Reporting on the situation of mass complaints in the first 9 months of the year, the Ho Chi Minh City Inspectorate said that as of October 18, 2,206 households in the Thu Thiem New Urban Area had submitted petitions and complaints to the People's Committee of District 2. They requested to know the policies and guidelines and to be compensated and supported when their houses and land were outside the project's planning boundary.

The Government Inspectorate's inspection results on Thu Thiem Urban Area have not yet resulted in mass complaints, but have had a major impact on the attitudes of people exercising their rights to make individual complaints and denunciations.

This also has a strong impact on households in projects that have had complaints and denunciations for many years, such as the 1Bis-1Kep Nguyen Dinh Chieu project (District 1), the High-Tech Park (District 9) and the new Zoo and Botanical Garden project in Cu Chi. People in these areas have a more harsh attitude, mainly comparing the settlement policy, the responsibility of the government and there are signs of complaints about planning boundaries.

On September 7, the Government Inspectorate announced its conclusions on a number of issues that people complained about during the implementation of the Thu Thiem New Urban Area project. Since then, the city has held many meetings and contacted people to discuss solutions to correct mistakes as requested by the Government Inspectorate.

Chief of the City People's Committee Office Vo Van Hoan said that the boundaries of the 4.3 hectare area have been determined, and the city is also making a list to review related officials.

The city is seeking public opinion on three major support policies. One is compensation for people in the 4.3-hectare area (the Government Inspectorate determined to be outside the planning boundary) on the basis ofswapequal value, same purpose. Second, Chairman of the Ho Chi Minh City People's Committee Nguyen Thanh Phong will meet with people who have complaints within the Thu Thiem planning boundary, propose support and supplement plans. Third, people in the area of ​​1,080 resettlement apartments will have their costs reduced to the maximum so they do not have to owe anymore.

Thu Thiem urban area is expected to be the most beautiful in Southeast Asia, located only 300 meters from District 1 as the crow flies, on the East bank of the Saigon River. More than 20 years after planning, the project has cleared more than 99% of the land. More than 100 households have complained from the city to the central government for many years, claiming that their land is outside the planning boundary according to the Prime Minister's decision in 1996 but was still cleared; land recovered, compensated, and resettled illegally.

After 4 months of investigation under the direction of the Prime Minister, the Government Inspectorate concluded that Ho Chi Minh City, the Ministry of Construction and the Government Office had many violations in the project planning process, breaking the planning approved by the Prime Minister; demonstrating laxity in land management and use.
