Reduce internal leads
Accordingly, the number of focal points of the Office of the People's Committee of Nghe An province before the merger was 10 departments, including the following departments: General, Economic, Industry, Agriculture, Science - Culture - Society, Internal Affairs, Administrative Procedure Control, Administration - Organization, Management - Finance, Provincial People's Reception Committee.
After the arrangement, merger and consolidation, there are 9 departments and offices left (reduced by 1 unit). Specifically:
The departments, offices and organizations remain the same, including: General Department, Economic Department, Industry Department, Agriculture Department, Science and Culture Department, Internal Affairs Department, Administrative Procedure Control Department and Provincial People's Reception Committee.
Reorganized Departments: Merge the Administrative - Organization Department and the Management - Finance Department into the Administrative - Management Department.
For affiliated public service units, there are 4 units: Public Administration Service Center; Nghe An Electronic Information Portal; Information Technology - Official Gazette Center; Nghe An Guest House.
After the arrangement, merger and consolidation, there are 3 units left (1 unit reduced). Accordingly, the following units remain: Nghe An Electronic Information Portal; Public Administration Service Center and Nghe An Guest House.
At the same time, the Information Technology - Official Gazette Center will be dissolved, and its functions and tasks will be transferred to the Administration - Management Department or to the Public Administration Service Center to ensure consistency with the internal organization of the Government Office. 4 positions of the Information Technology - Official Gazette Center will be transferred to the Management Office.
Human resource plan
For unit-level personnel after the merger, based on practical conditions and standards, staff capacity, the collective leadership of the agency or unit decides to select those who meet the task requirements of the new agency or organization after the arrangement; selected personnel may be inside or outside the agency or organization that is merged or consolidated into the new unit.
In case the head of the agency or organization implementing the arrangement does not continue to be the head, he/she will be arranged to hold the position of head in the vacant places (if any) or at the adjacent lower level and will enjoy the policy according to the Government's regulations on organizational arrangement.
Specifically, the selection of senior personnel follows the principle: Priority is given to personnel with higher-level planning; priority is given to personnel who are not under disciplinary review, review, or are in the disciplinary period.
For redundant leaders, assigned to agencies and units that do not have other leaders with suitable capacity, qualifications, and management experience.
In case of not being able to arrange, arrange to the deputy position at the unit after the merger, or prioritize arranging the deputy position in another department that matches the wishes, capacity, qualifications and requirements of the job position but enjoy the position allowance coefficient of the Head level and equivalent for a period not exceeding 5 years (or the end of the re-appointment period of the current position) from the date of job re-arrangement.
Regarding the deputy head of the unit after the merger, based on the actual number of deputies of the head of the agency or organization implementing the merger or consolidation, the collective leadership of the agency or unit shall decide to arrange them as deputy heads of the new agency or organization after the arrangement or arrange them to another agency or organization according to the task requirements and capacity of the staff.
In the immediate future, the number of deputies of the heads of agencies and organizations formed after the reorganization may be higher than the regulations. Agencies and units must develop a plan to reduce the number of deputies according to general regulations within 5 years (from the date the competent authority approves the reorganization project).
Specifically, the number of deputy heads of agencies and units after the merger (the number is in accordance with the Government's regulations; until the end of a term not exceeding 5 years (or the end of the term of reappointment to the current position) from the date of job re-arrangement, there is no limit on the average number of deputies at the units subject to the merger; no new appointments of deputies of the heads of agencies and units subject to merger or reorganization due to merger until the number of deputies of these agencies and units is ensured in accordance with the regulations of the competent authority.
The arrangement and consolidation of the organizational structure of the Provincial People's Committee Office aims to concretize the policy and requirements for consolidation and streamlining the apparatus in accordance with the spirit of Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Committee, associated with improving the effectiveness and efficiency of operations.
