Reporting on the work of administrative reform, Mr. Pham Chi Kien - Deputy Director of the Department of Finance showed that: In the past time, the Party Committee and leaders of the Department of Finance have paid attention to leading and directing the implementation of administrative reform work, clearly assigning responsibilities; every year the Department issues an administrative reform plan.

The Department promptly advises the Provincial People's Committee on many mechanisms, policies, and regulations on state management in the financial sector; deploys many solutions on building a team of cadres, civil servants, and public employees; strengthens discipline and administrative discipline, creating strong and positive changes in the agency's working style.
The Department of Finance also implemented the mechanism of autonomy and savings in internal spending, increasing the income of staff and employees by 4-5 million VND/year. The Department directed the implementation of reviewing and publicizing administrative procedures in the management field of the industry, implemented at the Department of receiving and returning results of 4 administrative procedures.
At the same time, the Department focuses on modernizing offices, applying IT to direction, operation and task implementation.
However, Deputy Director of the Department of Finance Pham Chi Kien also admitted that there were times when administrative reform was still confusing; the consultation and announcement of administrative procedures under the authority of some areas was slow and not updated promptly. Discipline and administrative discipline in a few departments and units were not strict, so a few officials still violated the law.

Discussing at the working session, the working delegation commented: The Department of Finance has published a limited number of administrative procedures, only 4/19 administrative procedures prescribed by the Ministry of Finance...
Regarding the autonomy of agencies and units according to Decree 16/2015/ND-CP dated December 14, 2015 of the Government regulating the autonomy mechanism of public service units, the Department has not been proactive in advising and the advice has not met the requirements. Specifically, the Department has not yet implemented guidance documents for agencies and units, especially at the district level.
Regarding the operation of the One-Stop-Shop, it has not met the requirements, the Operating Regulations have not been revised and supplemented in accordance with regulations, and the organization of the One-Stop-Shop has not been completed in a timely manner.
Concluding the working session, Deputy Director of the Department of Home Affairs Le Dinh Ly suggested that the Department should continue to lead and direct more strongly on administrative reform work; strengthen inspection and supervision of compliance with discipline and administrative order; improve the quality of operations of the reception and return of results department according to the one-stop mechanism; continue to promote the application of IT in management, operation and task implementation.
The Department needs to review and develop a list of public administrative procedures at provincial, district and communal levels according to regulations; coordinate with agencies and continue to advise the province on implementing the autonomous mechanism according to Decree No. 16/20015 of the Government./.
