(Baonghean.vn) - Through a number of documents issued by the Market Management Department at the end of December 2018, it can be seen that, since the public learned about the incident that occurred in Ngoc Lam commune, a number of officers of Market Management Team No. 8 were dishonest with their own unit and leaders.

A source said that on December 24, 2018, information about the case of "impersonating" a market management officer to inspect and take 6 million VND from Mr. Vi Van Hung - a traditional medicine business in Noong village, Ngoc Lam commune (Thanh Chuong) appeared in the newspaper. Only one day later, the Market Management Department requested Market Management Team No. 8, the unit assigned to be in charge of the two districts of Thanh Chuong and Anh Son, to check whether or not they had assigned their staff to work in Ngoc Lam commune in the past. However, immediately after that, Market Management Team No. 8 reported that the Department did not perform their duties in Ngoc Lam commune and did not go to Mr. Vi Van Hung's house. At the same time, it was affirmed that the group of people who inspected and took money from Mr. Vi Van Hung were impersonating market management forces! Only when many press agencies got involved, raised questions and images were cut from the video camera of Mr. Vi Van Hung's house, did the Market Management Team admit that 3 of their officers had come to Mr. Vi Van Hung's house. However, it was to buy medicine for his mother...

To verify this information, on December 25, 2018, the Market Management Department issued Document No. 225/QLTT-TCHC requesting Market Management Team No. 8 to verify and report on the following contents: In December 2018, did Market Management Team No. 8 organize an inspection of households specializing in treating diseases with traditional medicine in Thanh Son, Ngoc Lam, and Thanh Chuong communes? If there was an inspection, what were the results of the inspection of business households in Thanh Son and Ngoc Lam communes? Clearly state the violations and the amount of the fine? Did the inspection team inspect Mr. Vi Van Hung's house in Noong village, Ngoc Lam commune, practicing the traditional profession of treating broken bones and sprains? If there was an inspection, what were the results of the inspection? Clearly state the violations and the amount of the fine?

Document of the Market Management Department sent to Market Management Team No. 8 dated December 25, 2018.

On December 27, 2018, based on the report of Market Management Team No. 8, the Market Management Department sent Document No. 234/QLTT-TCHC to the General Department of Market Management and the Provincial Party Committee's Internal Affairs Committee to report on the verification of the information reported in the newspaper.

Document No. 234 has the following content: At 2:00 p.m. on December 25, 2018, Nghe An Market Management Department received a report from Market Management Team No. 8 confirming: In December 2018, Market Management Team No. 8 did not conduct inspections of households specializing in treating diseases with traditional medicine in Thanh Son and Ngoc Lam communes, Thanh Chuong district, Nghe An. Document of the Market Management Department reporting to relevant agencies on December 27, 2018.

At the end of December 2018, Market Management Team No. 8 did not conduct an inspection of Mr. Vi Van Hung's family in Noong village, Ngoc Lam commune, Thanh Chuong district, Nghe An, practicing the treatment of broken bones and sprains.

On the morning of December 27, 2018, the Department's inspection team led by Mr. Nguyen Hong Phong worked with Market Management Team No. 8. The results of the work diary check showed that: "In December 2018, 2 inspection teams of Market Management Team No. 8 did not conduct inspection and handling activities in Thanh Son and Ngoc Lam communes. Officials of Market Management Team No. 8 had a meeting and committed not to commit violations as reported by the newspaper. Market Management Team No. 8 is being impersonated" (excerpt from the meeting minutes of Market Management Team No. 8 attached).

At present, Market Management Team No. 8 has acknowledged that on December 4, 2018, the inspection team assigned to grasp the area of Anh Son district went to Ngoc Lam commune and entered Mr. Vi Van Hung's house. Thus, comparing the information at present with the "affirmations" and "commitments" stated in the documents of the Market Management Department shows that there is inconsistency between some officers of Market Management Team No. 8. It is clear that some officers of Market Management Team No. 8 who "visited" Mr. Vi Van Hung's house on December 4, 2018 were dishonest with their own unit and leaders!

On the morning of January 8, 2019, Mr. Nguyen Manh Hung informed the reporter of Nghe An Newspaper that Market Management Team No. 8 divided into two inspection teams in charge of the two districts of Anh Son and Thanh Chuong. The four officers who were just temporarily suspended from work by the Market Management Department were all officers assigned to be in charge of the area of Anh Son district. These four officers include: Mr. Nguyen Van Quang - Team leader, Head of the inspection team; Mr. Nguyen Thanh Vinh - Intermediate inspector; Mr. Truong Van Cuong - inspector; Mr. Nguyen Thanh Thuy - driver.
