Dien Chau urban bypass will be built connecting National Highway 7A and 7B.

Currently, Nghe An Provincial People's Committee is proposing specific mechanisms and policies to support the construction of Dien Chau urban bypass.

Accordingly, the Provincial People's Committee proposed to support Dien Chau district with 100% of the provincial budget from land use fees of 04 urban areas that have had a plan to finance planning (Urban area along Lach Van river, Dien Thanh commune; Urban area in Hoi Gon, Sac Mac, Dien Thanh commune; Urban area in So hamlet, Dien Phuc commune; Urban area in Lang Yen area, Dien Phuc commune) to implement the Dien Chau urban bypass project, from National Highway 7B to National Highway 7A.

After collecting opinions, the draft Resolution on Regulations on specific mechanisms and policies to support the construction of the Dien Chau urban bypass route from National Highway 7B to National Highway 7A will be submitted to the Provincial People's Council for consideration and approval as a basis for implementation.

Dien Chau district is located in the center of the East of Nghe An province, between the two urban areas of Vinh city and Hoang Mai town; with a total natural area of ​​306.93km2, including 1 town and 36 communes.

This is the second most populous district among 21 districts, cities and towns of Nghe An province, after Vinh city. The administrative area of ​​the district stretches from North to South with more than 25km of coastline, with mountains, forests, rivers... with great potential for tourism development and marine economy.

Dien Chau is also the only district in Nghe An that has 3 important economic corridors of the province passing through: Eastern coastal economic corridor connected to National Highway 1, North-South expressway, coastal road, national railway and coastal road; National Highway 7 economic corridor; National Highway 48 economic corridor.

According to Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo and the Planning of Nghe An province for the period 2021 - 2025, with a vision to 2050, Dien Chau is determined to be built into 1 of 6 central urban areas of Nghe An province.

In July 2023, the Standing Committee of Nghe An Provincial Party Committee approvedConstruction planning project of Dien Chau district, Nghe An province for the period 2021 - 2030, with a vision to 2050. Then, on August 11, 2023, the Provincial People's Committee issued Decision No. 2485/QD-UBND approving the Construction Planning of Dien Chau district for the period 2021 - 2030, with a vision to 2050.

The Dien Chau District Regional Planning Project is established in the following directions:

1 focus (Phu Dien urban center area, by 2025 reaching type IV urban area; orientation to build Dien Chau district to become a town-level urban area before 2030 and reach type III urban area).

3 development corridors (Marine economic corridor; Urban - service - commercial service corridor (concentrated in the East connected to National Highways 1 and 7); Ecological corridor is the area west of National Highway 1A).

1 development driving force (Southeast Nghe An Economic Zone with the current status of Dien Chau district having 6 communes in the Economic Zone and in the future it is expected to expand to 2 more communes, Dien Loi and Minh Chau).

The implementation of the District Planning Project will gradually build Dien Chau into one of the province's major industrial and service centers; focusing on upgrading Phu Dien urban area as a connection point between the western districts with Vinh city, the Southeast economic zone and coastal districts.

Next, after the Standing Committee of Nghe An Provincial Party Committee gave its approval in March 2024, Nghe An Provincial People's Committee issued Decision No. 1675/QD-UBND, dated July 5, 2024 approvingGeneral planning of Phu Dien urban expansion(scale 1/10,000) Dien Chau district, Nghe An province.

The general urban planning project of Phu Dien expansion is established on an area of ​​3,800 hectares, with a planning period until 2040, vision to 2050 (first phase until 2030); including the entire administrative boundary of Dien Chau town; communes: Dien Phuc, Dien Tan, Dien Thanh, Dien Ngoc, Dien Ky, Dien Bich, Dien Hoa and a part of the South belonging to Dien Kim commune, Dien Chau district.

The planning project also clearly shows the spatial development orientation, including the planning of a new district-level administrative center and urban area in Dien Hoa commune. The land area is 32.38 hectares, the maximum construction density is 40%, and the maximum height is 10 floors.

Currently, Dien Chau district is focusing on concretizing the above two important planning projects, striving to meet the criteria and be recognized as a town in 2027, the 1,400th anniversary of the name Dien Chau.

Last August,Nghe An Provincial Party Secretary Thai Thanh Quy worked with the Standing Committee of Dien Chau District Party Committee.emphasizing the key goal of building Dien Chau district into a town by 2027. From now until then, there is not much time left, the head of Nghe An Provincial Party Committee requested the district to urgently review the entire system of criteria according to the law and set a completion schedule. The District Party Committee Executive Committee needs to issue a Resolution on focusing on leadership and direction, the District People's Committee needs to develop a plan and action program to implement to build Dien Chau district into a town.

The Secretary of Nghe An Provincial Party Committee also requested to mobilize and effectively use resources at district, provincial and central levels to achieve the above goals; in which, it is necessary to promptly advise the Provincial Party Committee Standing Committee to consider issuing a Resolution on the construction and development of Dien Chau district, as a political basis for the Provincial People's Council to issue a Resolution on specific mechanisms and policies for the district.
