'Super binoculars' help police detect drivers texting while driving

According to Petapixel, drivers who text or use their phones while driving in British Columbia (Canada) will be heavily fined. Even when the car is stopped at a red light at an intersection, this action is not allowed. However, the difficulty for law enforcement in this country is how to collect evidence.
To keep costs down and still achieve maximum effectiveness, Canadian police use a DSLR camera, a 50mm lens, and a Spotting Scope, which works similarly to a telescope but is smaller and cheaper than investing in a good quality 500mm lens.
Thanks to this device, texting while driving can be detected at a maximum distance of up to one kilometer. However, the limitation is that police can only capture images of vehicles moving at speeds below 100 km/h.
