Confiscated smuggled foreign cigarettes will be auctioned

The Government Office has just announced the conclusion of Permanent Deputy Prime Minister Truong Hoa Binh on handling confiscated smuggled foreign cigarettes.

The Deputy Prime Minister assigned the Ministry of Finance to urgently complete the draft Decision of the Prime Minister regulating the pilot auction of confiscated smuggled foreign cigarettes of good quality for domestic consumption or export; submit it to the Prime Minister for signing and promulgation before October 15, 2017.

The Ministry of Foreign Affairs shall preside over and coordinate with the Ministry of Justice, the Ministry of Health, and the Ministry of Finance to study and evaluate the legal issues of the World Health Organization Framework Convention on Tobacco Control and related Protocols (including how many countries have signed and their legal binding nature);

At the same time, refer to the experience of some countries in the region with similar geographical, economic and social conditions to Vietnam regarding the handling of confiscated smuggled foreign cigarettes to propose appropriate handling measures; report the results to the Prime Minister.

The Deputy Prime Minister assigned the Ministry of Finance to preside over and coordinate with relevant agencies to continue researching and advising the Prime Minister and the Head of the National Steering Committee 389 to direct the People's Committees of provinces and centrally-run cities and functional forces to step up the fight against smuggling, trade fraud and counterfeit goods in general and the fight against cigarette smuggling in particular; and to strengthen coordination between functional forces in the fight against cigarette smuggling.

The Deputy Prime Minister also assigned the Vietnam Tobacco Association and tobacco manufacturing enterprises to proactively coordinate with ministries, branches, localities and functional forces in providing information on cigarette smuggling, improving the effectiveness of the fight against smuggling and protecting domestic production;

Responsible for coordinating with local authorities in key areas of tobacco smuggling in border areas to provide specific and practical support such as building tobacco growing areas and tobacco factories to create jobs to help people stabilize and improve their lives.
