, Phan Ngoc Anh is a "rough diamond" who, if polished properly, will be a shining name in folk music. That is the reason he asked Phan Ngoc Anh to sing this song and accompanied her throughout the practice days and the final night.

It is known that in order to be able to "play the role" of a Hanoi actress in the final night of Sao Mai, Phan Ngoc Anh became a vegetarian, chanted Buddha's name, talked with monks, and read many Buddhist texts to absorb the philosophy conveyed through the song.
