Early eviction of the last household in A1 Quang Trung building
(Baonghean) - Although 86/88 households have moved to new residences and handed over the premises to the construction unit of the renovation project of Area A - Quang Trung Apartment Complex, up to now, there is only one household owning 2 apartments in Area A1 Quang Trung that has not yet cooperated in handing over the premises despite the government and investors' repeated efforts and propaganda.
To implement the Quang Trung Apartment Renovation Project, currently, building A1 has a total of 88 households, of which 86 have completed the support, compensation and site clearance work and moved to new houses (reaching a rate of 97.72%), leaving only 2 apartments, apartment number 2 (1st floor) and apartment number 68 (3rd floor) of building A1, both owned by Mrs. Nguyen Thi Thuy and Mr. Nguyen Van Dai, who have not yet agreed to the support, compensation and site clearance policy of the project and have not yet moved. However, this family has come to receive apartment 1006, apartment CT2B with an area of 52.16m22 (This is the apartment arranged for resettlement for apartment number 68, 3rd floor, building A1).

According to the reporter's observation, the A1 Quang Trung apartment complex has now become desolate because almost all the households have moved out. However, Ms. Thuy's apartment (hair washing service business) is still located below the building, extremely dangerous because the upper floors can collapse at any time. Particularly, the households in the old A1 apartment complex when moving to the new apartment have dismantled equipment, doors, stair railings, broken down walls to get iron and steel... so the A1 building, which was already degraded, is now particularly seriously damaged, especially during the rainy and stormy season.
On May 24, 2018, the investor, Quang Trung Petroleum Urban Investment Joint Stock Company, sent Document No. 94/CV-PVUC to the People's Committee of Vinh City and the People's Committee of Quang Trung Ward regarding the implementation of compensation, support, site clearance and relocation of the remaining household in building A1, the renovation project of area A - Quang Trung Apartment Complex. It clearly stated that the Vinh City Land Fund Development Center, the People's Committee of Quang Trung Ward and the investor have carried out compensation by handing over resettlement apartments to the households receiving the apartments, and at the same time paying compensation and support costs to the households receiving money according to regulations. Up to now, the work of moving and arranging resettlement for the old apartments A1, A6 and part of building A5 to the new apartments CT2A and CT2B has been completed, ensuring compliance with current regulations of the State.
According to the wishes of the households, as well as to prepare the site for demolition of apartment building A1 and start construction of the next apartment building to serve the resettlement phase 2 for the remaining households of area A of Quang Trung apartment building (buildings A2, A3, B1), Quang Trung Petroleum Urban Investment Joint Stock Company has requested the People's Committee of Vinh City and the People's Committee of Quang Trung Ward to consider and create conditions to mobilize and persuade the remaining households to relocate to ensure the safety of the households and the project can be continued soon.
Although the Quang Trung Ward People's Committee has held many meetings to explain and propagate, and the investor has also repeatedly mobilized, up to now this household has not yet implemented the support, compensation, and site clearance policies of the project. The fact that the householder is still living in the dilapidated apartment building A1 is at risk of collapse, greatly affecting the life of the householder and customers coming to use the service, causing public hygiene as well as slowing down the progress of the approved project.
Mr. Ha Thai Son - Chairman of Quang Trung Ward People's Committee said: Regarding Mrs. Nguyen Thi Thuy's household, there are 02 houses at A1, when the resettlement arrangement was carried out, Mrs. Thuy did not accept the remaining 01 house and submitted a petition to the investor. The Ward People's Committee has organized many meetings to resolve the issue, established a delegation to visit the house to campaign and propagate, but Mrs. Thuy did not agree with the ward's conclusions.

Ms. Nguyen Thi Thuy has submitted a petition to the People's Committee of Vinh City with the following contents: Regarding land price, she requested compensation and support for the house price at apartment number 2, 1st floor, building A1 at a price of 25 million VND/m2.2, at the same time reduce the price of resettlement housing (the difference in area is 22m2 after conversion) room 1006, from 9.9 million VND/m2down to 8 million VND/m2She also said that her house is on the first floor, so the first floor must be resettled, while Quang Trung Petroleum Urban Investment Joint Stock Company only has a policy of arranging resettlement from the second floor up, the first floor the Company performs other tasks.
After checking and considering, Vinh City People's Committee issued Document No. 3239 to Ms. Thuy, stating that, in implementing the commitment dated August 3, 2015 between Vinh City People's Committee, Quang Trung Ward People's Committee and the Investor on the policy of compensation, support for site clearance and resettlement: The business price at the apartment is 11 million VND/m2 according to the converted area. Therefore, Ms. Nguyen Thi Thuy's household requests compensation and support for the house price at No. 2, 1st floor, building A1 at 25 million VND/m2.2and reduce the price of social housing (the difference in area increased by 22m2)2(after conversion) room 1006, from 9.9 million VND/m2down to 8 million VND/m2is not a basis for resolution.
In addition, her reflection that the resettlement housing arrangement was against regulations was incorrect. The People's Committee of Quang Trung Ward gave priority to households in house A5 to choose first, then households in house A6. On April 12, 2017, the investor issued an official dispatch authorizing the People's Committee of Quang Trung Ward to preside over, arrange, and allocate resettlement housing because the locality's task is to clear the land for the investor to implement the project. If households do not agree, coercive measures may have to be applied.
