Department of Home Affairs responds to voters' opinions on early salary increase and staff streamlining allowance

(Baonghean.vn) - The Department of Home Affairs and the Department of Finance have promptly advised the Provincial People's Committee to promptly resolve the regime for cadres, civil servants, public employees and workers. If there are any problems with their regime, voters are requested to discuss with the District-level Department of Home Affairs and the Department of Home Affairs for timely handling.

Pursuant to Official Dispatch No. 481/HĐND-TT dated December 22, 2023 of the Provincial People's Council on handling voters' opinions and recommendations reflected via the online telephone line at the 17th Session of the Provincial People's Council, the Department of Home Affairs responds to the following contents:

Mr. Ho Anh Dung - Chairman of the People's Committee of An Hoa commune, Quynh Luu district, reflected that Document No. 2333/SNV-CCVC dated August 22, 2023 of the Department of Home Affairs stated that civil servants who received periodic salary increases in 2023 without being considered for early salary increases were inappropriate.

Reply:Official dispatch No. 2333/SNV-CCVC dated August 22, 2023 of the Department of Home Affairs responded to a number of districts on early salary increase. Accordingly, cases with regular salary increase in 2024 will be considered for early salary increase in 2023 in accordance with the provisions of Circular No. 08/2013/TT-BNV dated July 31, 2013 and No. 03/2021/TT-BNV dated June 29, 2021 on guidelines for implementing the regular salary increase regime, early for cadres, civil servants, public employees and workers and Decision No. 12/2023/QD-UBND dated June 9, 2023 of the Provincial People's Committee on promulgating the Regulation on early salary increase for cadres, civil servants, public employees and workers in Nghe An province.

Mr. Nguyen Xuan Dong, residing in Hamlet 5, Hung Dao Commune, Hung Nguyen District, reported that he was a former civil servant of the commune who retired under the policy of streamlining the payroll, however, up to now, he has not received the full amount of allowance according to Decree 08/2014/ND-CP. We request that the full regime for him be resolved soon.

Reply:On May 5, 2023, the Department of Home Affairs received Document No. 156/TTr-UBND from the People's Committee of Hung Nguyen district regarding the request for funding to streamline the payroll. The Department of Home Affairs issued Official Dispatch No. 1230/SNV-TCBC dated May 19, 2023 to the Department of Finance and Social Insurance of the province to synthesize and submit to the Provincial People's Committee a decision to allocate funding for officials, civil servants and public employees of Hung Nguyen district, including 24 people, including Mr. Nguyen Xuan Dong, born on May 1, 1970, a civil servant of Justice - Civil Status of Hung Dao commune, to immediately resign with specific funding as follows:

- Monthly salary 4,559,000 VND;

- Average salary for 5 years: 3,946,000 VND;

- Number of years of insurance payment: 30 years and 3 months.

The received mode is:

- Job search allowance: 3 x 4,559,000 = 13,677,000 VND;

- Social Insurance allowance: 1.5 x 3946 x 30.5 = 180,530,000 VND.

Total amount received is: 194,207,000 VND

On June 20, 2023, the Provincial People's Committee issued Decision No. 1735/QD-UBND on the decision to resolve the budget for streamlining the payroll, in which it granted Mr. Nguyen Xuan Dong an amount of VND 194,207,000.

Thus, the Department of Home Affairs and the Department of Finance have promptly advised the Provincial People's Committee to promptly resolve the regime for cadres, civil servants, public employees and workers. Regarding his regime, if Mr. Nguyen Xuan Dong still has any problems, he is requested to discuss with the Department of Home Affairs and the Department of Home Affairs for timely handling.
