Drivers will be managed using unified software nationwide.

The Vietnam Road Administration has just proposed that the Ministry of Transport build a unified software for managing transport business drivers nationwide.

Accordingly, transport business units will update information of each driver from the time they start working at the unit until the end of their work. The information includes recruitment date, contract form, driver's license, traffic safety violations and violation handling results, training courses, and professional training.

Driver management at transport businesses still has many shortcomings.

This will be an important information channel for transport businesses to refer to in the process of recruiting and using drivers as well as serving the rescue and investigation work of law enforcement agencies. In addition, this database also serves the work of evaluating, recognizing, and awarding prizes to safe drivers and transport businesses.

The software will connect to the driver's license management software to synchronize information about the driver, license class and license validity period. At the same time, it will connect to the journey monitoring system to connect data on operating kilometers, speeding violations, and driving time violations for each driver to monitor, correct and serve as a basis for determining whether the driver is eligible to upgrade the driver's license. In particular, the software will connect to medical facilities that organize health check-ups for drivers to update and store information on the results of periodic health check-ups, drug and substance tests of the driver.

According to the Vietnam Road Administration, in recent times, a number of particularly serious accidents have occurred nationwide, the main cause of which is the driver using drugs. When an accident occurs, state management agencies spend a lot of time verifying the driving history of the driver causing the accident to determine the cause of the accident. Driver management at transport businesses still has many shortcomings, some units, for many reasons, force drivers to follow orders, and the supervision and implementation of periodic health check-ups by transport businesses are not strict.

Circular 63/2015/TT-BGTVT of the Ministry of Transport stipulates that transport businesses must manage drivers and update driver information in their personal records. However, this is done manually, in a reactive manner, without connectivity and data sharing to serve management work.
