The draft Law on Information Security will be submitted in October.

On June 27th, the workshop on drafting the Law on Information Security, organized by the Ministry of Information and Communications, took place in Da Nang city.

The workshop was chaired by Deputy Minister of Information and Communications Nguyen Minh Hong, with the participation of leaders from provincial Departments of Information and Communications, and representatives from associations, organizations, and businesses in the Central region.

The majority of opinions supported the content of the draft Law on Information Security prepared by the Ministry of Information and Communications.

Delegates argued that, in recent times, the situation regarding online information security has become increasingly concerning, focusing on issues related to national defense, security, finance, banking, and other important matters. The dual nature and borderlessness of the Internet pose a challenge to countries that want to enforce their laws to regulate illegal activities, high-tech crimes, and threats to national defense, security, social order, and the legitimate rights of citizens and businesses. Therefore, a Law on Information Security is urgently needed.

The draft Law on Information Security, comprising 9 chapters and 55 articles, is built on the following principles: institutionalizing the Party and State's guidelines, policies, and strategies on information security; meeting the requirements of sustainable socio-economic development; protecting information and information systems; ensuring national defense, security, sovereignty, and national interests; being consistent with the country's current and future economic and social conditions; and simultaneously meeting the requirements of international economic integration.

The draft law reflects innovative mechanisms and policies in information security activities, creating a favorable and safe environment for economic sectors, contributing to promoting the development of information and communication technology applications in a proactive manner towards international integration, while creating a safe and reliable environment for foreign investors.

The draft Law focuses on regulating the principles and macro policies in information security activities in a modern, synchronized, and long-term stable manner, meeting the requirements of information security for economic, social, national defense, and security development, contributing to the industrialization and modernization of the country and ensuring national security; referencing and selecting experiences from countries with developed information security legal systems and applying them appropriately to the socio-economic conditions in Vietnam.

Based on practical experience in managing and operating in the field of information and communication and the results of reviewing relevant current documents, the Ministry of Information and Communications recognizes that current legal documents related to information security still have certain shortcomings. Therefore, the Ministry of Information and Communications has been assigned the task of leading the drafting of the Law on Information Security. The Ministry will organize workshops in the North, Central, and South regions to solicit broad opinions from agencies, organizations, associations, and businesses both domestically and internationally on the draft Law; incorporate feedback to revise and submit it to the Government for consideration in October 2013.
