Ha Tinh Department of Natural Resources and Environment self-criticizes after Formosa incident
Determining that it was partly responsible for Formosa's illegal waste discharge and landfill incidents, the Ha Tinh Department of Natural Resources and Environment self-criticized and accepted disciplinary action.
The Department of Natural Resources and Environment of Ha Tinh has just issued an official dispatch requesting individuals and three groups under the Department to seriously self-criticize for allowing environmental incidents related to the discharge and burial of industrial and hazardous waste by Formosa Ha Tinh Steel Corporation in recent times.
Accordingly, the clarification of responsibilities of each collective and individual will be based on the functions, tasks, and areas of work in charge of each period. The leaders of the Department of Natural Resources and Environment of Ha Tinh and individuals have organized self-criticism and received disciplinary action.
As the unit advising and monitoring the review of units related to environmental incidents, Mr. Nguyen Phi Quang, Director of the Ha Tinh Department of Home Affairs, assessed that the Ha Tinh Department of Natural Resources and Environment is doing it seriously. However, this is not finished yet, it needs to be clarified further to submit to the province. Mr. Quang said that this is a fundamental issue, it needs to be ensured firmly and cannot be done carelessly.

According to Mr. Quang, the specific disciplinary measures for individuals and groups under the Department of Natural Resources and Environment cannot be presented yet, because it is necessary to wait for a number of related units such as the Ha Tinh Economic Zone Management Board, Ky Anh Town People's Committee... to organize a review.
"To impose disciplinary action, there must be decentralization. In the case of organizations and individuals under the Provincial Party Committee's Standing Committee, the Provincial Party Committee will consider and let the Inspection Committee intervene. Units and individuals under the Provincial Committee, departments, district committees, etc. will handle the case themselves according to their authority," said Mr. Quang.
Previously, on August 4, Chairman of Ha Tinh People's Committee Dang Quoc Khanh requested the Directors of the Department of Natural Resources and Environment, Department of Industry and Trade, Provincial Police, Head of the Provincial Economic Zone Management Board, Chairman of Ky Anh Town People's Committee, according to their functions and tasks, to determine the responsibilities of units and organizations, self-examine and direct serious review of the responsibilities of collectives and individuals related to Formosa's discharge causing environmental incidents and the illegal burial of industrial waste and hazardous waste.
The mass fish deaths started in April from a number of fish cages near the Vung Ang Industrial Zone (Ha Tinh), then spread to Quang Binh, Quang Tri, and Thua Thien - Hue. At the end of June, Formosa Ha Tinh admitted that it was the direct cause of the marine environmental incident, pledging to pay 500 million USD in compensation. By the afternoon of July 11, the Department of Natural Resources and Environment of Ha Tinh and the interdisciplinary team had drawn up a record of the Ky Anh Town Urban Environment Company digging a hole about 300 square meters wide and one meter deep, burying about 100 tons of Formosa waste at the farm in Hoang Trinh village (Ky Trinh ward). On August 2, the Ministry of Natural Resources and Environment announced that some samples of illegally buried waste contained cyanide exceeding the hazardous waste threshold. Ha Tinh Provincial Police have decided to initiate criminal proceedings to investigate this case under Article 182a of the Penal Code for the crime of Violating regulations on hazardous waste management. |
