Will issue practice certificates to prevent 'self-proclaimed teachers'
The Ministry of Education and Training said that granting practice certificates will help raise the status of teachers, to distinguish them from "self-proclaimed teachers" on social networks - who are not qualified to teach.

Mr. Vu Minh Duc, Director of the Department of Teachers and Educational Administrators, said that one of the provisions stated in the draft Law on Teachers is the issuance of practice certificates to teachers. This will be a document confirming the qualifications of teachers issued by competent authorities to those who meet the prescribed standards.
Thus, those who are automatically granted certificates without having to take exams include 1.6 million teachers in public and non-public schools who were recruited into the industry before the law took effect.
For retired teachers who have not been granted a practice certificate, if they wish, they can also apply for this certificate to recognize their dedication to the education career or to use it to continue their professional activities.
New teachers recruited after the law comes into effect will have to undergo an exam to obtain a practice certificate.

According to Mr. Duc, to become a teacher, there are two sources including: Students graduating from pedagogical schools and those graduating from other majors, achieving the required qualifications and pedagogical certificates. All of these subjects must do an internship for 1 year, then will be evaluated for completion, and be recruited by the recruiting agency.
In the structure of vocational training modules, there will be modules that have been trained in pedagogical universities. Therefore, for graduates of pedagogical universities when participating in these training courses, they will not have to study duplicate content and will shorten the training time to be granted a practice certificate soon.
The Director of the Department of Teachers also said that there are subjects who do not work in educational institutions, only teach online, and also need to be granted a license. According to him, during the drafting process, the drafting committee mentioned it, but these subjects operate quickly and complicatedly, especially those who train online. Therefore, the drafting committee will propose a pilot implementation of management of some of these subjects, on that basis, it will continue to edit and supplement.
“Thus, this practice certificate will help enhance the status and role of teachers, to distinguish those who are qualified to teach from those who are not qualified to teach but claim to be teachers on social networks,” Mr. Duc said.
In addition, this certificate of practice will also facilitate teachers if there are changes in their workplace because it is valid nationwide. Thanks to that, no matter where teachers teach, they do not need to re-implement the internship regime, reducing procedures when transferring and signing work contracts...
In 2023, the Ministry of Education and Training organized more than 100 professional meetings and seminars to seek opinions from experts inside and outside the industry on different scales; organized surveys and collected opinions from more than 547,000 teachers and education managers at preschool, general, university and vocational education levels to serve analysis and evaluation to serve the completion of policies in the draft Law on Teachers.
