Seriously and resolutely recover the wrongly received benefits for war invalids.
At the press conference, the Standing Committee of the Provincial People's Council informed the press agencies and journalists about the expected content and program of the 8th session. Accordingly, in this session, the Provincial People's Council will review 30 reports and consider and approve 23 resolutions. The session is expected to question policies for people with meritorious services and ethnic policies; conduct a vote of confidence for positions elected by the Provincial People's Council and conduct personnel work under its authority.
At the meeting, press agencies and journalists highly agreed with the contents that the Provincial People's Council considered and decided at this session.
Journalist Tran Van Hien (Nguoi Lam Bao Magazine) requested the Provincial People's Council to intervene to clarify the responsibilities and solutions to recover money received in advance for cases of "fake war invalids".
Regarding this issue, Ms. Ho Thi Chau Loan - Deputy Director of the Department of Labor, War Invalids and Social Affairs informed that according to the results of the Inspectorate of the Ministry of Labor, War Invalids and Social Affairs, there were 569 cases in the province that did not ensure the documents and procedures to enjoy the policy for war invalids and then there was 1 case that was supplemented to meet the procedural conditions according to regulations.
Thus, the whole province currently has 568 cases. Currently, the Department of Labor, War Invalids and Social Affairs of the province is urging localities to collect with a serious and drastic spirit. However, the current difficulty is that when enjoying the regime, the cases receive monthly with small amounts, but now the collection is with large amounts, while these subjects are old and have difficult income sources. Up to this point, only 2.2/118 billion VND have been collected.
Is there a situation of "punishing for existence"?
Concerned about the management of construction investment, some journalists pointed out the situation of many investors violating the investment in building apartments. Although the authorities have imposed administrative penalties, those violations still exist. Thereby, raising concerns in public opinion - "punishing for existence", administrative discipline is not strict.

Explaining this issue, Deputy Director of the Department of Construction Chu Anh Tuan said that the violations in apartment building investment and construction have been directed by the Provincial Party Standing Committee to be inspected and clarified by the Provincial People's Committee and currently 73 apartment building projects have been inspected and are in the process of completing inspection reports on violations for each project.
Accordingly, demolition will be carried out and if the structure is guaranteed, it will be considered for existence but 50% of the investment level of the violating part must be paid. For constructions violating after January 15, 2018, the only solution is to dismantle the violating part.

Journalist Lang Quoc Khanh (Voice of Vietnam) reported that the issue of granting production land to resettled people of hydropower projects, despite repeated requests, has not been thoroughly resolved. Explaining this content, Director of the Department of Natural Resources and Environment Vo Duy Viet affirmed that this responsibility belongs to the investors and the districts.
Director Vo Duy Viet also said that it is impossible to let people give up their residential land and production land to serve the project to move to a new place, but do not have production land to ensure their livelihood. Therefore, with the responsibility of a superior professional agency, the Department of Natural Resources and Environment will coordinate with other sectors to advise the province to solve this problem as soon as possible.
Many journalists also raised many existing problems and shortcomings in practice as well as expressed concern about the effectiveness of the Provincial People's Council's supervision and innovation in the question-and-answer session at this session.

Speaking at the press conference, Vice Chairwoman of the Provincial People's Council Cao Thi Hien thanked the press agencies and journalists for their responsible comments and suggestions and promised to convey the issues raised in the activities of the Provincial People's Council, and will initially include them in the group discussion and in the hall of the meeting.
The Vice Chairman of the Provincial People's Council also hopes that press agencies will continue to research and contribute ideas to the contents to be considered and approved at the meeting, especially the draft resolutions so that the resolutions are issued in accordance with the law and create a driving force for the province's overall development.
