However, in 2013, the healthcare sector still faced many shortcomings and limitations: The quality of medical examination and treatment at some healthcare facilities remained limited; medical malpractice still occurred during treatment; the medical ethics of some healthcare workers were not good; administrative procedures in medical examination and treatment were cumbersome; the development of new techniques in district and mountainous hospitals was limited; some private hospitals did not publicly display service prices; the quality of medical examination and treatment at commune health stations was not high; waste treatment at hospitals did not meet requirements… Regarding the implementation of the national target program: The incidence of malaria showed an increasing trend compared to the same period; there were still 70 cases of obstetric complications; the HIV/AIDS infection rate showed an increasing trend in mountainous districts; food safety and hygiene inspections were not carried out regularly and continuously; some local authorities and organizations were not truly decisive in directing and implementing population and family planning work. In addition, there are still many shortcomings in the management of private healthcare; the misuse of medication in hospitals still persists…
In 2014, the Nghe An Health Department aimed to develop a healthcare system that is equitable and efficient, improve the quality of healthcare services, meet the healthcare needs of the people, do a good job in preventive healthcare, reduce the incidence of disease and mortality, increase life expectancy, and improve the quality of the population.
In her address to the conference, Comrade Dinh Thi Le Thanh commended the achievements of the Nghe An Health sector in 2013, while also stating that compared to the people's demands and the set targets, the health sector still shows some shortcomings, such as two indicators: malnourished children and the number of hospital beds per 10,000 people not meeting requirements; limited management of private medical and pharmaceutical services; and ineffective education on medical ethics. 2014 is a key year in implementing the targets of the Resolution of the 17th Provincial Party Congress. The health sector needs to strive to achieve these targets, proposing many appropriate solutions to improve performance, especially focusing on weak areas and fields such as population and family planning, and malnourished children. The health sector needs to strengthen state management in all fields, at all levels and in all areas; and further promote in-depth inspections and audits to promptly handle violations. To enhance medical ethics among doctors and healthcare workers by commending, encouraging, and motivating them, selecting a number of hospitals as model examples for implementing the 12 principles of medical ethics and codes of conduct; strengthening financial autonomy in public healthcare facilities; and implementing effective measures and mechanisms to attract high-quality human resources.
At the conference, on behalf of the Prime Minister, Ms. Dinh Thi Le Thanh presented certificates of merit to 2 collectives and 7 individuals who had achieved outstanding results in healthcare; and awarded the title of outstanding worker and certificates of merit from the Chairman of the People's Committee of Nghe An province to exemplary collectives and individuals.
