Nghe An Department of Transport responds to voters' opinions on handling oversized and overloaded vehicles
(Baonghean.vn) - The Department of Transport responded to voters' suggestions on handling oversized and overloaded vehicles on provincial roads.
Pursuant to Official Dispatch No. 5414/HĐND-TH dated July 4, 2023 of the Provincial People's Committee on handling voters' opinions and recommendations before the 14th session of the 18th Provincial People's Council. After studying the content of the Official Dispatch, based on the assigned tasks, on the basis of the Official Dispatch coordinating responses from relevant units and localities, the Department of Transport has issued a document responding to voters' recommendations, including the issue of handling oversized and overloaded vehicles as follows:
* Voters in Hung Tay, Hung Yen Nam, Hung Yen Bac, Hung Trung, Hung Tan, Long Xa, Hung Thong communes and Hung Nguyen town, Hung Nguyen district reported that DT.542C and DT.542E are seriously overloaded, with a large number of people and vehicles, especially heavy trucks. They requested solutions to overcome this situation and install traffic lights at intersections.
Department of Transport:Provincial roads 542C and 542E have a very high traffic density, with many intersections with level crossings; in recent times, the number of vehicles serving the construction of the North-South Expressway project has increased dramatically on the route, including many heavy trucks regularly traveling. To ensure traffic safety on the route, the Department of Transport has directed the management unit to strengthen regular maintenance work; add many signs, speed limit signs, signs limiting densely populated areas, warning signs; at level crossings with provincial roads, many warning signs have been added and speed bumps have been painted; traffic safety work of contractors working on the road in operation has been regularly inspected...
- To protect the road traffic infrastructure and ensure traffic safety on the route, the Department of Transport has directed the Traffic Inspectorate to strengthen patrols, coordinate with the Traffic Police of Hung Nguyen district to promptly handle oversized and overloaded vehicles. The work of checking vehicle load will continue to be maintained and strengthened in the coming time; at the same time, the Department has requested construction units and investors to sign a commitment not to use overloaded vehicles during construction.
Regarding the proposal to install traffic lights at intersections: In the past, the Department of Transport has inspected and implemented many items to ensure traffic safety such as installing additional warning signs, painting speed bumps at intersections, especially at locations with large crowds and frequent traffic... The Department of Transport has compiled a list of intersections and requested the Provincial Traffic Safety Committee to conduct a survey to install additional warning lights at intersections on the route in the near future.
Provincial Road 534 (running through 3 communes of Ngoc Son - Lam Son - Boi Son), trucks carrying sand and gravel are scattered everywhere, causing pollution and traffic safety problems. We request inspections so that vehicle owners strictly comply with the law, put an end to the situation of oversized and overloaded vehicles, ensuring the environment and people's lives.
Department of Transport:Since the beginning of 2023, with the synchronous and drastic deployment of functional forces, the situation of overloaded and oversized cargo vehicles has significantly decreased on national highways and provincial roads.
In the first 6 months of the year, the Department of Transport has directed the Department Inspectorate to be proactive in inspecting and handling the above violations. Thereby, traffic safety order has been basically restored on the routes, including the DT.534 route that voters reported. However, due to the small force (32 positions), mainly working during office hours, there are times and places where inspection and handling have not been completed in all areas (especially from evening to early morning), so there are still some vehicles violating the regulations of transporting oversized and overloaded goods on some routes as voters reported.
To resolve voters' petitions, in the coming time, the Department of Transport has directed the Department Inspectorate to continue to arrange human resources, coordinate with functional forces to strengthen inspection and handling of vehicles violating the regulations on transporting oversized and overloaded goods on routes under the state management authority of the Department of Transport; in particular, implementing the Plan to inspect, examine and handle violations of vehicle weight at the source of goods; establishing inspection teams to handle violations of road vehicle weight, loading goods on cars at cargo loading and unloading hubs in the province...
* Voter Nguyen Van Khiem, a cadastral officer of Nam Nghia commune, Nam Dan district, reported that the situation of oversized and overloaded vehicles circulating in the area directly affects the quality of commune and hamlet roads, but the commune police force has not handled the situation. Propose solutions to overcome this.
Department of Transport:According to Decree 100/2019/ND-CP of the Government regulating administrative sanctions for traffic violations, the Chairman of the People's Committee at district and commune levels, the Chief of the Police at district and commune levels, and the People's Police officers all have the authority to sanction administrative violations in the field of road traffic within the scope of local management.
Therefore, to resolve the voters' petition, the district-level local authorities are requested to strengthen propaganda and mobilize organizations and individuals doing business in freight transport services, and mine owners in the area to strictly comply with regulations on load capacity, ensuring traffic safety; direct the functional forces of the district and commune to inspect and handle violations of vehicle load capacity on district roads, commune roads, village roads, and hamlets according to their authority. The Department of Transport directs the Department's Inspectorate to actively coordinate with the functional forces of the district and commune to inspect and handle violations right from the beginning of the goods' departure points, thereby preventing as much as possible the vehicles violating the regulations on oversized and overloaded loads when traveling on the roads.
