Nghe An Department of Labor, War Invalids and Social Affairs trains on new ordinance on meritorious people
(Baonghean.vn) - On the morning of April 20, the Department of Labor, Invalids and Social Affairs organized a training course to guide and implement new ordinances and decrees on preferential treatment for people with revolutionary contributions.
Attending the training conference and directly reporting the topic to the Central Government was comrade Nguyen Duy Kien - Deputy Director of the Department of Meritorious People, representing the Ministry of Labor, Invalids and Social Affairs.
On the provincial side, there was comrade Doan Hong Vu - Member of the Provincial Party Executive Committee, Director of the Department of Labor, Invalids and Social Affairs.

Based on practical requirements, on December 9, 2020, the Standing Committee of the National Assembly issued Ordinance No. 02/2020/UBTVQH14 on Preferential Treatment for People with Revolutionary Contributions. This amendment to the Ordinance has received the attention of the general public and of people with Revolutionary Contributions in particular, in accordance with the contributions of each subject and the socio-economic conditions of the country.

The Ordinance on preferential treatment for people with revolutionary contributions and the guiding documents this time have many new contents, directly affecting the regime and policies of many subjects who are people with revolutionary contributions.
This training program will help agencies, units, and policy-making officials at all levels more clearly define work content, deadlines, progress, and effective coordination mechanisms in implementation.
The training conference will take place in 1 day, including 06 important topics, and at the same time discuss and solve difficulties and problems in the process of implementing preferential policies for people with meritorious services at the grassroots level. The topics to be trained include: Recognition and settlement of preferential policies for people who participated in revolutionary activities from January 1, 1945 to the August 1945 general uprising; recognition and settlement of preferential policies for war invalids and martyrs; Regulations on implementing other preferential policies for people with meritorious services to the revolution; Management of records of people with meritorious services; Identification of remains of martyrs with missing information and management of works commemorating martyrs and martyrs' graves; Organization, management and use of gratitude funds; Levels of allowances, subsidies, preferential policies for people with meritorious services to the revolution and resources for implementing preferential policies for people with meritorious services to the revolution.
Specifically, new points on conditions, subjects, procedures, and documents for resolving a number of policies and regimes such as:
- The regime for war invalids who are also sick soldiers or war invalids who are also enjoying the regime of loss of working capacity (Prescribed in Articles 43 and 44 of Decree 131/2021/ND-CP dated December 30, 2021).
- Restoring the sick soldier regime for cases assessed before January 1, 1995 and eligible for sick soldier regime, the preferential allowance will be determined according to the first illness record.
- In case the biological child of a resistance fighter is infected with toxic chemicals but the direct beneficiary (father or mother) has not yet received the subsidy regime, the monthly subsidy regime will be resolved, the time to receive the subsidy will be from the following month from the date the Department of Labor, Invalids and Social Affairs issues the decision to resolve the preferential regime (stipulated in Clause 2, Article 56, Decree 131/2021/ND-CP dated December 30, 2021)
