The national high school graduation exam will be held on computers starting in 2021.
This is a noteworthy new point in the National High School Examination and University/College Admission Reform Plan, which the Ministry of Education and Training (MOET) has recently withdrawn for further refinement.
According to the plan, in the 2017-2018 academic year, the focus will continue on building a standardized exam question bank, improving the differentiation of exam questions based on the current general education curriculum, and gradually orienting the content according to the roadmap for implementing the new general education curriculum.

Regarding the exam format and subjects, the format for 2018, 2019, and 2020 remained stable compared to 2017. From 2021 onwards, the exam formats and subjects will be designed to align with the implementation roadmap of the new general education program; if conditions permit, candidates may be allowed to take the exam on computers.
The Ministry of Education and Training stated that, in order to implement the computer-based testing approach starting in 2021, preparations are needed regarding technical infrastructure, equipment, software for managing the computer-based test question bank, and software for managing and organizing the exams.
It is planned to build 25 satellite centers for the ministry in various regions across the country to conduct computer-based trial exams, helping candidates in the provinces reduce travel costs and ensuring safety and efficiency. At the same time, the exam question bank will continue to be supplemented and improved.
The exam is designed to assess students' abilities, gradually increasing the number of application-level questions and open-ended questions that require candidates to apply their knowledge, skills, interdisciplinary connections, life experience, and social understanding to answer. The exam does not place a heavy emphasis on rote memorization of data and facts or answering according to pre-existing templates...
In fact, the idea of conducting the national high school graduation exam on computers was considered from the moment the Ministry of Education and Training switched most subjects from essay-based to multiple-choice exams and built a question bank to assess competency.
However, due to the large number of candidates taking the high school graduation exam, this requires sufficient time to prepare the necessary facilities, equipment, technical infrastructure, and exam question bank.
