Before entering the discussion session in the hall, on behalf of the session secretary, delegate Thai Thanh Quy presented a report summarizing the group discussion opinions that took place yesterday afternoon (July 8).
With a democratic, frank and responsible spirit, in 8 discussion groups, 52 delegates spoke with 195 opinions focusing on assessing the socio-economic situation in the first 6 months of 2015; contributing ideas to the reports and draft Resolutions presented at this 14th session.
Many issues have been analyzed, causes clarified and some solutions proposed, of which the most important ones are the application of high technology in agriculture; the maintenance, repair and upgrading of the lake and dam system; finding solutions to support all cement for rural roads and cement debt; speeding up the construction progress of many projects and paying off basic construction debt; uneven education quality between regions....

Opening the discussion session at the meeting hall, Vice Chairman of the Provincial People's Council Nguyen Xuan Son requested the Provincial People's Council delegates to focus their intelligence, promote their responsibilities, and contribute to the reports, submissions, and draft resolutions presented at the meeting. In particular, it is necessary to focus on assessing the difficulties and limitations in implementing socio-economic tasks in the first 6 months of the year, proposing measures and solutions to solve each difficult problem as well as the implementation of tasks in the last 6 months of 2015.
Comrade Nguyen Xuan Son also emphasized: In addition to the responsibility of the provincial People's Council delegates, representatives of provincial and district departments, branches and sectors also need to uphold their responsibility in discussions. Each voter wants the delegates they directly vote for to have a voice at the forum meetings, so delegates are requested to actively participate in giving opinions.

The spirit of the discussion in the hall was quite lively, focusing on many urgent issues of social life that are being raised. Regarding forest fire prevention, delegate Le Quang Dat (Thanh Chuong) stated: In the documents directing forest fire fighting, the motto "four on-site" is very well spoken, but for forests, there is only prevention, let alone fire fighting. Because when a fire breaks out, mobilizing forces is difficult, but even if the forces climb to the fire point, they will have exhausted all their strength, let alone fire fighting. To prevent fires, it is necessary to re-examine the responsibility of forest owners when fires occur, because forest owners who benefit greatly from the forest also need to demonstrate their responsibility in this matter. Delegate Pham Van Tan (Quynh Luu) said that currently, the number of people working in the salt industry is not large, the scale and value are not much; this is a very difficult area. Therefore, it is recommended that the province have policies and solutions that are both long-term and immediate for this area.

Regarding the agricultural production sector, delegates Nguyen Van Huy and Le Van Tri (Anh Son) mentioned that currently agricultural production is still fragmented, the linkage between the three parties - the state, enterprises and farmers is not good, farmers produce many products but with low value. It is recommended that the Provincial People's Committee should include in the plan to deeply evaluate the production efficiency in agriculture, from which there will be a program and roadmap for better implementation; strengthen market information forecasting, production orientation for people to produce effectively; pay attention to building a new cooperative model to support farmers, avoiding the situation of "good harvest, low price, good price, bad harvest".

Citing the agricultural support policy, each year the average total support level for all policies is about 240,000 VND/sao, which is not only low in terms of support fees, but also takes too much time and procedures for policy disbursement. Therefore, it is recommended that the province review and re-evaluate all policies that have been and are in effect to "plan" the mechanisms and policies to be more focused and effective, for example, support in agriculture should be supported through large-scale field policies, farm economy and support through cooperatives...

These are the implementation of population and family planning work, especially the high rate of third births; food safety and hygiene; environmental pollution from livestock farms, industrial establishments and rural areas; investment in upgrading the dam system, assessment of communes meeting new rural standards, cement support policy for rural traffic construction; recruitment of preschool teachers; crime prevention, some crimes are increasing, and the drug situation is still complicated. The chairman of the session also directed the delegates to focus on discussing the draft resolutions of the Provincial People's Council presented at the session.
