There will be no more "lifetime tenure"
On May 19, the 12th Party Central Committee issued a resolution of the 7th Conference "on focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the task".

The Resolution identifies the general goal of building a contingent of cadres, especially strategic-level cadres, with qualities, capacity, prestige, and equal to the task; sufficient in quantity, quality, and structure in line with the strategy of socio-economic development and national defense.
At the same time, ensure a continuous and steady transition between generations, with enough leadership to turn our country into a modern industrialized country by 2030, with a vision to 2045 to become a modern industrialized country, following a socialist orientation, for the goal of a rich people, a strong country, democracy, fairness, civilization, and increasing prosperity and happiness.
Standardize and improve staff quality
Accordingly, by 2020, the Resolution will be institutionalized and concretized into Party regulations and State policies and laws on personnel work, building and managing the staff.
Perfect the power control mechanism; resolutely eliminate the abuse of power and position; prevent and repel degradation, "self-evolution" and "self-transformation" among cadres and party members.
Promote the implementation of the policy of arranging provincial and district party secretaries who are not local people. Complete the construction of job positions and review and restructure the staff at all levels in conjunction with perfecting the streamlined organization and apparatus for effective and efficient operations.
The goal by 2025 is to continue to perfect, standardize, and synchronize regulations, rules, and procedures on personnel work. Basically, the provincial Party Committee secretaries will not be local people and will be completed at the district level; at the same time, this will be encouraged for other positions.
By 2030, a team of leaders and managers at all levels, especially at the strategic level, will be basically built up, equal to the task.
Over 15% of strategic staff are under 45 years old, 40 - 50% are capable of working in an international environment.
20-25% of leaders and managers at the general department, bureau, division, and equivalent levels at the central level are under 40 years old, 50-60% are capable of working in an international environment.
15-20% of provincial leaders and managers are under 40 years old, 25-35% are capable of working in an international environment. Commune-level specialized cadres: 100% have college or university degrees and are standardized in political theory, expertise, professionalism, and work skills.
20-30% of military and police leaders and commanders are capable of working in an international environment.
Form a team of leading experts and scientists in key areas with strengths, reaching regional and world levels. The number of scientific staff reaches at least 11 people per 10,000 people.
The Standing Committees of Party Committees and Party organizations at all levels must have female cadres. The proportion of female Party Committee members at all levels must reach 20-25%; the proportion of female National Assembly and People's Council deputies at all levels must reach over 35%.
In areas with ethnic minorities, there must be leaders who are ethnic minorities suitable to the population structure.
Moving towards abolishing the "lifetime tenure" system
The Resolution of the 7th Central Conference sets out key groups of solutions, first of all raising awareness, strengthening political, ideological, ethical and lifestyle education for cadres and party members.
At the same time, continue to innovate and improve the quality and effectiveness of personnel work. Focus on leadership and direction to resolutely prevent and effectively repel negative and corrupt practices in personnel work.
Continue to innovate the work of recruiting, planning, training, fostering and rotating cadres. Implement the arrangement of provincial and district Party secretaries who are not local people and encourage implementation for other positions, especially the position of Chairman of the People's Committee, if conditions permit.
The resolution also proposes solutions to build a contingent of cadres at all levels with qualities, capacity, and prestige, meeting the requirements of the new period. Emphasize equipping leaders at all levels with knowledge about cadre work. Focus on improving the quality of Party secretaries, leaders at all levels, and grassroots cadres.
Restructure and rearrange the staff at all levels and sectors according to job positions and competency frameworks, ensuring the right person for the right job, reducing the number, improving quality, and rationalizing the structure. Have a mechanism to compete for job positions to improve the quality of the staff, civil servants, and public employees and move towards abolishing the "lifetime tenure" regime.
Complete regulations and rules to strictly control, carefully screen, and promptly replace those with limited capacity, low prestige, poor health, or violations, without waiting for the end of their term, appointment period, or retirement age. Do not use the arrangement of positions, conferring titles, conferring, promoting military ranks, and raising ranks to implement the cadre regime and policies.
Continue to research and pilot a number of policies:
+ Expand the recruitment process to appoint leaders and managers at the department, agency and division levels.
+ The head selects and introduces cadres in the planning to carry out the election process and appoint his/her deputy; the Party Committee Secretary introduces to elect members of the Standing Committee according to a certain process, ensuring the principle of democratic centralism and must be responsible for his/her introduction.
+ Delegate authority to the head to appoint staff in the planning, dismiss direct subordinates and be responsible for his/her decisions.
Do not let people who "buy positions and power" enter the strategic level.
Regarding building a team of strategic-level cadres, priority is given to discovering and selecting from the planning source typical cadres, especially those who have been tested through practice, have outstanding achievements, have specific "products", and have development prospects.
Accurately evaluate the personnel planned, recommended for election, and appointed to strategic positions. Resolutely do not let unqualified people or those who seek positions or power into the strategic staff.
Periodically review and supplement the personnel planning of the Central Executive Committee, Politburo, Secretariat and key leadership positions of the Party, State, and socio-political organizations for each term. Proactively prepare personnel and build the "image" of key leadership positions of the Party, State, and members of the Politburo and Secretariat.
Build and perfect institutions to control power in personnel work according to the principle that all power must be strictly controlled by mechanisms; authority must be bound by responsibility.
Deeply aware of the serious harm caused by the practice of seeking positions and power, considering this as an act of corruption in personnel work. Clearly identify and resolutely and effectively fight against those who show signs and acts of seeking positions and power. Pay attention to political and ideological education, raise the sense of responsibility, self-respect and honor of officials to form a culture of not seeking positions and power.
In addition, promote the role of the people in participating in building the staff. Institutionalize, concretize and effectively implement the regulations of the Politburo and the Secretariat on the supervision and social criticism work of the Vietnam Fatherland Front, socio-political organizations and the people in participating in building the staff.
