The Department of Agriculture and Environment will inspect and assess the impact of sand mining on the Lam River bank in Thanh Chuong district.

In Document No. 765/UBND-TNMT dated April 1, 2025 sent to the Department of Agriculture and Environment,Thanh Chuong District People's CommitteeReport, on March 31, 2025, received a reflection that in the mining area of ​​Dong Van commune, there was a landslide on the Lam River alluvial ground, in the mineral exploitation area of ​​Thanh Chuong Sand and Gravel Mining and Transportation Joint Stock Company (licensed by the Provincial People's Committee for exploitation in Exploitation License No. 2905/GP-UBND dated July 10, 2018).

People in Tien Quanh hamlet and Dinh Son hamlet, Dong Van commune, are concerned that sand exploitation by Thanh Chuong Sand and Gravel Exploitation and Transportation Joint Stock Company will continue to cause landslides affecting Ta Lam dike, property and safety of people in the area.

Therefore, people gathered in large numbers, affecting security and order in the locality.

Faced with this situation, the People's Committee of Thanh Chuong district assigned Thanh Chuong Sand and Gravel Mining and Transport Joint Stock Company to temporarily suspend sand mining activities at the mine area in Dong Van commune to organize environmental rehabilitation and restoration according to the approved plan, bringing the mine area to a safe state.

Review the boundary markers of the mining area, increase the number of boundary markers to the North of the mining area (dike and production land) to facilitate the inspection and supervision process; install equipment to monitor the journey and store data and information on the location and travel route of vehicles and equipment used to mine and transport sand and gravel... At the same time, fully comply with other relevant legal regulations in mineral exploitation activities.

Based on the results of field measurements to determine the location of Thanh Chuong Sand Exploitation and Transportation Joint Stock Company, Thanh Chuong District People's Committee found that the location that people reported and feared landslides was within the boundary of the exploitation area (according to the surface) that was licensed by the Provincial People's Committee to Thanh Chuong Sand Exploitation and Transportation Joint Stock Company in Exploitation License No. 2905/GP-UBND dated July 10, 2018.

However, the boundary of the exploited area has a part of the area (more than 1,000m²) is outside the boundary of the permitted mining area.

Therefore, Thanh Chuong District People's Committee assigned Dong Van Commune People's Committee to continue to propagate so that people understand and comply with the provisions of the law, ensuring security and order in the area. Strengthen the implementation of the task of protecting unexploited minerals according to regulations.

Regularly inspect and supervise the compliance with legal regulations on natural resources and environment during the operation of Thanh Chuong Sand Mining and Transportation Joint Stock Company; if any violations are detected, they will be strictly handled according to the provisions of law; if they exceed the authority of the Commune People's Committee, propose to the competent authority to handle them according to regulations.

At the same time, Thanh Chuong District People's Committee requested the Department of Agriculture and Environment to advise on establishing an Inspection Team to conduct inspections, determine the level of impact on the riverbed, banks and beaches, and report to the Provincial People's Committee to consider the sand and gravel exploitation activities of Thanh Chuong Sand and Gravel Transport JSC in accordance with License No. 2905/GP-UBND dated July 10, 2018 of the Provincial People's Committee.

On the side of the Department of Agriculture and Environment, after receiving information from the press about the incident in Dong Van commune, along with the request of Thanh Chuong District People's Committee, on April 2, 2025, it issued Document No. 909/SNNMT-KS on "inspecting and working with Thanh Chuong Sand and Gravel Mining and Transportation Joint Stock Company".

In this document, the Department of Agriculture and Environment requests the Department of Construction, the Provincial Police, the Tax Department of Area X, the People's Committee of Thanh Chuong district, the People's Committees of Dong Van, Vo Liet, Thanh Chi communes... to coordinate in working on related contents regarding the Mineral Exploitation License No. 2905/GP-UBND dated July 10, 2018 issued by the Provincial People's Committee to Thanh Chuong Sand and Gravel Mining and Transportation Joint Stock Company.

Document No. 909/SNNMT-KS of the Department of Agriculture and Environment also clearly states that working time will start from April 3, 2025.
