Will submit to the National Assembly for consideration the qualifications of National Assembly delegate of Mr. Vo Kim Cu
On the afternoon of April 22, Mr. Nguyen Hanh Phuc, member of the Party Central Committee, member of the National Assembly Standing Committee, General Secretary of the National Assembly, and Head of the National Assembly Office, said that the National Assembly Standing Committee will report to the National Assembly to consider the status of National Assembly delegate for Mr. Vo Kim Cu at the upcoming 3rd Session (May 2017).

The Secretary General of the National Assembly said that at the time of the environmental incident in four central provinces in April 2016, the whole country was preparing for the election of deputies to the 14th National Assembly. Mr. Vo Kim Cu was then introduced by the Vietnam Fatherland Front to run as a representative of the Vietnam Cooperative Alliance.
In the election on May 22, 2016, Mr. Vo Kim Cu was elected by voters of Hong Linh town, Vu Quang district, Huong Son district and Duc Tho district, Ha Tinh province, as a delegate to the 14th National Assembly with 75% of the total valid votes.
After the Formosa incident of polluting the environment in four central provinces, at the first session of the 14th term, there were many opinions suggesting that the National Assembly should consider the qualifications of Mr. Vo Kim Cu as a National Assembly delegate.
At that time, answering the press, the Secretary General of the National Assembly clearly stated his view that we must wait for the official conclusion of the Central Inspection Committee and the Central Party Secretariat on Mr. Vo Kim Cu's violations, specifically what the violations were and to what extent, then the National Assembly Standing Committee can report to the National Assembly to consider Mr. Vo Kim Cu's qualifications as a National Assembly delegate.
On April 21, the Central Party Secretariat announced the conclusion of disciplining the Party Committee of the Ministry of Natural Resources and Environment and a number of officials who committed serious violations in the Formosa waste discharge incident that caused environmental incidents in four central provinces.
Based on the level of violation, the Secretariat has issued a strict disciplinary decision. Accordingly, Mr. Vo Kim Cu was dismissed from the position of Member of the Standing Committee of the Provincial Party Committee for the 2005-2010 and 2010-2015 terms (including dismissal from the positions of Secretary of the Party Committee of the Provincial People's Committee, Deputy Secretary of the Provincial Party Committee, Secretary of the Ha Tinh Provincial Party Committee according to regulations).
The Secretariat's conclusion also stated that Mr. Vo Kim Cu directly signed many documents that were not in accordance with regulations in granting investment certificates; assigning and leasing sea surface; agreeing in principle to allow Formosa Company to self-clear the land to build a wastewater discharge pipeline that was not in accordance with regulations...; lacking responsibility in directing, inspecting, and supervising the implementation of the Project.
Secretary General Nguyen Hanh Phuc said that Mr. Vo Kim Cu's shortcomings were serious and he no longer had enough prestige to be a National Assembly delegate. The National Assembly Standing Committee has grounds to report to the National Assembly to consider Mr. Vo Kim Cu's qualifications as a National Assembly delegate for the 14th term.
The National Assembly Standing Committee will report to the National Assembly in accordance with current legal regulations. The final decision on how to handle Mr. Vo Kim Cu will be decided by the National Assembly at the upcoming 3rd Session.
The Secretary General expressed his personal opinion: When an individual is no longer worthy of the people's trust, he can no longer be a National Assembly delegate./.
