In an interview on the morning of October 25th regarding the violations of Haivl.com, Deputy Minister of Information and Communications Truong Minh Tuan stated that he would request relevant authorities to terminate the operations of websites operating on a trial basis.

Furthermore, many websites of companies providing informational content now "note" that the website is operating on a trial basis, awaiting licensing. Mr. Tuan said that the Ministry of Information and Communications has requested subordinate management agencies to terminate the operation of these trial websites.
Specifically, in the case of a website stating it is awaiting a license from the Hanoi Department of Information and Communications, the Ministry will request the Department to terminate it; if the website only states it is awaiting a license, the Ministry will request the Department of Broadcasting, Television and Electronic Information to handle it. Such websites are not permitted to operate without a license.
Responding to a question about information suggesting the Ministry is being lenient with violations by media outlets, Mr. Tuan affirmed that this information is completely inaccurate. "We penalize media outlets based on legal documents. The penalty will correspond to the severity of the violation; there is no such thing as being lenient," Mr. Tuan asserted.
