(Baonghean.vn) - Regarding the policy of merging hamlets and communes, many delegates of discussion group No. 8 said that currently, localities are still quite confused, and the implementation process has many problems and shortcomings. Therefore, the province needs to soon issue specific guidance documents.

Expanding cement support program for special communes

Participating in the discussion, Mr. Hoang Quoc Viet - Chairman of Tan Ky District People's Committee said that the recent policy of State support for cement for localities to implement the new rural program has been very effective. Therefore, he proposed that the province expand the implementation of the policy to particularly difficult areas and educational areas. The Chairman of Tan Ky District People's Committee also said that in 2019, Tan Ky district received 2,400 tons of cement from the province and thanks to that, the locality has built 16 km of roads.

Reflecting voters' opinions, delegate Hoang Quoc Viet suggested that the province continue to implement the N5 road project from Hoa Son commune (Do Luong) to Tan Long commune (Tan Ky) as planned and designed to create favorable conditions for the people.

Regarding the policy of merging and renaming villages and hamlets, the Tan Ky district delegate said that the most difficult thing now is to resolve the regime and policies for both retired village, block and hamlet cadres and those who receive new assignments. While the 2019 budget has been allocated by localities, there is no possibility of supporting these subjects, especially since the hamlets after the merger will have larger areas and more difficult tasks. Therefore, it is recommended that the province have solutions and policies to increase the allowances for block and hamlet cadres.

Also reflecting on the shortcomings in implementing the merger policy, delegate Phan Tien Hai - Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Nghia Dan district informed that in Nghia Dan district, there are 310 merged hamlets, leaving 189 hamlets. Delegate Hai suggested that the province should have a document guiding specific procedures. This includes detailed instructions on the use and management of the system of facilities, technical infrastructure, cultural institutions and even plans to handle outstanding debts of previous hamlets.

State-owned farms and forestry enterprises manage a lot of land but operate inefficiently.

Regarding the activities of agricultural and forestry farms, delegate Phan Tien Hai said that there are many agricultural and forestry farms in Nghia Dan district and Thai Hoa town. In reality, the production and business activities of agricultural and forestry farms are very inefficient and slow to innovate, while these organizations are currently managing very large areas of land. "Wherever good land belongs to agricultural and forestry farms," ​​delegate Hai affirmed, and at the same time said that if these areas were transferred to other enterprises or handed over to the people for management and use, the efficiency would be many times higher. Therefore, he suggested that the province should have a clearer view of this reality and have solutions to convert production models more effectively.

Many contents were proposed by delegates

Emphasizing the difficulties in production and business activities of provincial enterprises, delegate Phan Thi Hoan - Standing Deputy Secretary of the Provincial Business Bloc Party Committee said that in the context of the US-China trade war continuing to escalate, enterprises are facing difficulties in production and many obstacles in export. Meanwhile, recently, prices of many essential goods and sectors have increased, greatly affecting business operations, which requires the province to have key policies to support. In addition, administrative reform work still has many shortcomings, affecting people and businesses.

At the discussion session, delegates from Nghia Dan district also reflected on the environmental pollution caused by the activities of TH Group's cattle farms in Nghia Chinh and Dong Lam hamlets, Nghia Lam commune (Nghia Dan). To resolve this situation, delegates requested the province and relevant agencies to speed up the resettlement of 29 households in Nghia Chinh hamlet and 88 households in Dong Lam hamlet (Nghia Lam commune).
