The draft master plan for the arrangement of district and commune-level administrative units by 2021, which the Ministry of Home Affairs is seeking comments on, has received public support.

“Implementing the Resolution of the Central Committee and the National Assembly, the Ministry of Home Affairs is very necessary to collect opinions to develop a project to reorganize administrative units at the commune and district levels. Because this is related to people, it needs to be done carefully and objectively, not as a mechanical merger or consolidation but as a merger for the purpose of streamlining the administrative apparatus, reducing ineffective people, and improving the responsibility and service spirit of civil servants every day,” Mr. Pham Van Hoa emphasized.
According to the Deputy Head of the National Assembly Delegation of Dong Thap province, in addition to merging administrative units, it is necessary to carefully calculate the arrangement and assignment of staff, especially redundant staff, so as not to disrupt work efficiency.
Accordingly, each locality, especially the provincial leaders, must gradually research, select, and arrange people with the right qualities, abilities, and high credibility, with the participation of the collective leadership, in an objective, impartial, and fair spirit; absolutely not for group interests, not for "descendants", and certainly not for "money".
To solve the problem of 1 "seat" but having 2-3 leaders with the same capacity, qualifications, and moral qualities, Mr. Pham Van Hoa said that the most optimal way is to organize an equal, transparent, and objective recruitment exam to select the right person, and at the same time, those who do not pass will also be convinced.

For the surplus cadres who are incompetent, unqualified, and not assigned to suitable jobs, there must be policies that are appropriate to the practical situation of each locality so that they can feel secure in leaving the apparatus and doing outside work. To do this, it is necessary to propagate, explain, mobilize, and clear the cadres' thinking, and there must also be a corresponding budget source to resolve the policies for civil servants and public employees.
“People are the root of the roots, the root of resources, so the State budget must pay attention to them. Any locality facing difficulties must report to the province and the Central Government to study, calculate, and arrange financial resources to solve policies for each locality,” said National Assembly delegate Pham Van Hoa.
In addition, when merging communes and districts together, it is necessary to take advantage of old administrative headquarters, and absolutely not build new ones to reduce costs. With redundant headquarters, it is necessary to organize auctions, call for investment, and use that budget source to solve policies for civil servants and public employees who lose their jobs after the merger.
Control of the power of the head after the merger
What the Deputy Head of the National Assembly Delegation of Dong Thap province worries about most is the issue of controlling the power of the leader and the person in charge after the merger.
Accordingly, superiors, Party organizations, the Fatherland Front, unions, especially elected bodies, must participate in monitoring and controlling power, and contribute opinions so that leaders can see that they are responsible to the Party and the people, serve the people and bring good benefits to the people.
Recently, Hanoi celebrated the 10th anniversary of the expansion of its administrative boundaries. Initially, despite fierce debates about the reasons and effectiveness, with strong political determination, after 10 years of merging, the effectiveness brought to the people of the provinces after merging into Hanoi is greater than anything else.
"If a large province like Ha Tay can be merged into Hanoi, there is no reason why communes and districts cannot do the same" - Mr. Pham Van Hoa said.
The ultimate goal of the merger is to reduce the state administrative apparatus, reduce bulkiness, inefficiency, effectiveness, and staffing, and use that budget to take care of social security, hunger eradication and poverty reduction, infrastructure, and especially to raise the awareness and qualifications of the staff of civil servants and public employees. More importantly, it is to make officials understand that if they lack responsibility, lose the people's trust, and work ineffectively, it will be difficult to avoid being removed from the apparatus./.
