Hanoi Department of Home Affairs has 8 Deputy Directors

According to Decree 24/2014/ND-CP of the Government, Hanoi Departments have no more than 4 Deputy Directors. However, Hanoi Department of Home Affairs has 8 Deputy Directors - "inflation" of 4 people compared to the regulation.

Information posted on the Hanoi Department of Home Affairs portal shows that the number of leaders of this Department is up to 9 people, including 1 Director and up to 8 Deputy Directors.

Specifically, the current head of the Department of Home Affairs is Mr. Tran Huy Sang - Director; 8 Deputy Directors of the Department of Home Affairs include Mr. Nguyen Ngoc Viet, Nguyen Van Hieu, Phung Van Thiep, Nguyen Dinh Hoa, Ngo Anh Tuan, Le Van Cuu, Phung Minh Son and Ms. Nguyen Thi Thuy.

Hanoi Department of Home Affairs "inflates" 4 Deputy Directors

According to Decree 24/2014/ND-CP of the Government on regulations on the organization of specialized agencies under the People's Committees of provinces and centrally-run cities, the Department of Home Affairs currently has up to 4 Deputy Directors.

Specifically, Decree 24 clearly states that the number of Deputy Directors in provinces and cities shall not exceed 3 people. In particular, the number of Deputy Directors of Departments under the People's Committees of Hanoi and Ho Chi Minh City shall not exceed 4 people.

The Hanoi Department of Home Affairs is an advisory body, assisting the City People's Committee in terms of organizational structure; job positions; civil servant payroll... but the number of Deputy Directors at the level of "inflation" up to 4 people has caused public concern.

Ms. Nguyen Thi Lieu - Chief of Office of Hanoi Department of Home Affairs said that previously the Department of Home Affairs only had 4 Deputy Directors. However, before the Hanoi Party Congress (November 2015), the number of deputy directors of this department increased.

“Before the Congress, there were two people who were not old enough to be re-elected and were transferred to the Department to work as Deputy Directors until retirement age. The remaining two were the Head of the Emulation and Reward Committee and the Head of the Religious Committee – Deputy Directors,” Ms. Lieu explained.
