'How can an average graduate be admitted?'
(Baonghean.vn) - Chairman of the People's Committee of Ky Son district Nguyen Thanh Hoang affirmed that students with average qualifications have no chance of passing the civil servant and public employee recruitment exam.
On the afternoon of May 11, the Provincial People's Council's monitoring delegation led by Ms. Lo Thi Kim Ngan - Head of the Provincial People's Council's Ethnic Minority Committee had a working session in Ky Son district on the implementation of policies for ethnic minority cadres, civil servants and public employees. During the period 2014-2016, the reception, recruitment and use of cadres, civil servants and public employees who are ethnic minorities were carried out by Ky Son in accordance with legal regulations, ensuring publicity and transparency.
In communes and towns in the district, there are currently a total of 489 cadres, civil servants and public employees, including 345 ethnic minority cadres and civil servants, accounting for 70.6%; the number of cadres meeting the standards of rank and job position is 184 people (university degree), accounting for 41.62%.

The district always pays attention to and focuses on introducing ethnic minority cadres, civil servants and public employees into the planning to participate in Party committees at all levels. In addition, the development and implementation of annual training and development plans for ethnic minority cadres, civil servants and public employees are carried out effectively and with quality.
Ky Son is a remote mountainous district among the 64 poorest and most disadvantaged districts in the country, 250 km from the provincial center, with a population of 76,680 people, including the following ethnic groups: Mong (36%), Thai (27%), Kho Mu (32%), Kinh and Hoa (5%). |

However, according to district statistics, there are still 171 university graduates who are unemployed, of which 26 are in the selection system, majoring in Medicine, Pharmacy; Pedagogy; Agriculture, Forestry; Law and Economics.
“In 2016, the district received and arranged jobs for 2 university graduates under the recruitment system to work in departments and offices of the district People's Committee, while 26 students do not know where to arrange their jobs,” said Mr. La Van Chanh - Vice Chairman of the district People's Committee.
Regarding this issue, the district believes that the reason is due to the mechanism and policies for solving employment for ethnic minority students after graduation, especially the recruitment system, which still has many problems. Along with that, there are some inconsistent recruitment policies; the construction and proposal of initial recruitment targets are not close to reality.

Speaking at the meeting, Mr. Nguyen Thanh Hoang - Chairman of the District People's Committee affirmed that the district has paid attention to implementing propaganda work well and substantially, so that families and ethnic minority students can receive better career guidance, contributing to reducing the situation of studying practical professions that are not in demand, causing unemployment.

Mr. Hoang also expressed his opinion that the current recruitment policy is still very inadequate, both in the training process and in use. “The students who are recruited to study are not needed for local occupations. Instead of training what the school has, we must train what the locality needs. After the students graduate, using the recruitment policy is also inadequate. If the recruited students have average academic performance, they will never pass the civil servant and public employee recruitment exam, even if they reach the maximum test and interview scores, because the study score is calculated by a coefficient of 2 according to regulations,” the Chairman of the People’s Committee of Ky Son district analyzed.
Mr. Nguyen Thanh Hoang suggested that it is necessary to set a certain percentage in the recruitment quota for civil servants and public employees to prioritize cases of nomination, gradually resolving the current backlog of cases.
Mr. Vi Hoe - Secretary of Ky Son District Party Committee said that the province should add separate policies for districts 30a including Ky Son, Tuong Duong, Que Phong and Quy Chau: "Every year the province should consider arranging a number of recruitment slots for civil servants and public employees specifically for local people and those who are eligible for recruitment, otherwise it will be very difficult to arrange jobs for these people".

In her concluding remarks, Head of the Ethnic Minority Committee of the Provincial People's Council Lo Thi Kim Ngan acknowledged the positive results that Ky Son district has achieved in implementing policies and regimes for ethnic minority cadres, civil servants and public employees in the area during the 2014-2016 period; at the same time, she emphasized the shortcomings and unreasonable points discovered during the monitoring. Specific recommendations, emerging from local practices, will be compiled, studied and classified into groups of recommendations for district, provincial and central ministries and branches, thereby finding solutions.
Previously, the working delegation had learned about the implementation of policies and regimes for ethnic minority cadres, civil servants and public employees at the office of Pha Danh commune, Ky Son district, and listened to difficulties, inadequacies and recommendations from the grassroots on this issue.
