Soon have a plan to arrange and organize the apparatus of the Road Maintenance Fund Office

The BTDB Fund Office is a public service unit under the Department of Transport, responsible for advising and assisting the Fund Management Board.

After 5 years of operation, Nghe An Road Traffic Fund has made an important contribution in concentrating and allocating capital for the maintenance and repair of damaged traffic routes.

According to Deputy Director of the Department of Transport Nguyen Que Su, the operation of the BTDB Fund is currently facing many difficulties. The annual budget announced by the Central Government to the Fund is very slow and the budget is only provided at the end of the year.

The budget allocated through many intermediary stages from the central budget is transferred to the provincial budget. On the other hand, the Fund's resources are limited (allocated from 2013 to 2018 is 605,518 billion VND), while the need for maintenance and repair of major damaged roads (the whole province has 838 km of provincially managed roads) only partially meets the requirements.

Therefore, the Department of Transport proposed to increase the annual provincial budget for maintenance work to meet the urgent need for road repairs because for many years it has only supported an average of 30 billion VND/year; and to soon arrange the budget to pay off the debt for repairing the suspension bridge in 2013 with an amount of 21.25 billion VND.

Not only is there difficulty in the allocated capital, the Deputy Director of the Department of Transport also expressed concern about the organizational model and apparatus of the BTDB Fund because there is a policy of changing from the central to the local level but it has not been implemented. "Up to now, there is still no specific plan to arrange and organize the apparatus of the Office of the BTDB Fund of Nghe An", Mr. Su said and requested that the superiors should have a plan soon.

Concluding the meeting, Deputy Head of the Provincial Delegation of National Assembly Deputies Nguyen Thanh Hien assessed that the organization, management and use of the BTĐT Fund complied with legal regulations; the fund effectively promoted road maintenance and repair.

The Deputy Head of the Provincial Delegation of National Assembly Deputies suggested that while waiting for the Central Government's policy, the Office of the BTDB Fund should continue to stabilize the organization and apparatus, and advise on how to use the Fund well.

Regarding the recommendations of the Department of Transport, the Provincial Delegation of National Assembly Deputies received and synthesized the recommendations to the National Assembly, the Government, relevant ministries, departments, branches and the province.
