The Provincial People's Committee issued Official Dispatch No. 4852/UBND-NC dated June 16, 2023 on strengthening state management of the implementation of regulations on signals of priority vehicles.
In the past time, the implementation of Decree No. 109/2009/ND-CP dated December 1, 2009 of the Government regulating the signals of priority vehicles and Joint Circular No. 04/2012/TTLT-BCA-BCT dated March 8, 2012 of the Minister of Public Security and the Minister of Industry and Trade regulating the signaling equipment of priority vehicles has been seriously implemented by departments, branches, agencies, units and localities in the province, especially the issuance, management, installation and use of signals of priority vehicles have basically met the requirements for performing urgent tasks as prescribed by law.
However, there are still cases of improper and incomplete compliance with regulations on the use of priority signals, notably the installation of priority signals that are not in accordance with regulations; some cases of abuse of signal use when not on urgent missions; some vehicles are no longer eligible for priority in serving the work of preventing and fighting epidemics and natural disasters because the vehicles have changed their purpose of use but continue to use priority lights and sirens for the wrong purposes, install priority lights and sirens that are not in accordance with regulations...

To rectify the above-mentioned shortcomings and limitations and strengthen state management of the implementation of regulations on signals of priority vehicles in accordance with the law, the Provincial People's Committee requests:
Provincial departments, branches, People's Committees of districts, cities and towns
- Continue to direct and organize the serious and effective implementation of Decree No. 109/2009/ND-CP dated December 1, 2009 of the Government regulating the signals of priority vehicles and Joint Circular No. 04/2012/TTLT-BCA-BCT dated March 8, 2012 of the Minister of Public Security and the Minister of Industry and Trade regulating the signal equipment of priority vehicles for vehicles under the management of agencies and units.
- Directing the functional forces to organize self-inspection, review, and comparison of the License to use signaling devices of vehicles with priority rights for vehicles that have been installed with priority signaling devices according to the provisions of Decree No. 109/2009/ND-CP and Joint Circular No. 04/2012/TTLT-BCA-BCT. For cases of incorrect installation and use of priority signals, they must be corrected and removed to ensure that the installation and use of priority signaling devices are in accordance with the provisions of law.
Review and propose to issue the License to use the signaling device of priority vehicles for vehicles under management and use according to regulations. At the same time, proactively coordinate with the Provincial Police (Traffic Police Department) to revoke the License to use the signaling device of priority vehicles for cases where priority vehicles have installed the priority signaling device but it is damaged, old, or has expired; priority vehicles have changed the purpose of use or been liquidated; the License to use the signaling device of priority vehicles has expired.
- Directing propaganda and reminding drivers of agencies and units to only use signals of priority vehicles when performing urgent tasks, transporting or rescuing patients according to the provisions of Decree No. 109/2009/ND-CP and Joint Circular No. 04/2012/TTLT-BCA-BCT, specifically as follows:
Vehicles on duty in an emergency situation are vehicles used to carry out special measures when there is a serious threat to national security and social order and safety, or when there is a major disaster or dangerous epidemic.
+ Signals of dike protection vehicles; vehicles on dike rescue duty have a "DIKE PROTECTION" flag placed at the front of the vehicle on the left side of the driver.
+ Vehicles performing tasks to overcome natural disasters, epidemics or vehicles performing tasks in emergency situations as prescribed by law must comply as follows: Vehicles performing tasks to overcome natural disasters, epidemics must have their own sign; vehicles performing tasks in emergency situations as prescribed by law must have an "EMERGENCY" flag placed at the front of the vehicle on the left side of the driver.
Note: According to regulations on dike protection vehicles, vehicles on duty in emergency situations are not allowed to be equipped with priority signal horns.
- An ambulance on an emergency mission is a vehicle that is transporting an emergency patient or picking up an emergency patient. Signals of an ambulance on an emergency mission: The ambulance has a rotating light or a red flashing light mounted on the roof of the vehicle, and a siren that gives a priority signal.

Provincial Police
- Have a plan to organize inspection, review, and handle violations regarding the management, installation, and use of signaling devices of priority vehicles. In particular, direct the Traffic Police Department and the Public Security of districts, cities, and towns to organize a review of the list of priority vehicles in the whole province; promptly recall them.
License to use signaling equipment of priority vehicles for cases where priority vehicles have installed priority signaling equipment but are damaged, worn out, or have expired; priority vehicles have changed their purpose of use or have been liquidated; license to use signaling equipment of priority vehicles has expired. Summarize the review results and report to the Ministry of Public Security and the Provincial People's Committee for monitoring and direction.
- Directing the Traffic Police force through patrolling, controlling, and handling violations of traffic order and safety, proactively inspecting vehicles that install and use priority signaling devices according to legal regulations; focusing on handling violations: Installing priority signaling devices that are not in accordance with the regulations of the License to use signaling devices of priority vehicles; abusing the use of signals when the vehicle is not on an emergency mission, not transporting or rescuing patients (for ambulances); installing and using priority signaling devices for vehicles that are not the right priority vehicles.
Request provincial departments, branches, sectors, People's Committees of districts, cities, and towns to strictly organize implementation. During the implementation process, if there are any difficulties or problems, promptly report to the Provincial People's Committee (through the Provincial Police) for guidance and direction.
