Department of Finance deploys tasks for the last 6 months of the year

(Baonghean.vn) - In the first 6 months of the year, Nghe An Finance sector achieved many important results in a difficult context.

On the afternoon of July 15, the Department of Finance held a conference to review the financial and budget work in the first 6 months of the year and deploy tasks for the last 6 months of 2022.

Attending the conference were comrades: Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Nguyen Xuan Hai - Director of the Department of Finance, leaders of Nghe An Tax Department, Nghe An Customs, State Treasury, Reserve Branch, leaders of districts, and all officers and employees of the Finance sector.

Report ofDepartment of Financeshows: In the first 6 months of 2022, the implementation of the socio-economic development plan of Nghe An province in the context of complicated developments in the world and the region, the Russia-Ukraine conflict along with the consequences of the Covid-19 pandemic has made the economy recover slower than previously forecast, some important goods fluctuated sharply in price, especially gasoline and oil prices, labor shortage, ... affecting the production and business activities of enterprises and people's lives.

However, with a high sense of responsibility and close coordination among sectors and localities, the socio-economic situation has achieved many important results. The growth rate of gross domestic product (GRDP) is estimated to increase by 8.44%. State budget revenue in the area in the first 6 months of 2022 exceeded the progress of the estimate assigned by the Provincial People's Council; local budget expenditures were ensured according to the estimated expenditure tasks assigned by the Provincial People's Council from the beginning of the year, promptly meeting regular expenditure tasks, ensuring social security and some arising tasks.

Specifically, the State budget revenue in the area in the first 6 months of 2022 was 10,100 billion VND, reaching 67.4% of the estimate assigned by the Provincial People's Council and equal to 100.6% compared to the same period in 2021. Of which: Domestic revenue in the first 6 months reached 9,162 billion VND, reaching 66.9% of the estimate and equal to 100.3% compared to the same period in 2021.

Revenue from import and export activities in the first 6 months reached 937 billion VND, equal to 72.1% of the estimate and 103.3% compared to the same period in 2021. Local budget expenditure in the first 6 months of 2022 was 15,303 billion VND, reaching 49.3% of the estimate assigned by the Provincial People's Council.

Discussing at the conference, the leader of Ky Son district said: The district has 11% of near-poor households, 57% of poor households, the number of villages without electricity is 80, with border areas, infrastructure investment is still difficult, production land is limited, besides, the Covid-19 epidemic is raging, affecting the socio-economic development situation in the area, agricultural products cannot be consumed. Since then, budget revenue and expenditure are low, the budget revenue of Ky Son district for the whole year reached 15 billion VND but the expenditure was up to 700 billion VND.

Faced with that situation, the district is trying to carry out political tasks, integrating the implementation of programs and projects. Ky Son district is focusing on attracting investment in the communes of Na Ngoi and Muong Long, so it hopes that superiors will support investment and counterpart funds for programs and projects...

Leaders of departments and offices also discussed solutions to implement tasks for the last 6 months of the year and discussed difficulties in implementing expenditure tasks.

Speaking at the conference, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee highly appreciated the role, sense of responsibility, and efforts of all levels, sectors, enterprises, especially the Department of Finance in performing specialized tasks.

In the context of the Covid-19 pandemic outbreak and strong spread in the first quarter, the prices of raw materials, fuels and materials increased, affecting all production and business activities; The Government implemented policies such as reducing VAT rates by 2%, but the budget revenue in the first 6 months of 2022 exceeded the estimated progress assigned by the Provincial People's Council and increased compared to the same period in 2021; Budget expenditure met the requirements of all levels, sectors and units, ensuring regular operating expenses of the State management apparatus, meeting the expenses for implementing some urgent tasks and allocating capital for some key and urgent projects of the province; ensuring timely funding for quarantine support and special allowances according to Resolution No. 16 dated February 8, 2021 of the Government and other funding for Covid-19 prevention and control. Financial support for employees and employers according to Resolution No. 68 of the Government and social security policies and regimes.

The Finance sector has done a good job of advising and implementing the mechanisms and policies of Resolution No. 36 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province, strictly implementing the Central Government's directive documents such as Resolution No. 01 of the Government on key tasks and solutions to implement the socio-economic development plan and the State budget estimate in 2022; Resolution No. 02 of the Government on key tasks and solutions to improve the business environment and enhance national competitiveness in 2022.

The sector strictly implemented the law on anti-corruption, practiced thrift and combated waste, coordinated to promote the disbursement of investment capital, did a good job of finalizing completed projects, managing prices and public assets, and promoted administrative reform. 14 districts completed the budget revenue estimates.

The Standing Vice Chairman of the Provincial People's Committee also assessed that in the first 6 months of 2022, units in the Finance sector including the State Reserve Department, Customs Department, Tax Department, State Treasury, and Department of Finance have all successfully completed assigned political tasks.

Comrade Le Hong Vinh requested localities to complete legal documents on Covid-19 pandemic prevention funding, promptly resolve policies, do a good job of social security, and focus on reviewing tasks to balance expenditures.

The leaders of the Department of Finance also requested that units of the Finance sector implement well the proposed solutions to successfully complete the tasks in 2022, especially the work of disbursing public investment, collecting budget, and building new rural areas.
