Four years ago, also at the 4th Conference of the 11th Party Central Committee, the Central Committee discussed and issued a resolution on “Some urgent issues on Party building at present”. And at this conference, in order to have a basis for further discussion on that important issue, many assessments of the implementation results of the 4th Resolution of the 11th Party Central Committee as well as resolutions on Party building and rectification were made.

New, more sophisticated and complex manifestations appear

Besides affirming that the implementation of Resolution 4 of the 11th Central Committee has achieved important initial results, the synthesis of opinions as well as the results of the surveys once again corresponds to the assessment of the 12th Congress that the implementation of Resolution 4 of the Central Committee still has many limitations and shortcomings, and has not achieved the set goals and requirements. In self-criticism and criticism, the situation of deference, avoidance, and fear of conflict is still quite common. Party committees and organizations at all levels have reviewed but have not clarified the nature and severity of the degradation; have not clearly indicated where the degradation occurred, who is responsible.

Some contents of Resolution 4 of the Central Committee have not been implemented after four years. For example, it has not been possible to replace incompetent cadres, those who do not fulfill their tasks, and those with low credibility, according to the viewpoint of replacing them immediately, not waiting until the end of their term or working age. The policy of arranging some key positions at the provincial and district levels who are not local people has not yet been put into practice. The pilot project of Party Secretary being the Chairman of the People's Committee of the commune and district, in conjunction with the development of inspection and supervision regulations, proposed from the 10th and 11th terms, has not made any progress.

Some solutions to innovate personnel work that have been proposed have not been implemented yet, such as piloting the delegation of authority to the head to select and recommend for election and appointment of deputies; Party committee secretaries to select and recommend for election of standing committee members; piloting the nomination system, leadership and management internship system, etc.

Research and surveys also concluded that the Party's leadership methods are still slow to innovate, especially in the leadership methods through party organizations and party members in the political system. The organizational apparatus is still cumbersome and has many levels; functions and tasks are still overlapping; there is a phenomenon of "competition in state management" among some ministries and branches.

The task of perfecting the organization and apparatus of the entire political system has been continuously raised through each Party Congress, but implementation has not been linked to streamlining the payroll. The number of cadres, civil servants and public employees is increasing, especially in public service units and at the commune level.

The state of bureaucracy, corruption, waste, negativity, group interests, tenure mindset, running for positions, running for power, running for degrees, running for crimes, running for rewards… have not only not been prevented but have also appeared in new, more sophisticated and complicated manifestations. These are the phenomena of running for planning, running for rotation, running for source classes, running for votes; and taking advantage of the appointment and promotion of many cadres who are children, grandchildren, relatives, people in the same interest group… before the end of their term, before retirement or before moving to a new job.

Tightly control the declaration and disclosure of assets and income.

Based on the results of the research and survey, the steering committee established by the Secretariat recommends that the 4th Central Conference of the 12th tenure continue to issue a resolution on strengthening Party building and rectification in the new situation. This resolution will inherit the contents stated in the 4th Central Resolution of the 11th tenure that have not been implemented or have not been implemented well. In addition, the new resolution needs to address a number of new issues more broadly and in depth.

For example, the resolution should stipulate the promotion of the pioneering and exemplary role of leaders and managers, first of all members of the Politburo and the Secretariat. It is possible to open a mechanism to hold a number of positions concurrently in the political system at all levels, along with a mechanism to prevent arbitrariness, overreach, and abuse of power. Implement rotation of leaders and managers at all levels from top to bottom, bottom to top, and horizontal rotation. As for rotation to create resources, it is necessary to arrange them directly to the position of chief (currently, they are only arranged to deputy positions).

The study also draws from the pilot experience in Quang Ninh, accordingly it is necessary to develop regulations and mechanisms to continue the pilot merger of a number of Party and State agencies at the provincial and district levels that have similar functions and tasks. As for the Fatherland Front and socio-political organizations, they can share a specialized, advisory and support agency.

Notably, the project steering committee believes that in order to successfully build and rectify the Party in the new situation, it is necessary to strengthen mass mobilization work, promote the role and responsibility of the Vietnam Fatherland Front and socio-political organizations. It is necessary to build a mechanism for Party committees and authorities to receive feedback from the people on the Party's guidelines and policies and the State's laws. It is necessary to build a mechanism to promote the role and responsibility of media agencies in the work of building and rectifying the Party.

In the content of inspection, supervision and party discipline, it is necessary to build a mechanism for leadership, direction and organization of coordination between inspection and supervision of the Party with inspection, supervision, audit, investigation, prosecution and trial. It may be necessary to build separate regulations to strictly control the declaration and disclosure of assets and income of leaders and managers, first of all, those under the management of the Politburo and the Secretariat.
