A bypass road connecting National Highways 7A and 7B will be built around Dien Chau urban area.

Accordingly, the Provincial People's Committee proposed supporting Dien Chau district with 100% of the provincial budget's share from land use fees of the four urban areas that have already received planning funding approval (Lach Van riverside urban area in Dien Thanh commune; urban area in Hoi Gon and Sac Mac areas, Dien Thanh commune; urban area in So hamlet, Dien Phuc commune; urban area in Lang Yen area, Dien Phuc commune) to implement the Dien Chau urban bypass road project, section from National Highway 7B to National Highway 7A.

After gathering feedback, the draft Resolution stipulating specific mechanisms and policies to support the construction of the Dien Chau urban bypass road section from National Highway 7B to National Highway 7A will be submitted to the Provincial People's Council for consideration and approval as a basis for implementation.

Dien Chau District is located in the central eastern part of Nghe An Province, situated between the two urban areas of Vinh City and Hoang Mai Town; with a total natural area of ​​306.93 km².²It comprises 1 town and 36 communes.

This district has the second largest population among the 21 districts, towns, and cities of Nghe An province, after Vinh City. Its administrative area stretches from north to south, with over 25km of coastline, mountains, forests, rivers, etc., possessing great potential for tourism and marine economic development.

Dien Chau is also the only district in Nghe An province with three important economic corridors of the province passing through it: the Eastern Coastal Economic Corridor connected to National Highway 1, the North-South Expressway, the coastal road, the national railway, and the coastal road; the National Highway 7 Economic Corridor; and the National Highway 48 Economic Corridor.

According to Resolution No. 39-NQ/TW dated July 18, 2023, of the Politburo and the Nghe An Provincial Planning for the period 2021-2025, with a vision to 2050, Dien Chau is identified as one of the six central urban areas of Nghe An province.

In July 2023, the Standing Committee of the Nghe An Provincial Party Committee approvedDien Chau District Regional Construction Planning Project, Nghe An province for the period 2021 - 2030, with a vision to 2050. Subsequently, on August 11, 2023, the Provincial People's Committee issued Decision No. 2485/QD-UBND approving the Construction Planning of Dien Chau district for the period 2021 - 2030, with a vision to 2050.

The Dien Chau District Regional Planning Project is developed in the following direction:

1. Focus area (the central urban area of ​​Phu Dien, aiming to achieve Type IV urban status by 2025; orientation to develop Dien Chau district into a town-level urban area before 2030 and achieve Type III urban status).

3 development corridors (Maritime economic corridor; Urban-service-commercial service corridor (concentrated in the East, connected to National Highways 1 and 7); Ecological corridor, which is the area west of National Highway 1A).

1. Development driver (Southeast Nghe An Economic Zone, with the current situation in Dien Chau district having 6 communes belonging to the Economic Zone, and in the future, it is expected to expand to include 2 more communes, Dien Loi and Minh Chau).

The implementation of the district's regional planning project will gradually develop Dien Chau into one of the province's major industrial and service centers; focusing on upgrading Phu Dien town as a connecting point between the western districts and Vinh City, the Southeast Economic Zone, and the coastal districts.

Subsequently, after the Standing Committee of the Nghe An Provincial Party Committee gave its opinion and approved it in March 2024, the People's Committee of Nghe An Province issued Decision No. 1675/QD-UBND, dated July 5, 2024, approving it.General urban planning of Phu Dien expanded area(Survey rate 1/10,000) Dien Chau district, Nghe An province.

The expanded Phu Dien urban master plan covers an area of ​​3,800 hectares, with a planning period extending to 2040 and a vision to 2050 (initial phase to 2030); encompassing the entire administrative boundaries of Dien Chau town; the communes of Dien Phuc, Dien Tan, Dien Thanh, Dien Ngoc, Dien Ky, Dien Bich, Dien Hoa, and a southern part of Dien Kim commune, Dien Chau district.

The planning project also clearly shows the spatial development orientation, including the planning of a new district-level administrative center and urban area in Dien Hoa commune. The land area is 32.38 hectares, with a maximum building density of 40% and a maximum height of 10 floors.

Currently, Dien Chau district is focusing its efforts on concretizing the two important planning projects mentioned above, striving to meet the criteria and be recognized as a town by 2027, the year marking the 1,400th anniversary of the name Dien Chau.

Last August,Secretary of the Nghe An Provincial Party Committee, Thai Thanh Quy, held a working meeting with the Standing Committee of the Dien Chau District Party Committee.Emphasizing the central goal of transforming Dien Chau district into a town by 2027, the head of the Nghe An Provincial Party Committee urged the district to promptly review all legally mandated criteria and set a completion timeline. The District Party Committee needs to issue a Resolution focusing on leadership and direction, and the District People's Committee should develop a plan and action program to implement the transformation of Dien Chau district into a town.

The Secretary of the Nghe An Provincial Party Committee also requested the effective mobilization and utilization of resources at the district, provincial, and central levels to achieve the above objectives; in particular, it is necessary to promptly advise the Provincial Party Standing Committee to consider issuing a Resolution on the construction and development of Dien Chau district, as a political basis for the Provincial People's Council to issue a Resolution on specific mechanisms and policies for the district.
