(Baonghean.vn) - Continuing the morning session on July 9th, the 14th meeting of the 16th Provincial People's Council heard a summary of group discussions and held discussions in the plenary session.
Attending the session were Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; members of the Standing Committee of the Provincial Party Committee, representatives of leaders of provincial and district-level departments and agencies, and delegates of the 16th Provincial People's Council, term 2011-2016.

Before the plenary session began, on behalf of the session secretary, delegate Thai Thanh Quy presented a summary report of the group discussions that took place yesterday afternoon (July 8).
In a democratic, frank, and responsible spirit, 52 delegates spoke in the 8 discussion groups, contributing 195 opinions focusing on evaluating the socio-economic situation in the first six months of 2015; and providing feedback on the presentations and draft resolutions submitted at this 14th session.
Many issues have been analyzed, their causes clarified, and several solutions proposed. Of particular interest are the application of high technology in agriculture; the maintenance, repair, and upgrading of reservoir and dam systems; finding solutions to fully support cement for rural road construction and address outstanding cement debts; accelerating the construction progress of many projects and repaying basic construction debts; and the uneven quality of education across regions.

Opening the discussion session in the assembly hall, Vice Chairman of the Provincial People's Council Nguyen Xuan Son requested that the delegates focus their intellect, uphold their responsibilities, and contribute to the reports, presentations, and draft resolutions submitted at the session. In particular, they should focus on assessing the difficulties and limitations in implementing socio-economic tasks during the first six months of the year, proposing measures and solutions to address each challenging issue, as well as planning for the tasks in the last six months of 2015.
Comrade Nguyen Xuan Son also emphasized: In addition to the responsibilities of the provincial People's Council delegates, representatives of provincial and district-level departments and agencies also need to uphold their responsibilities in discussions. Every voter wants the delegates they directly elected to have a voice in the forum of the sessions, therefore, he urged the delegates to actively participate and offer their opinions.

The discussion in the assembly hall was quite lively, focusing on many pressing issues facing society. Regarding forest fire prevention, delegate Le Quang Dat (Thanh Chuong) stated: "The directives on forest fire fighting speak very well about the 'four on-the-spot' principle, but for forests, prevention is key, not firefighting. Once a fire starts, mobilizing forces is difficult, and even those who manage to reach the fire site are exhausted, let alone extinguishing it. To prevent fires, the responsibility of forest owners when fires occur needs to be re-examined, as forest owners who benefit greatly from forests also need to demonstrate their responsibility in this matter." Delegate Pham Van Tan (Quynh Luu) argued that currently, the number of people engaged in salt production is not large, and the scale and value are not significant; this is a very difficult area. Therefore, he suggested that the province should have policies and solutions, both long-term and immediate, for this region.

Regarding agricultural production, delegates Nguyen Van Huy and Le Van Tri (Anh Son district) mentioned that agricultural production is currently fragmented, and the linkage between the three stakeholders – the state, businesses, and farmers – is not yet effective. Farmers produce many products, but their value is low. They suggested that the Provincial People's Committee should include in its plan a thorough assessment of agricultural production efficiency, thereby developing programs and roadmaps for better implementation; strengthen market information forecasting and production orientation for farmers to produce more efficiently; and focus on building new cooperative models to support farmers and avoid the situation of "bumper harvest, low prices; high prices, poor harvest."

Another issue that many delegates, including Nguyen Chi Nham (Nam Dan), Tran Xuan Trung (Hung Nguyen), Ho Phi Hai (Quynh Luu), and Nguyen Van Huy (Anh Son), were concerned about was that while the province currently has many mechanisms and policies to encourage investment and development, some policies are fragmented, small-scale, and ineffective. For example, regarding agricultural support policies, the average annual support from all policies is approximately 240,000 VND per sao (a unit of land measurement), which is insufficient in terms of financial support, and requires excessive time and procedures for disbursement. Therefore, it was suggested that the province should review and reassess all existing and effective policies to "plan" more focused and effective mechanisms and policies. For instance, agricultural support should be channeled through large-scale model fields, farm economics, and cooperatives.

In addition to the issues mentioned above, during the plenary session, in response to numerous issues raised by provincial People's Council delegates that required further clarification during group discussions, plenary sessions, and feedback from many voters, on behalf of the session's chairman, Vice Chairman of the Provincial People's Council Nguyen Xuan Son requested the Directors of the Department of Health, the Department of Natural Resources and Environment, the Department of Agriculture and Rural Development, the Department of Education and Training, the Department of Finance, and the Provincial Police to clarify several issues.

The meeting discussed the implementation of population and family planning work, especially the high rate of third births; food safety and hygiene; environmental pollution from livestock farms, industrial facilities, and rural areas; investment in upgrading the reservoir and dam system; the assessment of communes meeting new rural standards; policies supporting cement for rural road construction; recruitment of preschool teachers; crime prevention, with some crimes increasing and the drug situation remaining complex. The presiding officer also directed the delegates to focus their discussions on the draft resolutions of the Provincial People's Council presented at the meeting.
