The Department of Agriculture and Rural Development proposed many recommendations to the National Assembly's Supervisory Delegation.
(Baonghean.vn) - On the afternoon of January 29, the Provincial National Assembly Delegation chaired by Comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation supervised the topic at the Department of Agriculture and Rural Development.
Also attending were comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; representatives of relevant departments and branches. On the side of the supervised unit, there was comrade Phung Thanh Vinh - Member of the Provincial Party Executive Committee, Director of the Department of Agriculture and Rural Development; representatives of relevant departments, offices and units.

In the Agriculture and Rural Development sector, in addition to the Department, there are 8 administrative units and 23 public service units. Implementing the policies of the Party and the State, in recent years, the reorganization of the apparatus, streamlining of staff, and restructuring of the staff, civil servants, and public employees in the sector have achieved positive results.
In the period of 2015 - 2021, when implementing Resolution 6 of the 12th Central Committee, the Department of Agriculture and Rural Development has reduced 3/26 public service units compared to 2015; Transferred 69 agricultural stations under the district level for management to establish 21 Agricultural Service Centers; Added functions, tasks, and rearranged the organizational structure of 4 public service units, each unit reduced 1 department; Transferred 4 public service units to autonomy in regular expenditures...

As of December 31, 2023, the total number of employees in public service units in the agricultural sector assigned by the Provincial People's Committee is 534 civil servants, 442 labor contracts and 19 labor contracts according to Decree 68/2000/CP of the Government.
Although many focal points have been reduced after the reorganization of units, according to the assessment, some plans and projects to reorganize the apparatus and streamline the payroll are still overlapping; some agencies and units do not have people reaching retirement age, so they have to reduce in other units, causing difficulties in balancing personnel in each unit and affecting the implementation of the industry's common tasks. The assignment of stations to districts to become Agricultural Service Centers has caused provincial-level units such as the Department of Animal Husbandry and Veterinary Medicine, the Department of Crop Production and Plant Protection to have limited human resources, while the large area of operation makes it very difficult to investigate, detect and handle epidemics...
Based on the recommendations of the Department of Agriculture and Rural Development, the representative of the monitoring delegation also proposed to consider studying the operating model, contributing to improving the efficiency of the stations, after handing them over to the district's Agricultural Service Centers. Because through the survey, 20/21 district Agricultural Service Centers confirmed effective operation.

The monitoring delegation also requested the Department of Agriculture and Rural Development to clarify the implementation of the autonomy mechanism based on the level of financial autonomy, enhance decentralization, and increase the initiative of public service units; develop a roadmap for streamlining staff; propose solutions and policies to attract talents and qualified and professional civil servants to work at public service units; and attract non-public service units to participate in public services in the agricultural sector...
Speaking at the meeting, Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council, highly appreciated the role of the agricultural sector in the economy and society. At the same time, he acknowledged the difficulties and obstacles that the sector is facing in the current situation.

Regarding the reorganization of public administrative units, the Standing Vice Chairman of the Provincial People's Council affirmed that this is a major and correct policy of our Party and State. Therefore, it requires consistent and effective implementation. Although there are still some problems in the implementation process, the sector still needs to make efforts to perform the assigned functions and tasks. At the same time, it is necessary to evaluate, synthesize, and promptly submit to the competent authorities for consideration and resolution...

At the end of the working session, Comrade Thai Thi An Chung - representative of the Supervisory Delegation, acknowledged the results of the Agriculture sector in implementing the policies of the Central Party Committee, the directives of the Government and the province in the reorganization of public service units. In addition, the sector also needs to specifically evaluate the effectiveness of the units after the reorganization, so that the National Assembly can have an overview, thereby providing appropriate and timely adjustment solutions.
Based on the recommendations of the industry, the Supervisory Delegation will also synthesize and report to the National Assembly Standing Committee and relevant levels and industries for consideration and resolution.
