Tightening Party discipline is an inevitable requirement when the Party plays the role of leading the country. To lead, one must inspect. Failure to inspect is considered failure to lead.
Today (October 16), the Party inspection sector marks 70 years since its establishment. Based on the requirements and tasks of Party building and maintaining discipline within the Party, on October 16, 1948, the Party Central Committee Standing Committee decided to establish the Central Inspection Committee - the first specialized inspection agency of the Party. Over the past 70 years, the Party inspection sector has gone through the stages of the country's development and those working in the Party inspection sector have the right to be proud of their contributions to the Party's revolutionary cause.

President Ho Chi Minh once said: "A nation, a party whose every person was great yesterday, had great appeal, will not necessarily be loved and praised by everyone today and tomorrow, if their hearts are no longer pure, if they fall into individualism". Imbued with Uncle Ho's teachings, the Party determined: tightening Party discipline is an inevitable requirement.
5 years: Disciplinary action against more than 4,300 cadres and party members
Over the past 5 years (from 2013 to present), Party committees and inspection committees at all levels have inspected, supervised and disciplined more than 4,300 cadres and party members for corruption and intentional violations. Through inspections and examinations, recommendations have been made to recover and handle more than 400,000 billion VND and more than 18,500 hectares of land, and 515 cases with signs of criminal law violations have been transferred to competent authorities for investigation and handling in accordance with the law.
Notably, with the involvement of the Party inspection agency, many particularly serious corruption and economic cases have been accelerated in terms of investigation, prosecution, and timely and strict trial before the law, including those involving high-ranking leaders, incumbent officials, and retired officials, such as the case of Dinh La Thang, Trinh Xuan Thanh and accomplices, the case involving Phan Van Anh Vu (Vu "aluminum"), Pham Cong Danh, etc.
Since the beginning of the 12th term (January 2016), 56 cadres under the Central Committee's management have been disciplined. This is a breakthrough in the Party's inspection and discipline work, tightening discipline and order in the Party and State apparatus, which has been widely agreed upon, supported and highly appreciated by cadres, party members and people.
Party inspection work ensures fairness, accuracy, timeliness, and "understanding and reason" and contributes significantly to building a healthy social environment for socio-economic development.
The inspection work is done methodically, firmly, clearly, to the point of conclusion, handling and thoroughly correcting violations.
People agree and support
Recently, the conclusions of the Central Inspection Commission have been received by the people with excitement and trust.
Mr. Duong Quang Phai - a veteran party member in Doi Can ward, Ba Dinh district, Hanoi, likened the party inspection agency to a "pioneer agency", a "breakthrough", opening the door wide for other functional agencies, including the investigation agency, to clarify the nature of the problem, not only disciplining the party but also handling it legally.
According to Mr. Phai, one of the innovations of the Central Inspection Commission in the first half of this term is to publicly announce the inspection results, unlike the previous period when it was only announced internally, causing more or less skepticism among the people. Such publicity, on the one hand, is a database for people to monitor anti-corruption work, and on the other hand, it is a deterrent and warning to those who intend to violate.
“This is not a denunciation, but there must be sufficient and authentic evidence to correctly assess the violations of cadres and party members. On that basis, there must be the most appropriate form of handling, both humane and so that the person being handled is convinced,” Mr. Phai added.
Mr. Doan Kha Dinh (a retired cadre in Chuong Duong ward, Hoan Kiem district, Hanoi) said that the conclusions about recent signs of violations by Party organizations and Party members are "conclusions that are popular with the people". Because in the past, there were areas and individuals that seemed to be "forbidden zones", but with the responsibility and thorough involvement of the Party's inspection agency, those hidden corners have gradually been revealed.
“I want to emphasize the responsibility of setting an example for cadres and party members, especially those working in Party inspection. They must be examples of purity and integrity to be able to speak for others,” Mr. Dinh emphasized.
According to Associate Professor, Dr. Nguyen Van Giang - Deputy Director of the Institute of Party Building, Ho Chi Minh National Academy of Politics, after visiting many localities across the country, he found that public opinion welcomed the working style of the inspection teams under the Central Inspection Committee. The Deputy Director of the Institute of Party Building said: “I heard from my colleagues that it is very difficult to influence the working process of the inspection teams. They work very seriously, responsibly, objectively, and impartially. Perhaps, this is also the working style that localities need to learn and follow. Only then can we have accurate, honest conclusions that are not influenced by group interests.”

Drawing on his five years of experience in leading the Central Steering Committee on Anti-Corruption, General Secretary Nguyen Phu Trong emphasized the need to tighten discipline and order within the Party. At the 14th meeting of the Central Steering Committee on Anti-Corruption on August 16, 2018, the General Secretary affirmed that Party discipline must come first, as an important premise for criminally handling corrupt officials.
Party discipline must be stricter than state discipline and union discipline. This motto has also been determined by the Central Inspection Commission in the coming years to build and rectify the Party more resolutely and strongly.
At the 70th anniversary of the Party Inspection Sector's tradition on October 12, Mr. Tran Quoc Vuong, Politburo member and Standing member of the Secretariat, emphasized the "political determination" in cleaning up the Party through inspection, supervision and Party discipline activities. Mr. Vuong said that when signs of violations are detected, they must be promptly inspected, resolutely and thoroughly handled, and resolved. The inspection conclusion must be clear and transparent, and the handling must be fair and objective, avoiding the situation of "waiting and waiting", "heavy on the top, light on the bottom".
Whether or not there is a situation of “hot above, cold below” in the Party inspection work, answering this question, Mr. Ha Quoc Tri - Member of the Central Inspection Commission, spokesman of this agency affirmed: The top is hot and the bottom is also starting to heat up. Reality shows that the Party inspection agencies in some localities have stepped in, recommending the handling of many erring cadres. In addition, implementing regulation 30 on inspection, supervision and Party disciplinary action, the Central Inspection Commission can conduct inspections down to the district level so that the provincial level can see its responsibility in managing cadres. This has been piloted in Tra Vinh city (Tra Vinh province) and Huong Hoa district (Quang Tri) and violations have been detected.
